ISSUE –
ROYAL COMMISSION into COVID-19 issues is badly needed-Supplement 11-Bacterium

As a CONSTITUTIONALIST my concern is the true meaning and application of the constitution.

* Gerrit, what is this about bacterium?

**#** INSPECTOR-RIKATI®, while it is claimed that COVID-19 is a transmissible infectious
disease reality might be totally different in that I suspect that like the Legionnaires Disease
relating to certain water towers and heating systems COVID-19 likely may also be a “bacterium”
that eventuates at certain locations. For example reportedly none of the about 186 public nursing
homes have any COVID-19 infections where as numerous private nursing homes have people
being infected as well as its staff.
This may indicate that the disease known as COVID-19 may rather be a localised issue perhaps
relating to housekeeping issues, and not at all being some infectious disease.
I am not a scientist or a medical doctor but rely upon the numerous videos and articles of
virologist, pathologist, medical doctors, etc. As such I merely give my views based upon
thousands of videos, articles, etc I considered.

If like the Legionnaires Disease is all comes back to a housekeeping issue then obviously the
wearing of mask, LOCKDOWNS and CURFEW, etc, are utterly useless as they do not address
the core issue that causes the disease to spread.
* Why are they than not considering this?
**#** More than likely we have health officials who are making so to say knee jerk decision
without any proper consideration of all relevant issues. This can be shown where there was this
health direction on 22 July 2020 about mask only then soon after this the Health Official making
known that mask with ventilators are not to be used. And we have the Premier making known a
shawl is sufficient, etc. But, it get worse. On Monday 10 August 2020 I was directed by the
Police to leave a Coles store, where I was buying necessities, because I was trespassing on
private property by not wearing a mask as directed by the government.
I did show a medical exemption but that seemed to have made no difference.

What we have however is that despite a person tells the police to have a medical condition they
simply are so to say bashing their victims for not wearing a mask. As I found the police on
Monday were not aware that there was exemptions for “medical condition” applicable.
So you got police who suppose to protect a person from domestic violence now themselves
become the abusers of strangers all under the claim they are enforcing the rule of law when in
fact they do the opposite.

Now consider this, if they struggle with a person not wearing a mask who may be contaminated
then the police will likely be covered with this also. So the police then likely will be spreading
any infection.
I had that so called security persons demanded to see my medical certificate, and one constantly
was touching his mask at the front as to remove it when talking, and so if the mask was infected
than his hand would become also and so my medical certificate he touched. Then the police later
on touching the medical certificate then spread it further. Wearing a mask therefore is more
dangerous than not wearing one.
* Is Olga going to wear one?
**#** It would be very dangerous for her to do so but now that she is aware how the police are
bashing women no matter that they may have a medical exemption/medical condition she now
seems to have made a choice that she rather dies from a disease than the be bashed by the police.
As such she rather wears a mask even if this may cause her to die than ending up as a victim of
the violent thugs called Victoria Police. And to me IBAC should be held accountable for this also
as on 8 April 2020 I filed a complaint with the Victorian Ombudsman who referred it to IBAC
and it held that it was not a “public interest” matter. So police going about violating citizen’s
rights and using violence somehow is not a public interest issue? In my view this kind of conduct
could have been avoided had IBAC in the first place investigated matters before it went out of
hand.

**#** Some decades ago I applied for and obtained a scavengers permit in what was then Shire
of Wycheproof, this as I wanted to collect old bottles from the tip at Sea Lake. In the process of
collecting old bottles, such as those that held poison and were mark as such I noticed that
hospital waste was also disposed there. As such, it was dangerous. But now, the issue is and was
that this tip generally is coming about entirely under water during rain periods. And when the
water recedes then the salt of the lake is harvested by some salt company for sale. So, in effect
we have salt that that was harvested from a bio dangerous location. We also hear much about
recycling. But, did anyone consider that if you recycle material from a hospital then you could
spread infectious diseases?
* To your experiences no matter what biosecurity laws we have in place in the end there has been
no proper control to prevent any infectious disease from getting out?
**#** That is correct. If hospital waste is not incinerated and the air from the incinerator not
filtered then you can get an outbreak. And, then those filters themselves if they are dumped on a
tip or whatever but not safely destroyed then they can cause an outbreak.
Let us consider this how possibly COVID-19 could have escaped from wherever, but let use a
laboratory as an example.
Laboratories that work with animals general will have waste from those animals, that may
include straw, etc. Then how is this collected. Do they use bio-suits? And if they do where do
they dispose of the waste? Is it all incinerated? And, the person in the bio-suit is he putting the
suit in a waste bin that the bio suit is dropped into a bag and this automatically seals to prevent

anything to escape from this bio suit? But, is this person stripping completely at the one end and
then going through a cabinet for decontamination and then get dressed at the other end or is the
person simply in the bio-suit walking into a room and get changed there allowing anything on
that bio-suit to be transferred from the bio suit onto other clothing?
Let us not either ignore that those caring for animals may transfer any disease where they walk
from the housing area of the animals to another section without being fully de-contaminated.
Then consider any air-valves in the building which may have a build up of particles how do they
dispose of those filters? Are they having someone going on the roof to remove the filters not
realizing that the person if not in a bio-suit could be placed in danger of infection? And how do
they transport the filters? Are they wrapped in say plastic container before being removed from
their location? This to avoid spreading any particles anywhere. How do they dispose of the
filters, etc. As such, we already have numerous ways that could be sources of spreading any
disease.

were in line with World Health Organization (WHO) guidelines.

