‫ﺑﺮﻧﺎﻣﺞ ﺭﻭﺍﻓﺪ )ﻣﻨﺎﺻﺮﻱ ﺍﻟﺘﻨﻤﻴﺔ ﻓﻲ ﺍﻟﺮﻳﻒ ﻭﺍﻟﺤﻀﺮ(‬


‫ﻧﺘﻴﺠﺔ ﻷﻫﻤﻴﺔ دور اﻟﺸﺒﺎب ﻓﻲ اﻟﻌﻤﻞ اﻟﺘﻨﻤﻮي أﻃﻠﻖ اﻟﺼﻨﺪوق اﻻﺟﺘﻤﺎﻋﻲ ﻟﻠﺘﻨﻤﻴﺔ ﺑﺮﻧﺎﻣﺞ اﻟﺸﺒﺎب )رواﻓﺪ( ﻟﻠﻤﺴﺎﻫﻤﺔ ﻓﻲ ﻣﻌﺎﳉﺔ‬
‫اﻟﻮﺿﻊ اﻟﺘﻨﻤﻮي ﻓﻲ اﺠﻤﻟﺘﻤﻊ اﶈﻠﻲ اﻟﻔﻘﻴﺮ‪ .‬ﺟﺎءت ﻓﻜﺮة ﺗﺼﻤﻴﻢ اﻟﺒﺮﻧﺎﻣﺞ ﻛﻨﺘﻴﺠﺔ ﻟﻠﺘﻘﻴﻴﻢ اﳌﺴﺘﻤﺮ اﻟﺬي ﻳﻨﻔﺬه اﻟﺼﻨﺪوق ﻟﻠﺒﺤﺚ ﻋﻦ‬
‫ﻋﻮاﻣﻞ ﻣﺴﺎﻋﺪة ﻟﺘﻔﻌﻴﻞ اﻟﺘﺪﺧﻼت اﻟﺘﻨﻤﻮﻳﺔ ﻓﻲ اﳌﻨﺎﻃﻖ اﻟﺘﻲ ﺗﺮﺗﻔﻊ ﻓﻴﻬﺎ ﻣﻌﺪﻻت وﻣﺆﺷﺮات اﻟﻔﻘﺮ واﻟﺒﻄﺎﻟﺔ ﺑﲔ اﻟﺸﺒﺎب واﻟﺘﻲ ﻳﺤﺘﺎج‬
‫أﻓﺮادﻫﺎ إﻟﻰ اﻟﺘﻮاﺻﻞ ﻣﻊ اﳉﻬﺎت اﻟﺘﻨﻤﻮﻳﺔ ﺑﺎﻹﺿﺎﻓﺔ إﻟﻰ ﺗﻄﻮﻳﺮ اﳋﺒﺮات واﳌﻬﺎرات ﻟﺪﻳﻬﻢ ﻹﻳﺠﺎد اﳊﻠﻮل اﻟﺘﻨﻤﻮﻳﺔ ﳌﻮاﺟﻬﺔ ﻣﺸﺎﻛﻠﻬﻢ‬
‫وﲢﺴﲔ ﻣﺴﺘﻮى ﻣﻌﻴﺸﺘﻬﻢ وأوﺿﺎﻋﻬﻢ‪ .‬وﺗﺘﺮﻛﺰ ﻓﻜﺮة ﺗﺄﻫﻴﻞ ﺷﺒﺎب ﺟﺎﻣﻌﻴﲔ ﻣﻦ ﺣﻤﻠﺔ ﻣﺆﻫﻞ اﻟﺒﻜﺎﻟﻮرﻳﻮس ﻣﻦ أﺑﻨﺎء ﻣﻨﺎﻃﻖ اﻟﺮﻳﻒ أو‬
