offers world-class facilities, amenities and services and is

recognized as a landmark in the Travel & Trade Industry. It is

home to Jojo’s Christmas Cottage, the first all-year round

Christmas store in the Philippines. The name Sampaguita was chosen

because of three reasons: (1) it is the national flower of the

Philippines; (2) Sam was fascinated by the little children who

sold these flowers in the streets of Metro Manila; and (3) it bore

the first three letters of his name. The resort is an attraction

2.1.2. Lagatik River

Through the years, the town of New Washington in Aklan, Philippines

has earned a niche in the global tourism map as a promising spot.

Beach resorts have been improved near the shores from Mabilo to

Dumaguit. Investors have established inland resorts like the

multi-awarded Sampaguita Gardens Resort, Green Hut Resort, Maria

Mercedes Resort and Frogs Hollow Resort. Taking cognizance of the

town’s emerging role in tourism, the family of Engr. Jonathan

Salvador built MV Mighty Sailor. The boat, as envisioned will

primarily be utilized for tourism purposes such as river cruise

which is popular in other tourist destinations in the country. As

to the route of the cruise, it was reported that it will include

Lagatik River, the river south of the Poblacion of New Washington

which connects the port of New Washington to Sibuyan Sea and the

high seas, and to the rest of the country’s maritime ports. Then,

it will proceed to Pinamuk-an River, or the Andagao Bay. This is

also south of Pinamuk-an, an island barangay across the town of

New Washington and then on to Tinagong Dagat (if it is high tide).

There will be stop-over in Capis-pisan Bakhawan islet where a rest

house was constructed by the College of Fisheries and Marine

Sciences of the Aklan State University.

10 | P a g e
AKLAN STATE UNIVERSITY- College of Industrial Technology

As planned, the cruise includes a voyage to and around Tinagong

Dagat, the historic lake in the town of Batan. This lake is

surrounded by barangays Tabon, Ipil, Magpag-ong, and Cabugao in

Batan and Man-up, Lupit, Ambolong, and Cabugao in Altavas. The

said lake is a rich fish breeding ground of the province of Aklan.

The main entrance is between Barangays Ambolong and Tabon Island.

Another entrance is a small river between Ipil Island and barangay

Magpang-ong, but New Washington is more than river cruises. The

town’s edifices have earned accolades for promoting its history

and culture. Worth paying your visit are the monument of Jaime

Cardinal Sin which was recognized by the National Historical

Institute and the Shrine of Our Lady of the Most Holy Rosary in

Poblacion, and the Pink Sisters’ Convent in Polo. For lovers, the

sunrise and sunset viewings are made more romantic at Tambak

Seawall and at the Sampaguita Gardens Resort. For tourists with

discriminating tastes, fine dinings are available at famous

restaurants like Oriental Flavors and Poolside Restaurant at

Sampaguita Gardens, the Residence River Restaurant which offers

fresh Seafoods in Tambak. From March 1 to 3 of each year, the

peace-loving people observes a civic fiesta. During this time, the

Pacto De Sangre, or blood compact, is commemorated. This historical

event took place in the then Sitio Kuntang (now Barangay Ochando)

11 | P a g e
AKLAN STATE UNIVERSITY- College of Industrial Technology

on March 3, 1897 as a show of support to the Filipinos’ revolution

against the Spaniards. A commemorative marker was put up in the

area where the event took place in Barangay Ochando. Founded in

1904, the town was named in honor of the first president of the

United States, George Washington. It was formerly called Fonda

Lagatik, which was derived from Lagatik River that stretches along

some of the municipality’s barangays. The local government

operates two ports – one in Dumaguit and the other in Poblacion.

While the port in Dumaguit caters to passenger and commercial boats

and while the port in Poblacion is only for the latter, both serve

as major trade and tourist routes between the province of Aklan

and Manila.

2.1.3. The Jaime L. Sin Monument

New Washington, Aklan--In their best dresses and amid the tolling

of bells and explosion of fireworks, thousands of residents of

this town welcomed the unveiling of the monument of Jaime Cardinal

Sin on Aug. 31, the late prelate's 79th birthday. They came from

all walks of life, rubbing elbows with the top officials of the

land who crossed party lines to honor the spiritual and political

leader considered the key figure in two popular uprisings that

12 | P a g e
AKLAN STATE UNIVERSITY- College of Industrial Technology

restored and defended the country's democratic institutions.