Australia is an isolated island and some birds which might be infected may not make it to
Australia or even New Zealand., if they are more likely to travel overland. As such, if such a bird
had bean feasting on a dead animal that had the disease then the bird by its droppings could have
spread it anywhere. Cows, horses, sheep, and other animals eating grass could have been eating
in the process parts of the droppings and then become infected. The end up in slaughter houses
and well we know there are slaughter houses outbreaks. However unbeknown this is eventuating
the meat of those animals then are sold to customers. One or more customers may be to supply
food to nursing homes and hospitals. At the nursing homes likely both staff and residents may
eat from the food supplied that unbeknown to them was infected with COVID-19. So now we
have the entire food chain contaminated and no one with tracing aps will be any the wiser
because meat generally, at least not to my knowledge pieces of meat are known to travel with a
mobile for tracing purposes.
While land birds may not fly particular to Australia this doesn’t mean that the disease may not
spread to Australia. After all as is now known a tick can spread it and ample of people came to
Australia and they could have a tick or other creature in their parcel that then spread the disease

As with filters used in airplanes, hospitals, laboratories (in Australia), nursing homes, etc, the
question is how are they disposed off? Are those collecting the filters in bio-suits and seal the
filters in (if that is possible) before removing from their holders? One could also consider that
ships arriving might have contaminated cargo and well good luck trying to decontaminate every
piece of cargo, many if not most held in shipping containers.
*. Would you believe I would never have considered these kind of possibilities?
**#** Very few persons might actually do so. And there are many other ways to do so.
When the so called security persons in a shopping centre demanded to see the medical
exemption, this even so not required to be shown, one of them touched it. He had on various
occaisions when ever talking to me moved his hand to the front of the mask lower it when
speaking and then putting it back over his mouth. So if the mask was infected he spread it to his
hands and then oi=onto the medical certificate. When later the police stopped me as allegedly
they seem to have been told I was trespassing not wearing a mask, the police officer at times I
noticed touching his mask to slightly move it, and touched the medical certificate. So if this so
called security person had an infected mask then now the police officer might also be infected
and so could I have been. This underlines that wearing a mask in that regard is more dangerous.
The same with the police when they in my view were bashing into this young woman for not
wearing a mask, even so I understand she had a medical condition not needing to wear a mask.
The police officer was sitting on top of her also in different ways in contact with her clothing. If
she was infected or had anything on her clothing then now the police officer might be infected or
had it all over his clothing. This is the gross and utter stupidity by the police not knowing what
really is legally applicable and then set upon citizens not enforcing the law but to deny citizens
their constitutional and other legal rights. To me that constitutes TREASON.
Yet, reportedly, Premier Daniel Andrews without mask during CURFEW attends to Tullamarine
Airport where about 21 passengers planes landed but not containing passengers but boxes from a
foreign power with electronic surveillance equipment, nothing to do with COVID-19. Which
may cause you to wonder if the ulterior purpose of the CURFEW was really to be able secretly
get a foreign power to gets is surveillance equipment into Australia. As I wrote previously
Premier Daniel Andres is a constitutional terrorist such as violating s92 of the Commonwealth of
Australia Constitution Act 1900 (UK) but IBAC does not appear to me to be competent or
willing to do a proper investigation.
I have been urging people to remain calm and not resort to violence even so the Victorian Police
does so as it would not advance anything but rather complicates matters. This, I view, is a matter
for the courts. Regretfully in the meantime many lives will continue to be lost, but that, at least
likely most, I view could be avoided if the Government and the Victorian Police drastically
conducted themselves differently. If I were in charge, I would immediately pursue an
investigation into the possibilities I referred to above and this might very well address the real
causes. I would without hesitation cancel any mask wearing, albeit people could by their own
choice wear one. I would also cancel the social distancing, the lockdowns, the curfew because
none of it makes any sense. Let use a simplified example. You are standing in a creek during a
heavy period of rain and the water is rising. So you put up an umbrella ignoring the torrent of a
wall of water coming your way as after all you got an umbrella up!

In my view, the wearing of a mask as such while in charge of a motor vehicle could lead to an
accident. Yet many drivers view they are obligated to wear a mask while driving.

**#** I understand that hospitals are offering relatives of a deceased $9,000 to accept placing
COVID-19 as a reason of death, regardless it was not so, as the hospital can then claim $25,000
to $30,000 from the Government. That I view is an elaborate fraud perpetrated upon the
taxpayers and also misused by the premier to claim a number of deaths to justify his curfew,
lockdown, etc, when the real number of deaths may be totally different to what he claims it to be.
We need to return to the organics and legal principles embed in of our federal constitution!