‫اﳊﻀﺮ ﻹﻋﺪادﻫﻢ ﻛﻤﻔﻌﻠﲔ ﻣﺠﺘﻤﻌﻴﲔ وﺗﺜﻘﻴﻔﻬﻢ ﺑﻘﻀﺎﻳﺎ وﻣﻔﺎﻫﻴﻢ ﺗﻨﻤﻮﻳﺔ ﺗﺴﻬﻢ ﻓﻲ رﻓﻊ ﻣﺴﺘﻮى اﻟﻮﻋﻲ اﻟﺘﻨﻤﻮي ﺑﲔ اﻟﺸﺒﺎب اﻟﺮﻳﻔﻲ‬
‫واﳊﻀﺮي اﳌﺘﻌﻠﻢ ﻹﺣﺪاث اﻟﺘﻐﻴﻴﺮ اﳌﻨﺸﻮد ﻓﻲ إﻃﺎر ﻣﺠﺘﻤﻌﺎﺗﻬﻢ اﶈﻠﻴﺔ اﻟﻔﻘﻴﺮة ﺑﺈﻃﻼﻋﻬﻢ ﻋﻠﻰ اﳌﺸﻜﻼت اﻟﺘﻨﻤﻮﻳﺔ اﻷﻛﺜﺮ ﺷﻴﻮﻋ ﹰﺎ ﻓﻲ‬
‫ﻣﺨﺘﻠﻒ ﻣﻨﺎﻃﻖ اﻟﺮﻳﻒ واﳊﻀﺮ وﺳﺒﻞ ﻣﻌﺎﳉﺘﻬﺎ ﻣﺠﺘﻤﻌﻴ ﹰﺎ ‪ ،‬ﻛﻮن اﻟﺪراﺳﺔ اﳉﺎﻣﻌﻴﺔ ﻓﻲ اﻟﻐﺎﻟﺐ ﻻ ﺗﻐﻄﻲ اﳌﻮﺿﻮﻋﺎت اﻟﺘﻨﻤﻮﻳﺔ ذات‬
‫اﻟﻌﻼﻗﺔ ﺑﺘﺤﺴﲔ ﻇﺮوف اﳌﻌﻴﺸﺔ اﺠﻤﻟﺘﻤﻌﻴﺔ وﺗﻘﻠﻴﺺ ﻣﺆﺷﺮات اﻟﻔﻘﺮ ﻓﻲ ﺑﻴﺌﺔ اﻻﺳﺘﻬﺪاف‪ .‬وﻗﺪ ﰎ ﺗﻨﻔﻴﺬ اﻟﺒﺮﻧﺎﻣﺞ ﻋﻠﻰ ﻣﺮاﺣﻞ‬
‫ﻟﻼﺳﺘﻔﺎدة ﻣﻦ اﻟﺪروس اﳌﻴﺪاﻧﻴﺔ ﲟﻮﺟﺐ ﻧﺘﺎﺋﺞ ﻛﻞ ﻣﺮﺣﻠﺔ وﲢﺴﲔ ﻣﺴﻤﻴﺎﺗﻪ وﻣﻜﻮﻧﺎﺗﻪ ﻟﻠﻮﺻﻮل إﻟﻰ أﻛﺒﺮ ﻋﺪد ﳑﻜﻦ ﻣﻦ اﻟﺸﺒﺎب‬
‫اﳌﺆﻫﻠﲔ أﻛﺎدﳝﻴ ﹰﺎ وإﺗﺎﺣﺔ اﻟﻔﺮﺻﺔ ﻷﻛﺒﺮ ﻋﺪد ﳑﻜﻦ ﻣﻦ ﻛﺎﻓﺔ اﳌﺪﻳﺮﻳﺎت ﺑﺸﻜﻞ ﻋﺎدل وﻣﺘﻮازن ﺑﲔ اﳉﻨﺴﲔ ﻹﺳﺘﺜﻤﺎر وﺗﻮﺟﻴﻪ ﻃﺎﻗﺎﺗﻬﻢ‬
