Statement of the Problem

This study will determine the impact of Jeepney


Modernization Phase in Roxas City.

Specifically, this study seeks to answer the following


questions:

1. Does the phaseout really improves the Roxas City?


a. Will the government provide financial support
for it?
b. What are the implications of the policy for
passengers, particularly those from low-income
groups?
c. Is the jeepney modernization can lessen the
pollution problem and traffic in Roxas City?

2. What is the impact of the Modernization Phase to the


drivers and the community?
a. What are the concerns of the drivers and
operators in relation to the program?
b. How are jeepney drivers and operators adopting
to the new policy and coping its
implementation?
c. Have drivers been able to afford the new
modernized jeepneys, or have they had to give
up their vehicles?

3. What do you think will be the future of


transportation source here in Roxas City?
a. What is the best way to migrate? Gradually?
Abruptly?
b. How might the program impact urban development
and planning, such as changes in transportation
routes and infrastructure?
c. Are there any possible changes in terms of the
qualities of modernized jeepneys?
Background of the Study

The government-led program aimed at upgrading and

modernizing the iconic jeepney, a popular mode of transportation

in the Philippines, is referred to as the jeepney modernization

phase. Jeepneys are originally made from military jeeps abandoned

by the United States military following World War II, and have

since been modified and customized to accommodate passengers.

The modernization program was launched in 2017 with the goal

of addressing issues such as air pollution, traffic congestion,

and passenger safety. The program required jeepney operators to

upgrade their vehicles to meet certain standards, such as using

Euro-4 compliant engines, installing GPS tracking systems, and

installing safety features such as CCTV cameras, dashcams, and

speed limiters.

In the Philippines, the modernization phase has been a

source of debate and controversy, with many jeepney operators

opposing the program due to high costs and a lack of government

support. Some critics also claim that the program will displace

jeepney drivers and operators, who have relied on these vehicles

as their primary source of income for decades.


On the other hand, Jeepney is one of the primary sources of

transportation in Roxas City. Some of the drivers and operators

will loss their occupation, some cannot afford the new Modernized

Jeep despite its cost.

Despite all these obstacles, the government continues to

push for the jeepney modernization program in order to provide

Filipinos with a safer, more reliable, and environmentally

sustainable mode of transportation.

In this premise, the researchers would like to study on

Jeepney Modernization Phase in Roxas City.

Significance of the Study

The study of Jeepney Modernization Phase is beneficial to

the following:

Environment. The modernization program aims to upgrade

jeepneys to meet Euro-4 emission standards, reducing the amount

of pollution emitted by these vehicles significantly. This is

critical in countries where air pollution is a major public

health concern, such as the Philippines.

Passenger Safety. As part of the modernization program,

safety features such as CCTV cameras, dashcams, and speed

limiters will be installed, which will improve passenger safety

and help reduce the number of road accidents.

Modernization of Public Transportation. The government's

efforts to modernize the country's public transportation system

include the jeepney modernization program. The program aims to

provide a more reliable and efficient mode of transportation for

Filipinos by upgrading and improving the vehicles' quality.


Livelihood of Jeepney Drivers and Operators. It is important

to note that the program also includes support mechanisms such as

financing and training to help them make the transition to the

new system. This will ensure that they are not left behind and

that they can continue to work.

Economic Aspect. The Philippine economy is expected to

benefit from the modernization program. Improving public

transportation quality can help attract more tourists and

investors, resulting in job creation and economic growth. One of

the advantages is the enhancement of public transportation, which

can result in safer, more comfortable, and more efficient

commuting for passengers. The modernization program may also

result in the development of the Philippine vehicle manufacturing

industry, which will create jobs and boost the economy.

Future Researchers. This study will be beneficial to future

researchers for this will be served as a guide or reference to

study of the Jeepney Modernization Phase using different

variables to be used in this study.


Definition of Terms

The terms to be used in this study will be defined

conceptually and operationally.

Jeepney Modernization – refers to a program in the

Philippines aimed at upgrading the country's public

transportation system by replacing old and outdated jeepneys with

modern and eco-friendly vehicles.

In this study, “Jeepney Modernization” referred to upgrading

the public transportation system in the Philippines. The program

seeks to replace old and outdated jeepneys, which are commonly

used as public transportation vehicles, with modern and

environmentally-friendly alternatives.

Modernization Phase – refers to the process of transitioning

from a traditional or pre-modern society to a modern,

industrialized society.

In this study, the term “Modernization Phase” referred to a

progressive transition model from a "pre-modern" or "traditional"

society to a "modern" society.


Delimitation of the Study

This qualitative research will be used to determine the

impact of jeepney modernization phase to the jeepney drivers,

operators, and community in Roxas City.

The participants of the study will be the twelve (12)

jeepney drivers residing Roxas City.

The Independent Variable in this study will be the Jeepney

Modernization Phase, while the Dependent Variable will be the

impact to the drivers, operators, and community.

Focus Group Discussion will be used to gather information

about Jeepney Modernization Phase in Roxas City.
