II. INTRODUCTION

II. RATIONALE AND BACKGROUND OF THE PROJECT

The population of Butuan City increase at the rate of 1.48% annually and it is
divided into 86 barangays. Barangay Libertad was the most populous barangay among
the 86 barangays with a population size making up 7.0% of the total population
comprising Butuan City.

However, some of the people in Barangay Libertad don’t have enough money to
provide school supplies for their children especially the indigenous families. Most of
them are facing difficulties in providing their needs.
Some of these children were urged to stop going to school because their parents can no
longer support them with the required materials for school such as basic school
supplies. And many indigenous family are struggling with high unemployment as a
result many parents are unable to provide their children the needs required for school.

The significance of having a program, providing free school supplies to all

indigent Elementary Pupils in Barangay Libertad is a huge help to them and to their
parents. They don’t need to spend money in providing their children’s school needs but
can focus to their personal needs such as food supplies, shelter, clothing and etc. In
connection to this, the children also will be motivated in going to school.
III. PROJECT DESCRIPTION

a.) Project Objectives

The proposed project aims to address the lack of learning materials of indigent
elementary pupils in Barangay Libertad through setting a program- providing free
school supplies to the indigent pupils.

More specifically, the project will:

1. Significantly improve indigent elementary pupil’s learning through

providing free educational materials such as school supplies every last
week of May, before the opening of classes.

2. Ensure that no indigent elementary pupils will experience no school

supplies in attending classes.

3. Help and improve pupils and their parents with their financial aspects.

4. Enhance pupil’s academic performance in engaging lessons.

b.) Project Locations

Barangay Libertad, Butuan City

Barangay Libertad is one of the 86 barangay in the city of Butuan. The barangay
is known to be an urban barangay, It is where the one of the biggest public market in
Butuan City is located, the reason why it is surrounded with many people and
residences. Rotary Club of Butuan City is an anchor organization for the proposed
project. It is an organization that serves the society in which applies the ideal of
service in business and community life.
