LEARNERS’ CLASSIFICATION IN NEW NORMAL SITUATION

TO: ASSISTANT SCHOOLS DIVISION SUPERINTENDENT

ALL PUBLIC AND PRIVATE CLASSROOM ADVISERS

1. With reference to the Regional Memorandum AD No. 9, s. 2020 and Division Memo
No. 142 s. 2020 regarding the Formulation of School Learning Continuity Plan,
every school is hereby directed to classify all learners in terms of Dependent,
Semi-independent, Independent.

2. These classification is according to the learners’ proficiency and their access to


online and offline learning resource materials for the appropriate teaching
modalities in this new normal situation.

3. Initially, this Division has pre-classified the following grade levels:

Grade Level Cluster Classification


Kinder – Grade 3 Dependent but still need to be classified
Grade 4 – Grade 10 classification shall be based on survey

SHS Grades 11 and 12 already classified as Independent

4. The basis for this classification shall be the general average reflected in the School
Form (SF) 5 of which:

75-79 Dependent
80-89 Semi-independent
90 and above Independent

5. With all these, the class advisers of SY2019-2020 from Kindergarten to Grades 10
are required to classify the learners using the attached survey matrix.

6. In addition, Part II of the survey matrix is the possibility of the advisers to contact
the family of the learner to seek information on the availability of other modes of
using learning materials – offline or online.

7. The survey matrix shall be provided to all schools through this memo. Expected
date of submission is on or before May 11, 2020. You can email your survey result
in these email addresses: mejr.babayenon@deped.gov.ph and
esmael.mamalaguia@deped.gov.ph.

8. All PSDS are directed to fast track the conduct of this survey by giving technical
assistance to their schools – both public and private.

9. Any concerns regarding this memo, refer to your respective PSDS, and to PSDS Dr.
Ma. Erlie R. Babayen-on (09175974920) and to Dr. Esmael Mamalaguia
(09559480004).

10. Dissemination and compliance to this order are highly expected.