‫اﻟﻜﺎﻣﻨﺔ ﳌﻨﺎﺻﺮة اﻟﻔﻌﺎﻟﻴﺎت واﳌﺒﺎدرات اﻟﺘﻨﻤﻮﻳﺔ ﻓﻲ ﻣﻨﺎﻃﻘﻬﻢ ﻟﻠﻌﻤﻞ اﻟﻄﻮﻋﻲ واﳉﻤﺎﻋﻲ ﻓﻲ اﺠﻤﻟﺘﻤﻊ اﶈﻠﻲ ﳌﻮاﺟﻬﺔ اﻟﺘﺤﺪﻳﺎت اﻟﺘﻨﻤﻮﻳﺔ‬
‫واﳌﻌﻴﺸﻴﺔ‪ .‬ﻫﺬا ﺑﺎﻹﺿﺎﻓﺔ إﻟﻰ زﻳﺎدة ﻗﺪرات اﻟﺸﺒﺎب ﻋﻠﻰ اﻛﺘﺸﺎف واﺳﺘﻴﻌﺎب اﳌﻮارد واﻹﻣﻜﺎﻧﺎت اﶈﻠﻴﺔ اﳌﺘﺎﺣﺔ وﲢﻔﻴﺰﻫﻢ ﻣﻦ أﺟﻞ‬
‫ﺗﺼﻤﻴﻢ وﺗﻨﻔﻴﺬ اﳌﺒﺎدرات اﻟﺬاﺗﻴﺔ اﻟﺸﺒﺎﺑﻴﺔ ﻓﻲ ﻣﺠﺘﻤﻌﺎﺗﻬﻢ ﻣﻦ ﺧﻼل اﻻﻫﺘﻤﺎم ﺑﺘﺜﻘﻴﻔﻬﻢ وﺗﻨﻮﻳﺮﻫﻢ ﺑﻘﻀﺎﻳﺎ وﻣﻔﺎﻫﻴﻢ اﻟﺘﻨﻤﻴﺔ واﻟﻌﻤﻞ‬
‫اﳉﻤﺎﻋﻲ و ﲤﻜﻴﻨﻬﻢ ﻟﻺﺳﻬﺎم ﻓﻲ اﻟﺪﻓﻊ ﺑﻌﻤﻠﻴﺔ اﻟﺘﻨﻤﻴﺔ واﺳﺘﺜﻤﺎر ﻃﺎﻗﺎﺗﻬﻢ ﻛﺄدوات ﻓﺎﻋﻠﺔ ﳌﻨﺎﺻﺮة ﻗﻀﺎﻳﺎ اﻟﺘﻨﻤﻴﺔ وإدراك ﲢﺪﻳﺎﺗﻬﺎ‬
‫‪،‬ﺑﺎﻹﺿﺎﻓﺔ إﻟﻰ ﺗﺄﻫﻴﻠﻬﻢ ﻟﻠﻌﺐ أدوار رﻳﺎدﻳﺔ اﺟﺘﻤﺎﻋﻴﺔ ﻓﺎﻋﻠﺔ ﻣﺴﺘﻘﺒ ﹰﻼ وﲢﻔﻴﺰﻫﻢ ﻟﻠﻌﻤﻞ ﻣﻦ أﺟﻞ اﻟﺘﻨﻤﻴﺔ اﳌﺴﺘﺪاﻣﺔ‪ .‬اﻷﻣﺮ اﻟﺬي ﻳﺴﻬﻢ‬
‫ﻓﻲ ﺑﻨــﺎء ﻗﺪرات ﻫﺆﻻء اﻟﺸﺒﺎب وﻳﻴﺴــﺮ إرﺗﺒﺎﻃﻬﻢ ﺑﺴﻮق اﻟﻌﻤﻞ‪.‬‬

