Support funds have been allocated for the conduct of the
following activities for partnership building and planning
activities with the government and community stakeholders:

(GCPM):
1. LGU Forum to include discussion on support to
nonreaders; absence of learning facilitators and technology
infrastructure.
2. Special Education Funds (SEF)
3. Development of local policies to support basic education
especially for Early Grade Learners.

The BRIGADA PAGBASA Program
DepEd signed Memorandum of Agreement (MOA) with
World Vision Development Foundation (WVDF) in 2019 for the
Brigada Pagbasa program.
The BRIGADA PAGBASA Program is a national movement
for reading that aims to bring together all education champions
and supporters to contribute to nation building by helping all
Filipino children of partnership. This is to support the DepEd’s
goal to provide children quality education.

ACTIVITIES
1. Collaborate with DepEd at school level to secure list of
struggling readers and nonreaders per grade level.
2. Coordinate with LGU and DepEd in mapping the location of
struggling readers and nonreaders.
3. Collaborate with DepEd and LGUs on mapping of
community volunteers (student teachers, PTA officers,
Church Partners, etc.) to be equipped on teaching
beginning reading and handling remediation classes for
Brigada Pagbasa roll out.

ACTIVITIES
4. Train volunteers on methods and techniques to teach
beginning reading.
5. Plan with teachers and community educators on the
implementation of the Brigada Pagbasa Reading
interventions.
6. Implement pre and post core reading assessment.
7. Mobilize trained Brigada Pagbasa facilitators to develop
contextualized reading materials and books for reading
sessions with children.

ACTIVITIES
8. Review of contextualized reading materials and books for
reading sessions with children.
9. Brigada Pagbasa Roll Out – 2 to 3 hours reading
remediation session (storytelling, teaching beginning
reading, drills).
10. Conduct feedbacking and reflection activities with
teachers and community educators to identify gaps and
lessons learnt in the project roll out.

Specific Activities for SAMAR Brigada
Pagbasa program
1. PAGBINULIGAY – PAGTINABANGAY is a series of
capability building formal and informal sessions that aim
to train community volunteers own strategies and
techniques on how to handle specific lessons in reading.
2. ADOPT-A-READER scheme is an attempt at adopting a
reader or two in specific reading sessions across the areas
of English, Science and Math.
3. UNFREEZE AND UNWIND are regular feedback and
debriefing sessions with reading coordinators/facilitators
and community volunteers.
