X. Rationale/Background :

The situation in Nueva Era, Bunawan, Agusan del Sur, exemplifies this challenge.
The community not only faces the national issue of waste management, as evidenced by the
Philippine Statistics Authority (PSA) reporting over 20 million tons of waste generated annually
in the Philippines (PSA, 2022), but also contends with local problems like clogged waterways and
improper waste disposal, leading to potential health hazards. These issues are further amplified by
the recurring flood problems experienced in the area.

Studies have shown a direct correlation between improper waste management and
increased flooding. A 2020 research article published in the journal "Water Science and
Technology" titled "Clogged Drainage Canals and Increased Flood Risk in Urban Areas",
demonstrates how waste accumulation in waterways reduces their drainage capacity, leading to
overflows and flooding. This can have devastating consequences for communities, damaging
infrastructure, displacing residents, and contaminating water sources.

Furthermore, a 2015 report by the World Bank titled "What a Waste 2.0: A Global
Analysis of Solid Waste Management" emphasizes the public health risks associated with
improper waste disposal in flood-prone areas (World Bank, 2015). The report highlights how
floodwaters can mobilize improperly disposed waste, spreading contaminants and increasing the
risk of waterborne diseases. This poses a significant threat to the health and well-being of
residents in communities like Nueva Era.

By addressing waste management proactively through a community clean-up drive titled


"Alang sa Kalambuan, Palibot Atong Limpyuhan" (For a Healthier Environment, Let's Clean Up
Our Surroundings), this project aims to create a cleaner and healthier environment for the
residents of Nueva Era. A cleaner drainage system will improve floodwater flow, reducing the
risk of overflows and subsequent damage. Additionally, proper waste disposal will minimize the
spread of contaminants during floods, safeguarding public health. Ultimately, this initiative
contributes to a more flood-resilient community for Nueva Era.

In conclusion, the project proposal for a community clean-up drive is not only supported
by the national waste management challenges but also addresses the specific vulnerabilities faced
by Nueva Era due to recurring floods. By citing relevant studies and reports, this proposal
emphasizes the importance of tackling waste management to mitigate flood risks and safeguard
public health in the community.

Foster collaborations with stakeholders to implement flood-resilient waste management solutions
Objectives:
Form partnerships with government agencies, NGOs, and private sector entities to share resources and
expertise in disaster preparedness and response. Monitoring and Evaluation
Goal:
Establish monitoring mechanisms to track the effectiveness of flood-resilient waste management initiatives.

Implement performance metrics to measure waste diversion rates, assess community resilience to flood-
related waste impacts, and adjust strategies accordingly.
Understanding Flood Patterns and Risks:
Goal:
To assess the frequency, severity, and impact of flooding in the target area.
Objectives:
Analyze historical flood data to identify patterns and trends. Evaluate the potential impact of flooding on
existing waste management infrastructure. Identify vulnerable areas and populations at risk of flooding-
related waste management challenges.
Assessing Current Waste Management Practices:
Goal:
To understand the existing waste management systems and their resilience to flood events. Objectives:
Conduct surveys and interviews with local authorities and stakeholders to gather data on current waste
management practices. Assess the vulnerability of existing disposal sites and facilities to flooding. Evaluate
the effectiveness of current waste collection, segregation, and disposal methods during flood events.
Identifying Suitable MRF Locations:
Goal:
To determine optimal locations for establishing the MRF considering flood risk and accessibility.
objectives:
Evaluate the proximity of potential sites to areas with high waste generation rates and population
centers.Consider accessibility for waste collection vehicles and transportation logistics during flood events.
Designing Flood-Resilient Infrastructure:
Goal:
To develop MRF infrastructure and operational protocols resilient to flood events.

Engage with engineers and architects to design flood-resistant buildings and structures for the MRF.
Explore innovative technologies and construction materials that can withstand floodwaters. Develop
emergency response plans and protocols for managing the MRF during flood events, including contingency
measures for waste storage and evacuation.

XIII. Methodology
1. Coordinate with the CWTS coordinator, NSTP office, and CEIT Dean to align objectives and gain
approval for the clean-up drive.
2. Prepare by gathering essential materials and resources for the clean-up activities.
3. Conduct workshops and awareness campaigns to educate participants on effective waste management
practices and the significance of reducing plastic waste.

4. Organize the clean-up activities, targeting specific areas within the Barangay Nueva Era, Bunawan
Agusan Del Sur for litter collection.
5. Install designated disposal bins in strategic locations to facilitate proper waste disposal during the clean-
up drive.
6. Continuously monitor and maintain cleanliness standards throughout the Barangay Nueva Era, Bunawan
Agusan Del Sur, ensuring proper disposal and recycling of collected waste.
7. Evaluate the effectiveness of the clean-up drive and make necessary adjustments for future initiatives.

XV. Sustainability Plan/Mechanism:


A clean-up campaign's capacity to last in the Nueva Era depends on a number of factors, including
long-term trash management plans, infrastructural development, and community involvement. Through the
active participation of local companies, schools, leaders, and people, the campaign cultivates a sense of
accountability and ownership for upholding cleanliness.Ongoing awareness campaigns and collaborations
with neighborhood organizations, together with regular clean-up events, guarantee sustained involvement
and momentum. Concurrently, improvements in waste management infrastructure, such as recycling
centers and waste collection sites, make it easier to properly dispose of and recycle collected waste,
lessening the environmental impact. Efforts to raise awareness and educate the public about sustainable
practices also help residents develop habits that increase composting and recycling while reducing waste
output. Long-term sustainability strategies target the root causes of waste pollution, while monitoring and
evaluation methods evaluate success and provide information for program modifications. In order to
provide a cleaner and more sustainable future for future generations, the Nueva Era clean-up effort works
to promote community well-being, environmental health, and cleanliness over the long term through
partnerships and collaboration among stakeholders
