Areas of Concern Action Plan

Shed for storing E&M Items at site - L&T is yet to take up the Shed construction (which
was promised to be ready by 05 Oct 2021).
Storage plan - Detailed storage & preservation plan for
Electrical/Electronic items & Instrumentation items,
mechanical items to be submitted.

Finalization & Procurement of long - Hauling in-winch, Capstan, Penstock, Fenders &
lead items Fairleads vendor not yet finalized (most of these
items lead time is about 8 to 9 months after
conformation of PO). Due to this delay, Electrical
load calculation and other deliverables are pending
and on hold. Finalization to be expedited.

Caisson Gate - L&T has submitted BOM of caisson gate


considering average thick ness which is rejected
- Fabrication & Complete Assembly by Engineer and informed them to consider as per
GFC and Contractor is requested to Correct the
BOM.
Fabrication Works were in progress for the gate till
June’21, 42 were completed. All 42 blocks have
been witnessed and confirmed by the IRS.

- Fabrication works are progressing very slow


after resumption. Resources need to be
increased.

- E&M items for Caisson gate not yet finalized.

- Revised BOM for Caisson gate not yet


submitted.

Availability of Oxygen cylinders is also got hit due to


Government restrictions.

Electrical Mechanical & Controls

E&M - As per last interphase meeting Pump house piping


- Pump house interface issues need to be drawing resubmitted on 28 April 2021 and Engineer
sorted out given comments on 02 June 2021.
Design Status - Total no of Equipment approved 8 nos, submitted for
- Ventilation fans, Chillers & AHU delay in approval 2 nos and yet to be submitted-07 nos. RH is
delivery in this financial year. requested to expedite the remaining submissions.

- Ventilation fan: manufacturing clearance given on 14

- AHU: L&T submitted revised vendor Engineering


documents 25June 2021, RHDHV approved the
same on 02 July 2021.

- Chillers: L&T replied regarding vendor Engineering


on 08-06-2021, same is commented by engineer on
02 July 2021.
Electrical loads - Contractor to update & submit electrical load
- Electrical loads need to be finalized for calculation for the remaining along with actual final
all major equipment like Pumps, vendor data received from various vendors and final
Capstan and Winches, ICCP, HVAC, load details should be updated & submitted for
based on shortlisted vendor details. Engineer’s approval.

- Engineer has conditionally approved on 24/03/2021


“the above transformer calculation subject to below
condition if transformer capacity need to be
increased after finalization of all loads, transformers
shall be replaced without any cost and time
implication to the Employer.
- Payment shall be released after approval of relevant
calculations and after receipt of transformers in the
site.
- In MPRM-16 L&T informed that all loads such as
HVAC, ICCP, CWTP except Capstan & winches are
finalized. Engineer replied that in case of CWTP
many loads are not yet finalized, and vendor data is
not available for all CWTP loads. However, L&T
confirmed that loads considered in the load
calculation will not exceed.
- CSL advised L&T to submit an undertaking letter to
confirm that the estimated loads (as per load
calculation) will not exceed.

Systems Engineer: - Systems Engineer yet to be appointed by Contractor


- Appointment as per contract requirement. The same was
discussed in MPRM-10 and Engineer issued a letter
on this matter on 20th July’20 and again emphasised
to submit the details of the system Engineer on E&M
meeting held on 12 March 2021.
- Awaiting details from the contractor.

ICCP On 23rd March 2021, Engineer approved ICCP


-. Finalization & ICCP design & vendor contractor M/s Consultech for NDDP project and
asked contractor to proceed for detailed design for
ICCP system and submit design basis report for
Engineer’s approval

Approval of additional manufacturers of IGBT based


TRU (M/s Advance Electronic system) was given on
21st April 2021, Contractor yet to submit DBR for
Engineer’s Approval.

Engineer asked status of ICCP systems in E&M


meeting held on 03 June 2021, Contractor confirmed
that they have issued LOI to the M/s Consultech and
first set of Documents shall be provided by 1st week of
July-21, also Engineer asked Contractor to submit
detailed schedule and LOI/PO copy issued to M/s.
Consultech of ICCP systems vide mail on 9th and 16th
July 2021, which is not yet shared to Engineer.
Transformer (Lot-2) - Engineer given clearance for 3rd Party inspection
and online FAT for Lot-2 Transformers on 27 April
2021.
- Contractor during E&M meeting dated 03 June
2021 asked Engineer/ Employer for release of
payment after completion of FAT.

- Engineer informed that as already clarified vide


mail dated 24 March 2021, payment shall be
released only after finalization of all loads.

- Engineer submitted recommendation on FAT for


Lot-2 Transformers and storage of Lot-2
transformers outside CSL premises on vide mail
dated 27th July-21

- BG LETTERS
HT Switchgear- Finalization of Vendor
- Contractor informed that first set of Documents can
be provided by 06 June 2021

DSU/SSU panel- Delay in Finalization of - Engineer Approved Harold for supply of only DSU
Vendor panels.
- Engineer commented on DSC panel sent on 12 th
March 2021.

- L&T is yet to Identify suitable SSU panel supplier


who can comply contract requirement details
awaited from Contractor.

- However, In the meeting dated 03 June 2021: L&T


informed that DSU & SSU panel shall be supplied
by another Vendor since Harold regretted to supply
only DSU panels.

Dewatering Pump: - Dewatering pump, stripping pump & sub–Floor


Pump Expected arrival date 30 Apr 2022.
- Conditional clearance for motor on 30th March
2021.
MRS HT panel (inside CSL substation)
- Contractor resubmitted documents (CRS)on 31
May 2021, Engineer replied the same on 19th June
2021.

- L&T submitted revised documentation on 17th July


2021. Engineer replied the same on 06th August
2021.

APFC panel - Contractor yet to finalise APFC vendor.


Static Frequency Converter - As per the meeting on 25th June-21, Danfoss to
provide CE certification of SFC as per contract
provision. L&T advised Danfoss to check with the
third-party (say TUV) consultancy to get the CE
certification.
- Danfoss to provide the supporting document
/certificate for the Surge compliance of SFC
Isolation transformer modules as per contract.
- L&T advised Danfoss to provide the test
methodology along with QAP covering the testing
requirements & steps explained in detail to provide
the clarity and ensure the ease of carrying out test
during inspection.
- Engineer commented on 15 April 2021, Awaiting
revised documents from Contractor.
