MISSION & INTENT
The Poverty Reduction, Livelihood and Employment Cluster aims to develop self-reliant,
productive, resilient and sustainable communities through harmonized and culturally responsive
development programs.

To this end, the Cluster shall:


1. Establish responsive and institutionalized measures to address poverty in CTG-affected
communities;
2. Equitably distribute land, address land conflict issues and other related rural community issues;
3. Implement skills training programs towards the establishment of livelihood/enterprises and other
income opportunities for the marginalized sectors;
4. Develop stable employment conditions in different industries with emphasis on poverty alleviation
and sustainable economic interventions for the basic sectors; and
5. Address issues that concern and relate to poverty, employment/under-employment, agrarian reform,
usury, income sharing among others.
SPECIFIC OBJECTIVES
1. Conduct research and critical analysis of CTGs Agrarian Revolution
Minimum programs:
a. Elimination of usury
b. Tersyan Baliktad (Sharing Scheme)
c. Establishment of Cooperatives
d. Support Agricultural support infrastructure project (rice mills, warehouse, dryer, transport)
2. Conduct research and critical analysis of CTGs Agrarian Revolution
Maximum program:
a. Bungkalan and Okupasyon
b. Confiscation and communal farming
c. Land distribution of absentee land lord and despotic land owner
Cont. SPECIFIC OBJECTIVES
3. Conduct research and critical analysis of the Social Economic Works (SEW) and special socio
projects of the CTG (small entrepreneurs, trade fair and production of the basic commodities)
both with local and foreign assisted.

4. Issues on contractualization, ENDO, wage increase must seriously be considered including


concerns among workers in plantation, mining, agro-industrial, haciendas, among others must
also be taken as primary and urgent concern for this cluster to address consistently.

5. CTGs’ infiltration of frontline government services and agencies as well as poverty alleviation
programs such as, 4Ps, KALAHI CIDSS, Cash for Work, TESDA Training programs, among others.
Cont. SPECIFIC OBJECTIVES

6. Conduct research and critical analysis on the effects of CTG infiltration through IPO works
in the public sector and middle forces in government poverty alleviation and livelihood
generation programs:
a. IP sector by CPDF (Northern Luzon) and Rebulosyonaryong Organisadong
Lumad (ROL) in Mindanao.
b. Peasant & Fisherfolks sector by the Pambansang Kilusang Magbubukid (PKM).
c. Industrial labor, Transport & Agricultural worker sector under RCTU.
d. Urban Poor sector under KASAMA and women sector under MAKIBAKA
e. IPO works in Government Employee sector Makabayang Kawani ng Pilipinas
(MKP).

7. Evaluate, enhance and secure government programs with impact on poverty alleviation and
livelihood generation such as:

a. Backyard/Livestock/Aquaculture – LGU/DA/BFAR/DBP
b. Small Entrepreneur – LBP/DBP/DTI/DOST/DSWD
c. Farm to Market Support – DA/DPWH
d. Cooperative support - CDA
e. Loan support on agricultural – LBP/DBP/ACPC
f. Skills development– TESDA/BFAR/DA-ATI/DAR/PCA
g. Employment – DOLE
h. Trading/marketing – DTI
i. Coconut Planting – PCA
j. Small farms – DA
k. National Greening Program – DENR/DBP
l. Inclusivity and Development – NEDA
m. Traditional Livelihood – NCIP/TESDA/DEPED/DA-4Ks
Cont. SPECIFIC OBJECTIVES

8. Address the fundamental structural defects and deficiencies in the current


government’s agrarian reform programs, rural productivity and economic
development, local industry long-term development programs, food production and
food sufficiency including comprehensive livelihood and job generation programs that
would significantly bring down poverty affectation among basic sectors of society, to
include the following important issues.
9. Establish the basis for a systematic and comprehensive Legal Offensive & Law
Enforcement against the CTGs in other 11 LOEs/Clusters thereby strengthening the
agencies’ law enforcement mandate and likewise reinforcing the rule of law at all
times as part of the agencies mandate;
10.Harmonize, synchronize and integrate massive and offensive information operations
to support the whole of nation and whole of government approach among agencies,
stakeholders and communities.
CONCEPT OF OPERATION
EXECUTION
To achieve the PRLE Cluster mission, the cluster shall:
 
