1. PURPOSE
This procedure describes a process whereby archaeological features identified as a result of
BP activities are assessed in terms of significance and recorded so that they are either
conserved in-situ or excavated and studied ex-situ.

2. SCOPE
This procedure applies to all BP Exploration (Caspian Sea) Ltd Operational activities.

3. RESPONSIBILITIES
The HSE Department is responsible for communication of archaeological issues, and
requirements thereof, to the relevant asset operations.

Site Supervisors are responsible for ensuring that appropriate personnel are aware of the
company commitments to avoid damage to, and/or facilitate studies or conservation of,
archaeological features likely to be affected by the company activities. They are to seek the
advice and guidance of the appropriate Environmental Advisors whenever they have cause
for concern with these commitments. In addition, Site Supervisors shall make appropriate
Environmental Advisors aware of any groundworks along the ROW and outside facility
boundaries to prevent involuntary damage to sites of archaeological interest.

HSE Departments shall maintain, review and update archaeological information contained
within GIS on an annual basis.

4. PROCEDURE - ARCHAEOLOGICAL MANAGEMENT OF BP ACTIVITIES IN AZERBAIJAN AND GEORGIA

4.1 Archaeological Management of BP Activities in Azerbaijan

Protection and conservation of cultural heritage is regulated by the Law of Azerbaijan


Republic “On the Protection of Historical and Cultural Monuments” of April 10th 1998 and
the requirements agreed during Environmental Impact Assessment (EIA) of The Western
Route Export Pipeline Azerbaijan (WREPA), Northern Route Export Pipeline (NREP) and
Early Oil Production - Sangachal Terminal.

Sites of archaeological interest identified and conserved in the construction period are listed
in a catalogue of archaeological areas held with the HSE Department. In addition, all
archaeological information collected within the WREPA and NREP project is incorporated
within the BP HSE department Geographical Information System (GIS).

The centre of archaeological research in Azerbaijan is the Institute of Archaeology and


Ethnography of the Academy of Sciences of Azerbaijan. Before the initiation of any
groundwork, which could influence archaeological remains on both export pipelines and
Sangachal Terminal, it is required to obtain a certificate from the Institute of Archaeology
and Ethnography permitting these works to be carried out.

normally be monitored. In the unlikely event of an oil spill effecting the pipeline corridor the
following action will be undertaken:

 Identify the site on the map using the GIS system to determine the location of any
archaeology.
 Notify the Institute of Archaeology and Ethnography of Azerbaijan
 Assess the damage to the archaeological site by archaeologist.
 On site representative to advise on protection of archaeology during spill response.

The Environmental Advisor is responsible for coordination of all of the above mentioned
activities
4.2 Archaeological Management of BP Activities in Georgia
Protection and conservation of cultural heritage is regulated by the Law of Georgia on
Protection of Cultural Heritage. WREPG impact zone is classified as follows in terms of
archaeological interest:
 no known areas of archaeological significance
 in close proximity to known areas of archaeological significance
 areas of special archaeological significance.

A Protocol on Archaeological Works Related to WREPG signed by GPC, the Centre of


Archaeological Studies (CAS) and the Mtskheta Institute of Archaeology (MIA) – commits
GPC to considering the funding of archaeological finds conserved during the construction
phase of the WREPG in the operational phase of the pipeline.

Sites of archaeological interest identified and conserved in the construction period are listed
in a catalogue of deferred archaeological excavations. In addition, all archaeological
information collected within the WREPG project is incorporated within GPC Geographical
Information System.

The HSE Department provides custodian services for updating the catalogue of finds relevant
to both the CAS and the MIA, at a minimum, on an annual basis. Both the CAS and MIA
together with GPC HSE Department are responsible for prioritising the catalogue of finds
based on significance.

An Environmental Advisor should agree with the CAS and MIA the planned scope of
archaeological excavation work for the forthcoming year. The work scope should be
commensurate with the allocated archaeology budget.

Thereafter, the Environmental Advisor will co-ordinate with the Senior Contracts and
Procurements Specialist to generate a contract to allow the agreed work to be completed.
Additionally, the Environmental Advisor will ensure that GPC receive a technical and non-
technical report on the findings of CAS / MIA excavations and that these reports are
appropriately filed.

The Environmental Advisor will monitor progress of archaeological investigations in the field

to verify significance of any archaeological finds and the works duration.
