WHAT: Genset 1 and 2 start-up failure

WHERE: Puso ng Baguio

WHEN: 27 March 2024

WHY: Synchronization Panel and ATS malfunction

INSPECTION:
On March 27, 2024 at around 1515H, A power outage was experienced. The Puso ng
Baguio building’s genset 1 and 2 failed to start-up immediately. B.A.S. Alcarmen, G.M.T.
Abalos, B.A.S. Flores and B.A.O. Ligot rushed to check the individual generators and the
ATS room. Inspection of the Puso ng Baguio ground floor synchronization panel revealed
that Genset 1 had not started. B.A.O. Ligot tried to start the generator through the synchro-
nization panel multiple times but to no avail. He then switched the genset priority to 2 and fi-
nally, genset 2 started. After several more tries to start genset 1 at the ATS room, B.A.O.
Ligot ordered G.M.T. Abalos to manually operate the generator at the generator’s panel. After
manually operating the generator, it finally started up. Another problem arose when genset 1
couldn’t synchronize with genset 2. The panel showed under frequency and generator reverse
power of genset 1. B.A.O. Ligot attempted to synchronize genset 1 with genset 2 several
times and after approximately 13 minutes, genset 1 finally synchronized with genset 2 and we
were able to supply stable emergency power for the Puso ng Baguio building.

RECOMMENDATIONS:
 Ask 3rd party contractors to check and inspect why genset 1 and 2 failed to start during
the start of the power outage and to check under frequency and reverse power faults
of genset 1.
 Conduct a preventive maintenance through a reliable 3 rd party contractor on the
synchronization panel, generators and the ATS
 Conduct no-load tests weekly and load tests monthly to monitor emergency power
equipment faults and to prevent long downtime of generators during an actual power
outage.