‫ﻳﻄﻤـــﺢ ﺑﺮﻧﺎﻣﺞ ﺍﻟﺸـــﺒﺎﺏ )ﺭﻭﺍﻓﺪ( ﺇﱃ ﺇﺣﺪﺍﺙ ﺗﻨﻤﻴﺔ ﳎﺘﻤﻌﻴﺔ ﻭﳏﻠﻴﺔ ﻳﺴـــﺘﺜﻤﺮ ﻓﻴﻬﺎ ﺭﺃﺱ ﺍﳌﺎﻝ‬
‫ﺍﻻﺟﺘﻤﺎﻋﻲ ﺍﳌﻌﺘﻤﺪ ﻋﻠﻰ ﻣﺸﺎﺭﻛﺔ ﺍﻟﺸﺒﺎﺏ ﻭﺗﻔﻌﻴﻞ ﺍﻟﻌﻤﻞ ﺍﻟﺘﻄﻮﻋﻲ ﻭﺗﻌﺰﻳﺰ ﺭﻭﺡ ﺍﳌﺒﺎﺩﺭﺓ‪.‬‬ ‫اﻟــﺮؤﻳــﺔ‬

‫ﻳﺴﻌﻰ ﺑﺮﻧﺎﻣﺞ ﺍﻟﺸـــﺒﺎﺏ )ﺭﻭﺍﻓﺪ( ﺇﱃ ﺗﺄﻫﻴﻞ ﺍﻟﺸـــﺒﺎﺏ ﺍﳉﺎﻣﻌﻴﲔ ﻣﻦ ﺍﻟﺮﻳﻒ ﻭﺍﳊﻀﺮ ﰲ ﻣﻮﺿﻮﻋﺎﺕ ﺍﻟﻌﻤﻞ ﺍﻟﺘﻨﻤﻮﻱ ﻭﺍﻟﺘﻄﻮﻋﻲ‬
‫ﻭﺇﺿﺎﻓﺔ ﺍﻷﺑﻌﺎﺩ ﺍﻟﺘﻨﻤﻮﻳﺔ ﺇﱃ ﻣﻌﺎﺭﻓﻬﻢ ﻭﺯﻳﺎﺩﺓ ﻗﺪﺭﺍﻬﺗﻢ ﻋﻠﻰ ﺍﻛﺘﺸـــﺎﻑ ﺍﳌﻮﺍﺭﺩ ﻭﺍﻹﻣﻜﺎﻧﺎﺕ ﺍﳌﺤﻠﻴﺔ ﺑﺎﺳﺘﺨﺪﺍﻡ ﺍﻟﻮﺳﺎﺋﻞ ﺍﳌﺘﻮﻓﺮﺓ‬ ‫اﻟﺮﺳـــﺎﻟﺔ‬
‫ﲟﺸﺎﺭﻛﺔ ﺍﳌﺠﺘﻤﻊ‪ ،‬ﻭﲢﻔﻴﺰﻫﻢ ﻟﺘﺤﻘﻴﻖ ﻭﺗﻔﻌﻴﻞ ﺍﻟﻌﻤﻞ ﺍﻟﺘﻨﻤﻮﻱ ﺍﳌﺴﺘﺪﺍﻡ ﻭﺍﳌﺒﺎﺩﺭﺍﺕ ﺍﻟﺬﺍﺗﻴﺔ ﰲ ﺍﳌﺠﺘﻤﻊ ﺍﳌﺤﻠﻲ ﻣﻦ ﺧﻼﻝ ﺍﻻﻫﺘﻤﺎﻡ‬
‫ﺑﺘﺜﻘﻴﻔﻬﻢ ﺑﻘﻀﺎﻳﺎ ﻭﲢﺪﻳﺎﺕ ﻭﻣﻔﺎﻫﻴﻢ ﺍﻟﺘﻨﻤﻴﺔ ﻭﺍﻟﻌﻤﻞ ﺍﳉﻤﺎﻋﻲ ﻭﺗﻌﺰﻳﺰ ﺍﻟﺜﻘﺎﻓﺔ ﺍﻟﺘﻨﻤﻮﻳﺔ ﻟﺪﻳﻬﻢ‪ ،‬ﻭﲤﻜﻴﻨﻬﻢ ﻟﻺﺳـــﻬﺎﻡ ﰲ ﺍﻟﺪﻓﻊ‬
‫ﺑﻌﻤﻠﻴﺔ ﺍﻟﺘﻨﻤﻴﺔ‪ ،‬ﻭﺗﻮﺟﻴﻪ ﻃﺎﻗﺎﻬﺗﻢ ﺍﻟﻜﺎﻣﻨﺔ ﳓﻮ ﺗﻨﻤﻴﺔ ﳎﺘﻤﻌﺎﻬﺗﻢ‪ ،‬ﻛﺄﺩﻭﺍﺕ ﻓﺎﻋﻠﺔ ﺗﺴـــﻬﻢ ﰲ ﲢﻘﻴﻖ ﺫﻟﻚ‪ ،‬ﻟﻴﻜﻮﻧﻮﺍ ﺭﺍﻓﺪًﺍ ﻣﻦ‬
‫ﺭﻭﺍﻓﺪ ﺍﻟﺘﻨﻤﻴﺔ ﺗﻠﱯ ﺍﺣﺘﻴﺎﺟﺎﺕ ﺍﳌﺠﺘﻤﻊ ﺍﻟﺘﻨﻤﻮﻳﺔ ﻭﻣﺘﻄﻠﺒﺎﺕ ﺳﻮﻕ ﺍﻟﻌﻤﻞ‪.‬‬

