1.0 SCOPE
The purpose of this method is to describe the measures and ways of proper
application of panting works in our project site. Works shall be carried out in
compliance with the drawings and project specifications.

 DM Code of construction safety practice


 Provision of local order no. (3) of 1991on construction activities Regulations, in
the Emirates of Dubai.

2.0 RESPONSIBILITIES

1. The Project Manager is overall responsible for the implementation of method


statement and ensures that his team of Engineers, surveyor and foreman are
aware of this method statement and all resources – human, material and
equipment’s are available to carry out the work as planned and without any delay.
The Project Engineer is responsible to carry out the work as per the approved
shop drawings, method statements, contract spec. and documents. Ensure job
sequence is done properly and within quality standards.
2. Construction Manager is responsible to plan the schedule of as-built surveys,
identify non-conforming i.e. out of tolerance structures and issue the report.
3. Project Engineer is responsible to ensure that all Safety precautions are in place,
and that all personal on site are using the required Personal Protective
Equipment’s like – Helmet, Gloves, Shoes, and Coveralls.
4. Coordinate with the Site Engineer and make sure sufficient manpower and
equipment are available for job execution.

5.0 METHOD & SEQUENCE OF WORK

1. Painting materials would be delivered in pallets with complete label of manufacturers


name, product brand name etc. Once received at site, it would be checked by
Engineer and ensure the delivered material would be as per PO/delivery note.
2. It will be stack at the storage area temporarily when activity is not going to
commence, ensuring paints are placed above ground. Paint will be stored well
covered in a dry place off the ground.
3. Surface Preparation prior to application of paint: 
3.1. Any damaged on existing surface and/or crack on the wall would be repaired with
approved repair material accordingly. 
3.2. Cleaning would be made via rug cloth or use broom wherever required. Remove
the oil, grease and deleterious material that can affect to the bonding of paint on
existing surface. Operatives involve into this work will continuously use gloves
and respirator for injury prevention and dust inhaling protection. 
3.3. For repaired area, the applied repairing material shall be made smooth and to be
cured with curing material as per manufacturer recommendations. 
3.4. Textured paint shall be applied to the areas wherever needed. Inspection request
to be submitted for checking and approval of the Engineer prior to proceed paints
applications.
4. For re-painting Existing Peripheral Concrete Walls:

4.1. Stucco shall be applied for one coat (may be diluted to workable level with fresh
water but not to extend of destroying the filling properties) and 8 hours shall be
allowed for drying prior to commence succeeding coats. Stucco would be applied
using putty knife.
4.2. After 8 hours of drying time the surface would be sanded down to receive smooth
finish and to remove the chalk dust prior to application of succeeding coat. 
4.3. Ensure that the inspection for surface preparation is approved by the Engineer. 
4.4. Firstly, apply one coat primer. Paint roller shall be used for the application. 
4.5. Inspection request would be submitted for checking and approval of the Client
prior to proceed with further coating. 
4.6. Once approved, two topcoats for final paint shall then be applied. Get the
approved color from the Client.
4.7. For Second topcoat with the same paint, if imperfections from the applied first top
coat shall be noticed, it would be rectified/repaired by touch up with Stucco then,
when minimum drying time is attained it shall be sanded to make the surface
smooth.
4.8. Second coat of paint will be applied after the first coat is completely dry (this
depends on the conditions of the environment i.e. humidity) or as stated by the
manufacturer.
4.9. Portable scissor type ladder shall be used painting at height, but scaffolding
would be erected whenever needed.
4.10. Inspection request will be submitted for checking and acceptance of the
Client. 
5. For re-painting of Existing Building Structure External Wall
5.1. Once the surface is prepared, P.V.A. Emulsion primer shall be applied for first
coat (5- 10 % diluted with fresh water, if required) by roller and a minimum of one
1 hour shall be allowed to dry. 
5.2. For first filler, Stucco shall be applied for one coat (may be diluted to workable
level with fresh water but not to extend of destroying the filling properties) and 8
hours shall be allowed for drying prior to commence succeeding coats. Stucco
would be applied using putty knife.
5.3. After 8 hours of drying time second filler, Stucco shall be applied similar as first
filler application and drying time. The total drying thickness of two coat for stucco
shall be as manufacturers recommendation. After 8 hours of drying time the
surface would be sanded down to receive smooth finish and to remove the chalk
dust prior to application of succeeding coat. 
5.4. First topcoat using National Plastic Emulsion shall be applied by roller for one
coat (maybe diluted to 5 – 10 % with fresh water, but not to the extent of reducing
the hiding properties) and shall be allowed to dry for a minimum of 4 hours.
5.5. For Second topcoat with the same paint, if imperfections from the applied first
topcoat shall be noticed, it would be rectified/repaired by touch up with Stucco

then, when minimum drying time is attained it shall be sanded to make the
surface smooth, the Plastic Emulsion would be applied thereafter. 
5.6. For working at height, fixed or movable scaffolding would be erected as per area
requirements. Scaffolding when erected shall be inspected with Safety Officer
prior to usage. Operatives will be inducted before working at site.
6. All rubbish, dirt and residues will be removed from the facilities in a manner that
minimizes the noise and spread of dust.
7. All waste products will be disposed of by licensed waste carrier.

6.0 EMERGENCY PROCEDURE

All site personnel are briefed on emergency procedures and arrangements within their
safety induction. The daily attendance of all labor present at site will be taken. This is to
ensure that an accurate picture of who is present on site is always maintained and in
case of emergency all site based personal can be quickly accounted for.

 Ensure that supervisors clearly understand their responsibility and role in the site
emergency procedures.
 Designate first aid and provide medical supplies and other material and
equipment that may be required for emergency use.
 Determine emergency evacuation routes for work areas and construction site and
designate safe assembly areas.
 Ensure that all site personnel & visitors clearly understand emergency warning
siren signals used at site and the safe assembly areas.
 Designate a supervisor to conduct a head count and give instructions to evacuees
as necessary.
 Post emergency information for each work area on the site.

8.0 EMERGENCY RESPONSE PLAN

Well organized sketch plan as per approved site layout plan of offices, working site
areas, including as necessary.
 Location of fire extinguishers,
 Emergency telephone number display boards.
 Location of assembly points,
 Evacuation route plans.
 First aid room location. Location of trash containers/dust bins, scrap bins & skips.

 Toilet and washing facilities shall be provided before the commencement of work
and shall maintain as per DM standard.
 Food shall only be consumed in designated properly shaded areas agreed with
the prior approval.
 No food shall be consumed within the work areas
 All food wastes shall remove immediately, in a hygienic manner, and shall not be
allowed to accumulate.
 Drinking water (cool water in summer) will be made available at site all time.
 Resting area should be provided near the work area with adequate seating
arrangements and ventilation facility.

10.0 SANITATION AND HYGIENE MEASURES

In order to provide adequate sanitary conditions for all personnel at site, the following
provisions as part of the temporary facilities to be provided.

 Garbage disposal and regular collection.


 Sanitizing materials will be made available at the site.