Regalada Fernandez, 66, and Generosa Gonzalez, 64, stood out in

their colorful embroidered baro't saya. They said they agreed to

look their best in the unveiling of the monument at the public

plaza, recently renamed Jaime Cardinal L. Sin Park, at the

poblacion of New Washington, around 9 km southeast of the capital

town of Kalibo. The two are not even Catholics--they belong to the

Philippine Independent Church (Aglipayan Church)--but they said

they still attend Mass at the parish church, the Shrine of Our

Lady of the Most Holy Rosary. "We are here because he was very

much loved by the people," they said. Around 1,500 of Sin's

townmates, friends, relatives and other Aklanons flocked to the

church to attend Mass before the unveiling ceremonies. Others who

cannot be accommodated in the church stayed at the plaza and

listened through the church's public address system. President

Macapagal-Arroyo had declared a province-wide holiday to mark the

unveiling of the monument. Aklanons lined up the streets of Kalibo

and New Washington greeting guests who joined the ceremonies.

Flaglets in the yellow and white colors of the Catholic Church

were everywhere. Guests were treated with lechon (roast pig), one

of Sin's favorite dishes. The guests included Senate President

Manuel Villar II, House Speaker Jose de Venecia, and Presidential

13 | P a g e
AKLAN STATE UNIVERSITY- College of Industrial Technology

Management Staff chief Serge Remonde, Agriculture Secretary Arthur

Yap, Manila Mayor Alfredo Lim and Aklan officials. "It's like he

has gone home to us permanently," Dr. Ramon Sin, the late prelate's

younger brother, said in an interview. The Cardinal last visited

his hometown in 2002, three years before he died, and his townmates

had wanted his remains to be buried here. But church tradition

reserved him a slot at the crypt at the Manila Cathedral. Leonila

Dacoro-on, 76, a close friend of the late prelate who has been

staying with the Sin family since 1944, said she felt sad when the

bust arrived in the town weeks ago. "But I am also happy because

even if he is gone, we can now see him every time we pass by the

plaza." It's as if he is still alive and with us." Antipolo Bishop

Gabriel V. Reyes, an Aklanon who served as Sin's first secretary

when he was appointed of Archbishop of Manila recalled how the

cardinal had been very close to his town mates. "You can take away

Cardinal Sin from New Washington but you cannot take away New

Washington from Cardinal Sin," he said in his homily delivered at

the Mass before the unveiling rites. Reyes led the blessing and

unveiling of the 22-foot monument designed by architect Rafael

Tecson. The 13.5-foot bronze statue, built by brothers Ronald and

Jonell Castrillo, stands on a six-foot pedestal made of imported

black granite. The statue is designed after one of the late

14 | P a g e
AKLAN STATE UNIVERSITY- College of Industrial Technology

cardinal's popular images showing him in full vestment. His left

hand is holding his bishop's staff while the other hand is raised

as if giving a blessing. Tecson said the image was chosen by the

project's donor Ambassador Antonio Cabangon Chua and Dr. Ramon

Sin. Cabangon Chua is also chair of the Jaime L. Cardinal Sin

Monument Project. The statue is positioned suggesting a belfry

"symbolizing the role played by Sin as a leader, who like a church

bell, calls on the people to come together in the spirit of love

and service and live a better life for all," according one of the

monument's markers. Tecson said the statue was made in two months

and was transported to the town by barge in the first week of

August. New Washington Mayor Edgar Peralta said the monument is a

symbol of how much Sin was loved by his town mates. "You have

returned for good. And we rejoice," Peralta said in a speech during

the program. He said Sin will always be remembered not only as a

spiritual leader but also for being instrumental in breaking the

"hand of oppression and slavery" of Martial Law. In a statement,

Manila Archbishop Gaudencio Cardinal Rosales said the monument

"will have many stories to tell, many lessons to teach, many values

to emulate. It will tell of his courage and decisiveness in the

face of moral quandaries. It will recall his prophetic role during

critical moments in our nation's history. It will relate his love

for his clergy and for his flock, and his sincere desire to serve

them through his leadership." (Cardinal Sin monument: A symbol of

This bronze life-size representation of Jaime L. Sin is a present

to the people of New, Washington, Aklan from Ambassador Antonio L.