‫ﲤﻜﲔ ﺍﻟﺸـــﺒﺎﺏ ﺍﳉﺎﻣﻌﻴﲔ ﰲ ﺍﻟﺮﻳﻒ ﻭﺍﳊﻀﺮ ﻣﻦ ﺃﻥ ﻳﺼﺒﺤﻮﺍ ﻋﻮﺍﻣﻞ ﻟﻠﺘﻐﻴﲑ ﺍﻟﺘﻨﻤﻮﻱ‪ ،‬ﻭﺗﺄﻫﻴﻠﻬﻢ ﻟﻠﻤﺸﺎﺭﻛﺔ ﰲ ﺃﺩﻭﺍﺭ‬
‫ﻼ ﺗﺴﻬﻢ ﰲ ﲢﻘﻴﻖ ﻬﻧﻀﺔ ﺗﻨﻤﻮﻳﺔ ﻣﺴﺘﺪﺍﻣﺔ ﺗﻠﱯ ﺍﺣﺘﻴﺎﺟﺎﺕ ﺍﳌﺠﺘﻤﻊ‪.‬‬ ‫ﺗﻨﻤﻮﻳﺔ ﻭﳎﺘﻤﻌﻴﺔ ﻓﺎﻋﻠﺔ ﻣﺴﺘﻘﺒ ً‬ ‫اﻟﻐـﺎﻳـــﺔ‬

‫‪ -١‬ﺗﻌﺰﻳﺰ ﺃﺣﺪ ﺭﻭﺍﻓﺪ ﺭﺃﺱ ﺍﳌﺎﻝ ﺍﻻﺟﺘﻤﺎﻋﻲ ﻣﻦ ﺍﻟﺸﺒﺎﺏ ﺍﳉﺎﻣﻌﻴﲔ ﻭﺗﻌﺮﻳﻔﻬﻢ ﺑﻘﻀﺎﻳﺎ ﻭﻣﻔﺎﻫﻴﻢ ﻭﲢﺪﻳﺎﺕ ﺍﻟﻌﻤﻞ‬
‫ﺍﻟﺘﻨﻤﻮﻱ‪.‬‬ ‫أهﺪاف‬
‫‪ -٢‬ﺇﻛﺴﺎﺏ ﺍﻟﺸﺒﺎﺏ ﻣﻌﺎﺭﻑ ﻭﻣﻬﺎﺭﺍﺕ ﺗﺴﻬﻢ ﰲ ﲢﺴﲔ ﺃﺩﺍﺋﻬﻢ ﻭﲤﻜﻨﻬﻢ ﻣﻦ ﺍﻻﺭﺗﺒﺎﻁ ﺑﺴﻮﻕ ﺍﻟﻌﻤﻞ‪.‬‬
‫‪ -٣‬ﺗﻌﺰﻳﺰ ﺩﻭﺭ ﺍﻟﺸﺒﺎﺏ ﻛﻤﻨﺎﺻﺮﻳﻦ ﺗﻨﻤﻮﻳﲔ ﻟﻺﺳﻬﺎﻡ ﰲ ﺗﻔﻌﻴﻞ ﺍﳌﺸﺎﺭﻛﺔ ﻭﺇﺣﻴﺎﺀ ﻣﻔﻬﻮﻡ ﺍﳌﺒﺎﺩﺭﺍﺕ ﺍﳌﺠﺘﻤﻌﻴﺔ‪.‬‬ ‫اﻟﺒﺮﻧﺎﻣﺞ‬
‫‪ -٤‬ﺑﻨﺎﺀ ﻗﺪﺭﺍﺕ ﺍﻟﺸـــﺒﺎﺏ ﺍﳉﺎﻣﻌﻲ ﻭﺗﺸـــﺠﻴﻌﻬﻢ ﻋﻠﻰ ﺍﳌﺸـــﺎﺭﻛﺔ ﰲ ﺃﺩﻭﺍﺭ ﺗﻨﻤﻮﻳﺔ ﻓﺎﻋﻠﺔ ﻟﻺﺳﻬﺎﻡ ﰲ ﺍﻻﺳﺘﺠﺎﺑﺔ‬
‫ﻟﻼﺣﺘﻴﺎﺟﺎﺕ ﺍﻟﱵ ﺗﻔﺮﺿﻬﺎ ﺍﻷﻭﺿﺎﻉ ﺍﻹﺟﺘﻤﺎﻋﻴﺔ ﺍﳌﺨﺘﻠﻔﺔ‪.‬‬
‫‪ -٥‬ﺗﻮﻓﲑ ﻋﺪﺩ ﻛﺎﻑ ﻣﻦ ﺍﻟﺸﺒﺎﺏ ﻟﺘﺴﻬﻴﻞ ﻋﻤﻞ ﺍﻟﱪﺍﻣﺞ ﻭﺍﳌﺸﺎﺭﻳﻊ ﺍﻟﺘﻨﻤﻮﻳﺔ ﺍﳌﺮﺗﺒﻄﺔ ﺑﺎﻟﺼﻨﺪﻭﻕ‪.‬‬