1. Address issues on contractualization, in coordination with the legal cooperation cluster
for proper representation with the appropriate bodies such as congress, etc. and wage
increase among workers in sectors such as agriculture, mining, agro-industries;
2. Address issues on the Agrarian Reform programs of the government;
3. Secure government’s poverty reduction programs from the CTG;
4. Evaluate and enhance government programs on poverty reduction, livelihood and
employment;
5. Ensure Good governance is observed in the delivery of government programs; and 
6. Develop strategic convergence programs for communities in priority sectors and
communities utilizing existing government programs.
7. Coordinate with other Clusters of the NTF-ELCAC on issues that are cross-cutting (e.g.
Legal Cooperation for ENDO, PLEDS for Security Issues)
CONVERGENCE STRATEGY
PRLEC VALUE CHAIN
PROGRAMMING
The Cluster shall serve as the overall monitoring
and evaluation body for programs implemented by
the Regions. The Cluster will serve as Project
Steering Committee that shall
1. Review pilot programs;
2. Provide directions / guidelines;
3. Ensure that programs are adequately funded;
4. Consolidate the best practices and maintain
databank of the Cluster;
5. Submit report to the NTF-ELCAC; and,
6. Coordinate with other Clusters.
PRLEC ORGANIZATIONAL
STRUCTURE
TASKS

1. Executive Committee - TESDA


a. Supervise and monitor the implementation of this IMPLAN;
b. Monitor the implementation of PRLE Cluster programs;
c. Submit to the NTF ELCAC Leadership recommendations/ inputs of
the Poverty Reduction, Livelihood and Employment Cluster;
d. Perform other tasks as required for the successful implementation
of the IMPLAN.
TASKS
2. Entrepreneurship and Marketing - DTI
a. Develop programs to enhance the livelihood opportunities through self-
employment to target sectors and areas identified by the PRLE Cluster or the
NTF – ELCAC leadership;
b. Ensure partner communities are provided access to Marketing assistance of
Government Agencies;
c. Assists the Cluster in matters pertaining to:
i. Access to local and foreign markets
ii. Development of entrepreneurial programs
iii. Business Proposals of target communities
d. Perform other tasks as directed.
TASKS

3. Employment – DOLE
a. Promote decent employment for the prioritized sectors by
facilitating their access to active labor market programs such as
employment facilitation, self-employment opportunities, and
trainings;
b. Develop policies and programs that would enhance the
employability and improve access to employment of the prioritized
sector and promote their protection at the workplace;
c. Perform other tasks as directed.

4. Skills Training - TESDA


a. Develop programs to enhance the livelihood opportunities to target
sectors and areas identified by the PRLE Cluster or the NTF – ELCAC
leadership;
b. Ensure communities are provided relevant training packages for wage
employment or self-employment;
c. Review and recommend to the PRLEC convergence programs
following the Value Chain Programming approach;
d. Perform other tasks as directed.

5. Financing - DBP
a. Develop and recommend to Government Financing
Institutions programs to facilitate access to loans and
financing of community based entrepreneurial programs;
b.Perform other tasks as directed.

6. Institutional Development - DSWD


a. Develop programs for the inclusion of marginalized sectors;
b.Ensure that PRLE Cluster programs are gender and culture
sensitive;
c. Perform other tasks as directed.

7. Food Production – DA
a.Develop programs on agricultural productivity to ensure food
security with consideration on environmental protection and
sustainable development;
b.Coordinate with TESDA and other agencies that could provide
training for farmers and farm workers;
c. Perform other tasks as directed
ADMINISTRATION & SUPPORT

PRLEC member agencies shall utilize their existing resources for


2019. Other interventions needed but not in the current PPAs
shall be sourced out from other funding mechanism such as
Corporate Social Responsibility of private corporations and
other fund allocation from GOCCs.
COORDINATING INSTRUCTIONS

A. Safety and Security is paramount. Maximum vertical and horizontal coordination


is highly encouraged to the extent possible without compromising safety and
security.
B. Sharing of organic government assets is highly encourage, to include
augmentation and concentration of resources to a designated agency.
C. In case crossing political boundary becomes an issue among LGUs, the PRLEC may
tap the Provincial or Regional Convergence Center to intervene and settle the
issue expeditiously.
D. Development interventions initiated in conflict -vulnerable and affected areas
shall be pursued in collaboration with the Local Peace Engagement and Peace,
Security and Development Support Clusters to ensure they contribute to the
overall peace building and sustainable development efforts in the area and
achieve the desired objectives and end state.
COORDINATING INSTRUCTIONS

E. The PRLEC shall conduct periodic review and updating of the IMPLAN to
ensure its responsiveness. The PRLEC may issue supplemental instructions
and redirect response as the need arises.
F. PRLEC member agencies must submit monthly report to the Cluster
Chairman on the result of their effort based on the IMPLAN for consolidation
and subsequent submission to the NTF ELCAC.
G. Maximum vertical coordination is encouraged using fastest available means
of communication.
