Les exigences de lapplication de management de la qualit totale sont considres comme fondements de
lapplicabilit de MQT, En commenant par la conviction et lengagement de ladministration suprieure. Ce
qui ncessite des modifications sur la culture organisationnelle, pour cette raison sont apparues de nouvelles
facteurs et caractristiques universelles relatives la rglementation dune administration efficace et
efficiente concernant la qualit. Ce ci nous amen faire entrer des rglements de management de la
qualit ISO 9000, Comme phase prparatoire organisationnelle de linstitution ou de lentreprise et de sa
rhabilitation de donner lieu au programme dapplication de la qualit totale, Nous instaurons une culture
qui ncessite dtre adopte par lensemble des travailleurs relevant de linstitution notamment
ladministration suprieure ; tout en traduisant dans les faits les ides de la qualit une culture
organisationnelle.
En dpit de lorientation en direction des modes de qualits dans les pays industrialiss, et lexistence de
plusieurs institutions qui lappliquent. Paradoxalement, ce nest pas le cas pour des entreprises conomiques
algriennes qui ne mettent pas en uvre rellement cela lexception de la concurrence et la conception pour
lobtention des caractristiques dISO uniquement autant dernire phase sans poursuivre efficacement pour
lapplication de ces rglements pour en tirer profits par linstitution de la culture de la qualit totale, en plus
lexistence dun foss pour ladoption dune philosophie et de fournir les facteurs de la russite et mise en
uvre par les tablissements conomiques algriennes.

Abstract :
The requirements of the application of total quality management are considered as the basis for the
applicability of MQT, beginning with the conviction and commitment of senior administration. This requires
changes to organizational culture, for this reason have come new factors and universal characteristics
relating to the regulation of an effective and efficient administration for quality. The latter led us to bring in
regulations of quality management ISO 9000, as preparatory institution organizational or business and its
restoration to result in the application program of total quality, we are creating a culture that needs to be
adopted by all workers within the institution including senior administration, while translating into reality the
ideas of a quality culture.
Despite the orientation towards quality modes in industrialized countries, and the existence of several
institutions who apply. Paradoxically, this is not the case for economic enterprises Algerian who do not
actually implement this with the exception of the design competition and to obtain the characteristics of ISO
only as last stage without effective prosecution for application of these rules to derive profit by the institution
of the culture of total quality, in addition to the existence of a gap for the adoption of a philosophy and
provide the factors of success and implementation by the Algerian economic institutions.