‫ﺗﺼﻤﻴﻢ ﻣﺮﺣﻠﺔ ﺃﻛﺜﺮ ﺗﻘﺪﻣ ًَﺎ ﻓﻲ ﺍﻟﺒﺮﻧﺎﻣﺞ‬

‫ﺃﻭ ًﻻ ‪ /‬ﺍﻟﺘﻮﺳﻊ ﻓﻲ ﺍﻟﺘﺪﺭﻳﺐ ‪:‬‬


‫ﺍﻟﻤﺪ ّﺭﺑﻴﻦ ﺿﻤﻦ ﺑﺮﺍﻣﺞ‬
‫ﺍﻟﺘﻮﺳﻊ ﻓﻲ ﺗﺪﺭﻳﺐ ﻋﺪﺩ ﺃﻛﺜﺮ ﻣﻦ ﺍﻟﺸﺒﺎﺏ ﻣﻤﻦ ﺗﻨﻄﺒﻖ ﻋﻠﻴﻬﻢ ﻣﻌﺎﻳﻴﺮ ﺍﻟﺒﺮﻧﺎﻣﺞ ﻭﺍﻹﺳﺘﻤﺮﺍﺭ ﻓﻲ ﺗﻮﻓﻴﺮ ﻓﺮﺹ ﻋﻤﻞ ﻟﻠﺸﺒﺎﺏ ُ‬
‫ﺍﻟﺼﻨﺪﻭﻕ ﻭﺗﺴﻮﻳﻘﻬﻢ ﻟﺪﻯ ﺍﻟﻤﺆﺳﺴﺎﺕ ﺍﻷﺧﺮﻯ‪.‬‬

