Introduksyon – Ang POPS Plan

• Ang POPS Plan ay term-based na plano na gagawin

ng Peace and Order Council o Committee

• Alinsunod sa DILG MC No. 2015-128 ito ay plano

na naglalaman ng mga programa at aktibidad sa
Peace and Order at Public Safety

• Ang POPS Plan ay may apat (4) na pokus:

• Peace and Order

• Crime and Disorder
• Illegal Drugs

• Public Safety
• Emergency/Crisis Management and Fire Safety
• Road Vehicle and Safety

Ang mga ito ay paglabag sa batas na

nagiging balakid sa kaayusan ng
komunidad

• Illegal Drugs

Ito ay tumutukoy sa lahat ng mga isyu na

nagmumula o kinauugnayan ng iligal na
droga.

• Emergency/Crisis Management and
Fire Safety

Ito ay ukol sa mga pangyayaring biglaan

at nangangailangan ng agarang aksyon.
Halimbawa nito ay sunog.

kinalaman sa traffic at kalagayan ng mga
daan na maaring magsanhi ng mga

Policing (CSOP)
• Ito ay Sistema ng kapulisan na naniniwala na mas
masosolusyunan ang mga pangkomunidad na
problema kung magtutulungan ang mga pulis at
ang iba pang stakeholders

• Ang CSOP ay humihikayat sa voluntary

community support at pinalawig na suporta ng
komunidad at kapulisan

Ang CSOP at ang BPOPS

• Gamit ang CSOP, nilalayon na ang BPOPS ay

sumaklaw sa isyu ng iba’t ibang sector ng

• Ito rin ay nangangahulugan na ang mga programa

ng polisya ay isinasa-alang alang ang mga inputs ng
komunidad.

Implementasyon ng POPS
Step 1: I-convene ang POC

• Kailangan ipa-tawag at i-meeting ang Peace and

Order Committee ng Barangay upang maumpisaha
ang pagpplano. Ito ay dapat gawin sa unang 100
araw mula sa pagkahalal ng mga opisyal.
Step 2: I-organisa ang POC TWG

• Municipal/City Level

• I-oorganisa rin ang POC TWG na syang maglilista

ng mga miyembro ng POC na syang pangunahing
maaatasan upang buuin ang BPOPS Plan
Step 3: Suriin ang mga datos at i-
profile ang sitwasyon ng brgy
• Kumalap ng mga kinakailangang impormasyon
upang masigurado ang pagiging maayos ng plano.

• Dito nararapat gamiting ang CSOP Strategy.

Step 4: I-draft ang POPS Plan

• Gawin ng maayos ang mga workshops at

sumailalim sa proseso ng POPS Planning.
Step 5: I-review at aprubahan ang
POPS Plan
• I-convene ang Peace and Order Committee at i-ayos
ang pag-aapruba ng Sangguniang Barangay sa
BPOPS Plan
Step 6: Isa-ayos ang Budget para
sa POPS
• Siguraduhing kasama sa Annual Budget ang mga
programa na nakalagay sa BPOPS Plan
Step 7: I-implement ang POPS
Plan
• Kapag na-aprubahan na ang Budget para sa mga
programa, isagawa na ang mga nakalagay na
stratehiya ng POPS.
Step 8: I-communicate ang POPS
Plan
• Siguraduhin na ang mga nilalaman ng plano ay
naipararating ng maayos sa komunidad. Kailangang
i-orient ang mga tao sa mga programa sa kanilang
barangay ukol sa kapayapaan at kaayusan.
Step 9: I-monitor ang POPS Plan

• I-monitor ang implementasyon ng POPS Plan gamit

ang mga reporting forms. Alinsunod sa isasagawang
pag-momonitor, isa-ayos rin ang pag-iimplement.
Step 10: Magsumite ng mga