Cabanguan Chua. He was one of the Cardinal’s dearest friend and

supporters. The donor chose to mark the Cardinal’s 73rd birthday,

August 30, 2007 with the solemn unveiling of his 22 feet high

monument the next day that same year in recognition of his honor

at his hometown. Throughout his lifetime, Cardinal Sin was a gift

of God and at the same time, a hero to the Filipino people whom he

served with love and devotion.

2.1.4. Isla Kapispisan

Its name “Kapispisan” comes from the Visayan root word pispis,

which means birds, and Kapispisan meaning flock of birds. This

bird sanctuary is a project initiated by the College of Fisheries

16 | P a g e
AKLAN STATE UNIVERSITY- College of Industrial Technology

and Marine Sciences in New Washington. It is a mangrove forest

that provides habitats to different aquatic species, birds and

other associated organisms.

2.1.5. Pink Sisters Convent

This Church and compound is the home of Pink Sisters in Aklan. A

beautiful, clean and peaceful Catholic community in Polo, New

Washington, Aklan. Ideal for prayers, meditation and family time.

This is about 20 minutes’ drive east of capital town of Kalibo.

These is a protected community along the beach line. Holy mass are

conducted on schedule. Parking area and small rest area. Usually

open during the days and busy during Christian celebration.

to meditate.

2.1.6. Immaculata Adoration Chapel and Convent

God’s loving kindness toward the Congregation of the Holy Spirit

Adoration Sisters was manifested in a singular manner by the

providential events leading to their fifth foundation in the

Philippines. Because of the rapid increase in vocations to the

17 | P a g e
AKLAN STATE UNIVERSITY- College of Industrial Technology

contemplative life of perpetual adoration, there was overcrowding

in the existing convents. So thoughts began to turn to the

possibility of opening another house and a suitable location was

sought, at first without success. It was at a friendly visit to

the community in Manila January 1985nthat Cardinal Jaime Sin took

the opportunity to repeat his offer of property, part of his

personal inheritance, and his willingness to help finance the

construction of a convent in his birthplace, New Washington, Aklan

on the Island of Panay. Mother Mary Aurora decided to visit the

place. She and her companions received an overwhelming welcome.

They were impressed with the beauty of the site offered to them in

a rural setting right at the seashore.

Plans to make this dream a reality proceeded so rapidly that

already on March 25, 1985 the cornerstone could be laid. With the

benevolent encouragement of the Cardinal, who lent his own

residence in Aklan to the Sisters as a temporary convent during

the construction, and with the kind practical assistance of his

brother, Dr. Ramon Sin, things continued to move fast. In October

1986 the pioneer Sisters could move into the still unfinished

convent. Then on January 15, 1987, the feast of the founder, St.

18 | P a g e
AKLAN STATE UNIVERSITY- College of Industrial Technology

Arnold Janssen, the solemn dedication took place. Before long, a

zelous League of Adores was formed.

Soon Immaculata Adoration Chapel became the center of many

pilgrimages, special guided tours and fieldtrips. It is an oasis

for the weary fishermen of the neighbourhood, for travellers and

for those who seek respite from the cares of life. Retreat groups

are accommodated, and people participate in Mass and parts of the

Divine Office, in Holy Hours, recollection days and the annual

Eucharistic Festival. As in other houses in the Philippines, the

Dawn Masses on nine days preceding Christmas are well attended. A

prayerful, solemn atmosphere, which runs like a gold thread through

the tapestry of this place, draws them to come. May our Immaculate

Mother Mary bless them all!

2.1.7. Talabahan

Talabahan located at Tambak, New Washington, Aklan is now the

newest trend not only among Akeanon’s but also the tourists

visiting the Province. If you are craving for oysters the other

sea food such as crabs, shrimps, mussel, clams, squids, fish, etc.

