Ang mga sumusunod ay ang kaniyang mga naging posisyon, kasama ang lugar kung
saan ito at ang mga taon:
Taong 1992 noong siya ay naging Kongresista, isa sa naiakda niyang batas ang
nakapagtatag ng Philippine Youth Commision at siya ay lubos na nakatulong sa
pagsusulong ng mga layunin ng kooperatiba sa pamamagitan ng pagbibigay ng halos lahat
ng kaniyang Countryside Development Fund (CDF) upang maisaayos ang kooperatiba sa
mga guro at magsasaka sa kaniyang probinsya.
Noong 1998 hanggang 2007, siya ay nagserbisyo bilang gobernador ng Ilocos Norte
kung saan siya ay nanungkulan ng tatlong sunod-sunod na termino. Sa panahon ng
kaniyang panunungkulan, nakilala ang Ilocos Norte bilang isang first-class na probinsya sa
bansa sa pamamagitan ng mga destinasyon ditong maka-natural at maka-kultural, at ang
probinsyang ito ang nagpasimula sa wind power technology sa ilalim din ng kaniyang
pangagasiwa. At hanggang ngayon ay nagsisilbi pa rin itong alternatibong pinagkukunan ng
lalawigan ng enerhiya at hindi lang sila ang nakikinabang dito kundi pati na rin ang iba pang
bahagi ng hilagang Luzon.
2007, muling siyang nahalal sa kongreso kung saan hinirang siyang Deputy Minority
Leader of the House of Representatives. Sa terminong ito, isa sa mga mahalagang bahagi
ng batas na kanyang iniakda ay ang Philippine Archipelagic Baselines Law (Republic Act
No. 9522).
At taong 2010, siya ay umikapito sa halalan ng pagiging senador sa Pilipinas at siya
ngayon ang namumuno sa Senate Committee on Local Government and the Committee on
Public Works.
Performance
So far, in the 16th Congress (2013 to present), Senator Marcos has authored
52 bills, with one enacted into law. His Senate Bill 1186, which sought the
postponement of the 2013 Sangguniang Kabataan (SK) elections, later
became Republic Act 10632 on October 3, 2013.
Marcos has also co-authored 4 Senate bills. One of them, Senate Bill 712,
was approved as Republic Act 10645 or the Expanded Senior Citizens Act of
2010.
Among them are the Anti-Drunk and Drugged Driving Act, the Cybercrime
Prevention Act, the Expanded Anti-Trafficking in Persons Act, and the
National Health Insurance Act.
Only 3 House bills in the 14th Congress were principally authored by him,
including his version of the Archipelagic Baselines Law, which remained
pending in the House committee on foreign affairs, according to the House
Legislative Information System (LEGIS). But he was co-author of 21 other
House bills, 6 of which later became law.
Meanwhile, at his first stint in the Lower House during the 9th Congress (1992
to 1995), Marcos was the author of 29 House bills and co-author of 90 more,
which includes those that paved the way for the creation of the Department of
Energy and the National Youth Commission.
