2.0 Notes to Instrument Contractor

2.1 The scope of installation includes installation of field and local control room instruments and
associated equipments listed under “FIELD INSTRUMENT ERECTION”.

2.2 The erection and commissioning of instrumentation equipments shall be as per the guide lines in
‘SPECIFICATION OF INSTRUMENT INSTALLATION’ (Doc. No. 202202-I-010A)

2.3 Process hook up drawing (Doc. No. 201914-I-001) shall be referred for installation of field
instrument where in scope of ‘piping’ and instrumentation is clearly marked.

2.4 All the field cables to the junction boxes shall be laid as per the cable routing diagrams (Doc. No.
202202-I-002) and terminated. Cables between junction box and the control room cabinet shall
be laid by Instrument Contractor. The cable trays / supports up to battery limit will have to be
done by the instrumentation contractor.

2.5 The offer shall include unit rates for all installation, calibration, checking activities, Erection, Pre-
commissioning and Commissioning.

2.6 The offer shall include a preliminary manpower deployment & plan for the complete job.

2.7 Contractor shall provide all necessary scaffolding required for installation of instruments, cables
and impulse lines, at no extra cost.

2.8 All consumables like welding electrodes, paint, sealing tape, wire/cable markers, cable fasteners,
bolts and nuts, etc. shall be provided by the contractor and included in the contract price.

2.9 The contractor shall familiarize himself with the local union/ other statutory rules and do his best
not to be cause of any conflict.

2.10 If required during peak construction, the contractor shall be prepared to arrange shift work (3
shifts) to meet the activity schedule lay down by owner.

2.11 The contractor shall ensure that all people employed by him observe and obey the site safety
regulations.

2.12 The contractor’s site manager shall attend weekly site meeting for review of the work and
planning future work.

2.13 No work must be started by the contractor without clearance by the clients appointed person at
site.

2.14 Twice a month, the contractor should submit work progress reports.

2.15 The contractor shall be responsible for all materials drawn from client’s store from signing of the
store release note and till the date the installation is handed over to the client. Any damage
caused to instruments or instrument installation materials due to faults of the contractor shall be
rectified or replaced on the contractors account.

2.16 Upon issue of instruments from client’s stores the contractor shall ensure him of the correctness
and healthiness of the instrument, any visible incorrectness or damage shall be reported on the
spot and the instrument left in the store until further notice by client. The client shall be informed
of the incident by means of a damage report.

2.17 The contractor shall be familiar with the necessary safety norms, IBR regulations (if any) to be
followed in such chemical and boiler plant during instrumentation erection.

Rubbish, scrap materials, wastage etc., resulting from site activities shall not be strewn about the
site. These shall be collected daily and deposited at a place allotted to the contractor for the
purpose. Similarly on completion of the contract the contractor shall promptly remove his
equipment and return to the respective place any unused materials. The site shall be fully cleared
of the rubbish and scrap prior to leaving, to the full satisfaction of the owner

Contractor shall ensure that all labour regulations are properly followed and there shall be no
disruption for job execution

Safety precautions shall be ensured by the contractor during erection & commissioning activity.
Necessary accessories for safety of the labour shall be provided by the contractor during the job.

2.18 The contractor shall, prior to installation of any impulse line or cable routing, check the route for
fouling, pipes, etc.

No instrument shall be installed or calibrated before the instructions have been read and
understood.

On completion of installation works all excess materials shall be returned to client’s stores.
The contractor shall endeavor to optimize the use of erection materials and avoid needless
waste.

2.19 The documents and drawing attached with the enquiry are the representative documents of the
instrument engineering package, which in full will be given to the contractor on commence of
work. Any other residual engineering, if any, required for site execution of the installation shall be
in contractor’s scope.

2.20 The contractor shall, in his site office, keep a file of all engineering documents and ensure this is
always complete and updated with latest revision of documents.

2.21 It is expected that there could be a variation of +/-25% in overall quantities of erection work and
the contractor shall be prepared to execute the work for the unit rates indicated for the
enhanced/reduced quantity.

2.22 It is expected that the instrumentation erection will be completed within 2-3 month of
commencement. However if the installation work extends due to the non-availability of front the
rates shall be valid for an extended period, up to 6 months from the commencement of work.

2.23 The offer shall include the list of tools & tackles, calibration instrument. Accuracy of test and
measuring instruments used by the contractor shall be normally 2 times better than the accuracy
of the instrument being tested. All the test and measuring instruments shall be calibrated in a
standard laboratory and the contractor shall produce valid calibration documents for the purposes
of verification. The calibration of master instrument shall be traceable to any of the approved
national laboratories.

2.24 The contractor shall have proven track record of execution of instrumentation erection in
Sulphuric acid / Chemical / Petrochemical / Oil & gas / Metals or similar plants.
The Contractor shall submit all the necessary documents/certificates of his past performance.
The offer without such records/certificates may be considered as incomplete.

2.25 Contractor shall be capable of the planning, generating reports, following safety procedure strictly
and carrying out follow up activity related to the job as per procedure and requirement of Client /
FFIL for timely and successful completion of the job.

2.26 Contractor shall submit the customer list with details of the similar job carried out, consultant’s
names & order value with P.O. details and execution period.

2.27 Customer shall submit organization chart & details of qualification, experience etc. of the
personnel to be employed to carry out such erection jobs. .

2.28 Instruments shall be installed in accordance with hook-up diagrams issued after placement of
purchase order. Installation work shall comply with general engineering practice, specification and
as per advice by engineer in charge.