2.2.1. Pacto De Sangre

New Washington is best known in the province of Aklan for the Blood

Compact Celebration or for its Spanish term Pacto de Sangre every

3rd of March. This tradition has been a significant part in the

history of New Washington. The annual celebration of the Blood

Compact is a commemoration for the Aklanon heroes who have

sacrificed their own lives just to liberate their fellow Filipinos

from the colonization of the Spanish forces. The Pacto de Sangre

or the Blood Compact happened in Sitio Kuntang, Ochando, New

Washington, Aklan on March 23, 1897. The Aklanon Katipuneros who

20 | P a g e

fought the Spanish regime were Romualdo Dalida, Isidro Jimenez,

Cornelio Delfin, Valeriano Dalida, Benito Motus, Albino Rabaria,

Teodorico Motus, and Juan Dalida. These heroes risked their lives

to uphold the freedom and independence the Filipino people were

fighting for. The Katipuneros wounded their wrists and used their

blood to sign a document. This act is a sign of their grievances

against the Spanish regime. The document being signed expressed

their revolts against the Spanish authorities. Moreover, this

blood compact has also been a considered as a representation of

eternal friendship and brotherhood. The pact was then remembered

as one of the most important events in the Philippines history and

paved way to the annual celebration of commemorating the Blood

Compact in the small town of New Washington.

The municipality of New Washington takes pride in celebrating this

event every year. During this celebration, the entire poblacion

offers a festive spirit through the lively music and decors. The

local folks prepare lots of exciting activities. These activities

include the main highlight which is the Search for Ms. Pacto de

Sangre, wherein, different beautiful ladies representing the

different Barangays comprising the town of New Washington, will

vie over the crown. The search culminates a fireworks display after

21 | P a g e

the winner is announced. There is a Food Festival in the plaza of

the Poblacion, where you can find the different cuisines prepared

by the people of New Washington. There are also some provincial

bands performing during the Food Fest to let the visitors enjoy

their time while eating. Lots of activities are lined up that will

surely make the visitors crave for more. In addition to this, the

people residing in poblacion prepared foods for the visitors who

will come to their place. The Blood Compact celebration is one

great proof of how great the Katipuneros were. How brave they were

to fought for the freedom of our country and how rich our culture

is. New Washington is best known in the province of Aklan for the

2.2.2. Cardinal Jaime L. Sin (Hero)

Cardinal Jaime L. Sin, the powerful Roman Catholic archbishop of

Manila who used his influence to champion the rights of the poor

and rally the widespread popular resistance that brought down the

presidencies of Ferdinand E. Marcos and Joseph Estrada, died early

today in Manila, a spokesman for the cardinal said. He was 76. A

brother, Dr. Ramon Sin, said that the cardinal, who stepped down

from the archdiocese in 2003 in poor health, died of renal failure,

he told a television station in Manila. Cardinal Sin led the nearly

40 million Catholics in the Philippines for almost three decades,

24 | P a g e
AKLAN STATE UNIVERSITY- College of Industrial Technology

through political upheaval that brought martial law, repressive

dictatorship and democratic rule. A round-faced, bespectacled man,

he was known for his sense of humor that included poking fun of

his own name. But it was through his withering and unwavering

public criticism of the Marcos regime in the 1980's that Cardinal

Sin became an international figure. At a time when reform-minded

clergy in other developing countries were targets of

assassination, Cardinal Sin tirelessly used his pulpit first as

bishop, then archbishop, to attack Mr. Marcos' martial law,

corruption and policies that oppressed the poor. Yet unlike

Archbishop Oscar Romero of El Salvador, a contemporary who also

worked to empower the poor and was fatally shot as he delivered a

homily in 1980, Cardinal Sin seemed insulated from personal harm.

"If you compare him to Romero, he spoke out as much as Romero did,"

said the Rev. Paul L. Locatelli, the president of Santa Clara

University. "He saw justice as making sure that the poor had a

voice." Beginning in the 1970's, Cardinal Sin, a moderate, was

among the leaders who publicly pressured Mr. Marcos to end the

martial law that he had imposed in 1972 out of concern that leftist

radicals would overthrow the government. For his part, Cardinal

Sin had pledged to rein in Marxist priests and nuns in the ranks

of the clergy. They had angered the government for, among other

25 | P a g e

things, reporting to Amnesty International the military's

systematic killing of villagers, and they concerned Cardinal Sin

because they preached the gospel in Marxist terms. At first, he

was careful not to attack the First Family as he assailed the

regime's policies. As the Marcos regime wore on, his opposition

became more strident, despite the lifting of martial law in 1981.

Often, he used his famous sense of humor to deliver thinly veiled

jokes that devastated the Marcos's power and style. In a joke he

told about the "mining industry," a wealthy and powerful woman --

not unlike Imelda R. Marcos, the country's flamboyant first lady

-- pointed to things and proclaimed: "That's mine! And that's

mine!" but after senator Benigno S. Aquino, Mr. Marcos's leading

political opponent was assassinated in 1983, it was the cardinal's

unwavering support of the senator's widow, Corazon Aquino, in her

campaign to overthrow Mr. Marcos, that showed his power as a

popular kingmaker. After Mrs. Aquino returned to the Philippines

from self-imposed exile to mount her campaign, she was barred from

equal access to the media. Cardinal Sin's regular radio addresses

on the Catholic radio station calling for the people to support

her became a critical tool to rally millions to her side. After

her election in 1986, he became known in Manila as the "unseen

general" who handed down on earth orders from above. Jaime Lachica

Sin was born on Aug. 31, 1928 on the Philippine island of Panay to

Chinese parents. The 14th of 16 children, he was sent away at a

young age to become a priest. Over his long career, he said his

actions in the public sphere were not driven by politics, but "a

moral dimension." In 1986, he he called on Filipinos to surround

the police and military headquarters in Manila to protect then-

military Vice Chief of Staff Fidel Ramos, who had broken with Mr.

Marcos, and they did. The mostly peaceful revolt that followed,

ousting Mr. Marcos, who was accused of corruption and rights

violations, became known as the "people power" revolution. He

stepped down as head of the Manila Archdiocese, which he served

for nearly three decades, after reaching retirement age of 75.

Declining health forced him to curtail his appearances. During his

long career, the cardinal was not without his critics. He staunchly

opposed artificial means of birth control, which some critics said

left the country overpopulated and mired in poverty. The nation is

among the world's poorest. In 2003, it was estimated that 40

percent of the population survives on less than $1 a day. Under

the cardinal's tenure, the church was shaken by accusations of

sexual misconduct by some of its priests, according to The

Associated Press. Two years ago, Catholic bishops apologized for

grave cases of sexual misconduct by priests and pledged to act on

27 | P a g e

complaints. The cardinal was a popular figure at protests

throughout his career. He directed street protests that ledto Mr.

Estrada's ouster in January 2001, and spoke forcefully at them.

"Mr. President, how could have done this to us?" he asked. "The

poor trusted you and you betrayed them, the businessmen trusted

you and you lied to them. The first lady married you and you have

betrayed that vow and used many women." After Mr. Estrada's

ousters, his followers, many of them impoverished, denounced the

cardinal and other politicians who forced Mr. Estrada from power,

and stormed the presidential palace in May 2001 in riots that

killed six people. Cardinal Sin apologized to the poor shortly

thereafter,The A.P. reported. He said that the church had neglected

them and made them easy prey for selfish and powerful politicians.

"You and I lived dangerously together through five presidents now,"

he told Filipinos when he resigned in 2003, according to Japanese

news agency. "Honestly, I was always a reluctant political

archbishop." (Carlos H. Conde)

2.3.1. Seafoods

Sea shell locally known as “hale-hale” is also available and is a

legendary aphrodisiac. For the adventurous, eating a local

delicacy called “tamiluk” would be a great experience. Tamiluk is

a wood worm that feed on dead mangrove trees. There is also another

worm locally called “sassing” which is a marine worm dug from the

inter-tidal zone of the Lagatik river and is eaten raw. These worms

are not for the squeamish and the faint hearted. Some consider

them exotic and some taboo.

2.3.2. Kakanins

is the glutinous (malagkit) cooked in coconut milk and wrapped in

coconut fronds locally called “ibos”. This is uniue to the town as

it can also be found in other towns and even in other parts of the

country but some give it a twist of their own usually in the way

it is wrapped. Other local snacks are the “suman” and “amboeong”.

29 | P a g e
AKLAN STATE UNIVERSITY- College of Industrial Technology

2.3.3. Exotic Drinks

Popular in the Visayas called “tuba”. This is a form of coconut

wine. Fresh “tuba’ has wine like smell but milder (compared to red

wine from fermented grapes) and taste like one but sweeter. The

sweetness and sourness however would depend on some factors

particularly the age of the coconut tree. “Tuba” does not keep

long as it readily ferments to vinegar. One to two days old “tuba”

already tastes sour. It should be enjoyed fresh from the coconut

tree.