‫ﺛﺎﻧﻴ ًﺎ ‪ /‬ﺩﻋﻢ ﺍﻟﻤﺒﺎﺩﺭﺍﺕ ﺍﻟﺸﺒﺎﺑﻴﺔ‪:‬‬


‫ﻳﻌﻤﻞ ﺍﻟﺒﺮﻧﺎﻣﺞ ﻋﻠﻰ ﺗﻮﺳـــﻴﻊ ﻭﺯﻳﺎﺩﺓ ﺗﺪﺧﻼﺗﻪ ﻣﻊ ﺍﻟﺸﺒﺎﺏ ﻣﻦ ﺧﻼﻝ ﺗﻮﻓﻴﺮ ﺩﻋﻢ ﻣﻨﺎﺳﺐ ﻟﻌﺪﺩ ﻣﻦ ﺍﻟﻤﺒﺎﺩﺭﺍﺕ ﺍﻟﺸﺒﺎﺑﻴﺔ ﺍﻟﻤﺘﻤﻴﺰﺓ ﻭﺍﻟﺘﻲ ﺗﻨﻄﺒﻖ‬
‫ﻋﻠﻴﻬﺎ ﻛﻞ ﻣﻌﺎﻳﻴﺮ ﺍﻻﺳـــﺘﺤﻘﺎﻕ ﻟﻬﺬﺍ ﺍﻟﺪﻋﻢ ﺧﺎﺻﺔ ﻟﻠﻤﺒﺎﺩﺭﺍﺕ ﺍﻟﺘﻲ ﻳﺘﻢ ﺇﻗﺮﺍﺭﻫﺎ ﻣﻦ ﻟﺠﻨﺔ ﺍﻟﻤﺮﺍﺟﻌﺔ ﻭﺍﻟﺘﻘﻴﻴﻢ ﺑﻤﺎ ﻳﺴـــﺎﻋﺪ ﻓﻲ ﺗﺤﻘﻴﻖ ﺗﻨﻤﻴﺔ‬
‫ﻣﺴﺘﺪﺍﻣﺔ ﻭﺫﻟﻚ ﻣﻦ ﺧﻼﻝ ﻋﺪﺩ ﻣﻦ ﺍﻟﻤﻌﺎﻳﻴﺮ ﻛﻤﺎ ﻳﻠﻲ‪.‬‬
‫‪ .١‬ﺃﻥ ﺗﺨﺪﻡ ﺃﻛﺒﺮ ﻋﺪﺩ ﻣﻦ ﺃﺑﻨﺎﺀ ﺍﻟﻤﻨﻄﻘﺔ ﺧﺎﺻﺔ ﺍﻟﻔﻘﺮﺍﺀ ﻭﺫﻭﻱ ﺍﻻﺣﺘﻴﺎﺟﺎﺕ ﺍﻟﺨﺎﺻﺔ‪.‬‬
‫‪ .٢‬ﺃﻥ ﻻ ﻳﻜﻮﻥ ﻟﻬﺎ ﺃﻱ ﺗﺄﺛﻴﺮﺍﺕ ﻋﻠﻰ ﺍﻟﺒﻴﺌﺔ‪.‬‬
‫‪ .٣‬ﺃﻥ ﺗﺴﻬﻢ ﻓﻲ ﺍﻟﻘﺪﺭﺓ ﻋﻠﻰ ﺍﻟﺼﻤﻮﺩ ﻓﻲ ﺍﻟﻈﺮﻭﻑ ﺍﻟﺼﻌﺒﺔ‪.‬‬
‫ﻣﻌﺎﻳﻴﺮ ﺇﺧﺘﻴﺎﺭ ﻭﺩﻋﻢ‬
‫‪ .٤‬ﺃﻥ ﻻ ﺗﺰﻳﺪ ﻣﻴﺰﺍﻧﻴﺘﻬﺎ ﻋﻦ ﻣﺒﻠﻎ )‪ ٣٠٠٠‬ﺩﻭﻻﺭ(‪.‬‬ ‫ﺍﻟﻤﺒﺎﺩﺭﺍﺕ ﺍﻟﺸﺒﺎﺑﻴﺔ‪:‬‬
‫‪ .٥‬ﺃﻥ ﺗﻜﻮﻥ ﺫﺍﺕ ﺑﻌﺪ ﺗﻨﻤﻮﻱ ﻣﺴﺘﺪﺍﻡ ﻭﺗﺨﺪﻡ ﻣﻨﻔﻌﺔ ﻋﺎﻣﺔ‪.‬‬
‫‪ .٦‬ﺗﻮﻓﺮ ﺍﻟﻤﻮﺍﺭﺩ ﺍﻟﻼﺯﻣﺔ ﻟﻠﻤﺒﺎﺩﺭﺓ ﻣﺤﻠﻴﺎً‪.‬‬
‫ﺛﺎﻟﺜ ًﺎ ‪ /‬ﺍﻟﻔﺮﺹ ﺍﻻﻗﺘﺼﺎﺩﻳﺔ ﻟﻠﺸﺒﺎﺏ‪:‬‬
‫ﺍﻟﻌﻤﻞ ﻋﻠﻰ ﺗﻮﺳـــﻴﻊ ﺑﺮﻧﺎﻣﺞ ﺍﻟﺸﺒﺎﺏ ”ﺭﻭﺍﻓﺪ“ ﻟﻠﻤﺴﺎﻫﻤﺔ ﻓﻲ ﺗﻮﻓﻴﺮ ﻓﺮﺹ ﻋﻤﻞ ﻟﻠﺸـــﺒﺎﺏ ﻓﻲ ﻣﻨﺎﻃﻘﻬﻢ‪ .‬ﻭﺳﻮﻑ ﺗﺸﻤﻞ ﺍﻟﻤﺮﺣﻠﺔ ﺍﻟﺜﺎﻟﺜﺔ ﻣﻦ‬
‫ﺍﻟﺒﺮﻧﺎﻣﺞ ﻓﻲ ﺍﻟﺘﺎﻟﻲ‪:‬‬
‫ﻓﺮﺻﺎ ﻟﻠﺸـــﺒﺎﺏ ﻓﻲ‬
‫ﻭﻗﺪ ﻭﻓّﺮ ﺑﺮﻧﺎﻣﺞ ﺍﻟﺸـــﺒﺎﺏ ﺭﻭﺍﻓﺪ ﻣﻨﺬ ﺍﻧﻄﻼﻗﺘﻪ ً‬ ‫‪ -‬ﺍﻟﺘﺄﻫﻴﻞ ﻓﻲ ﻣﻬﺎﺭﺍﺕ ﺗﺼﻤﻴﻢ ﺍﻟﻤﺸﺮﻭﻋﺎﺕ‪.‬‬
‫ﺍﻟﺘﺪﺭﻳﺐ ﻭﺍﻟﺘﺄﻫﻴﻞ ﻭﻓﺮﺹ ﻋﻤﻞ ﻛﺎﺳﺘﺸـــﺎﺭﻳﻴﻦ ﺍﺳﺘﻔﺎﺩ ﻣﻨﻬﺎ ﻋﺪﺩ ﻛﺒﻴﺮ‬ ‫‪ -‬ﺍﻻﺳﺘﺜﻤﺎﺭ ﻓﻲ ﺗﻄﻮﻳﺮ ﻭﺇﺩﺍﺭﺓ ﺍﻷﻋﻤﺎﻝ‪.‬‬
‫ﻣﻦ ﺍﻟﺸﺒﺎﺏ ﺍﻟﺬﻳﻦ ﺷﺎﺭﻛﻮﺍ ﻓﻲ ﻣﺨﺘﻠﻒ ﺍﻟﺘﺪﺭﻳﺒﺎﺕ‪.‬‬ ‫‪ -‬ﺍﻟﺘﻌﺮﻳﻒ ﺑﻤﺒﺎﺩﺉ ﺇﻧﺸﺎﺀ ﺍﻟﻤﺸﺎﺭﻳﻊ ﺍﻟﺼﻐﻴﺮﺓ ﻭﺭﺑﻄﻬﻢ ﺑﺠﻬﺎﺕ ﺍﻟﺘﻤﻮﻳﻞ ﺍﻷﺻﻐﺮ‪.‬‬
‫ﻭﺑﻌﺪ ﺇﻧﺠﺎﺯ ﻓﺘﺮﺓ ﺍﻟﺘﺪﺭﻳﺐ ﺳﻮﻑ ﻳﺘﻨﺎﻓﺲ‬
‫ﺍﻟﺸﺒﺎﺏ ﺍﻟﺨﺮﻳﺠﻮﻥ ﻋﻠﻰ ﻣﺎ ﻳــﻠﻲ ‪:‬‬

First: Expand in Training:


Expand in training more youths who met the program’s criterias and continue in providing job opportunities for trained youths within SFD’s programs and
marketing them to other institutions.

Second: Supporting Youth Initiatives:


The Program is in the process of expanding and increasing its interventions targeting youth by means of providing appropriate support to a number of youth
initiatives that conform to the mechanisms of eligibility particularly the initiatives approved by the review and evaluation committee in what helps in the
realization of sustainable development . These mechanisms include the following:

1. Serving the greatest number of area citizens especially the poor and Special Needs

Mechanisms of Selection and Groups.


2. Not having any effects on environment.
Support for Youth Initiatives: 3. Contribute in ability to withstand at any difficult circumstances.
4. Budget not exceeding ( 3000 USD )
5. Possessing a sustainable development dimension and serve a public interest.

Second: Economic Opportunities for Youth :


Seek to expand Youth Program " RUAWFD" to contribute in providing youth work opportunities in their areas. The third phase of the Program will
include the following:

- Qualification in the skills of projects' designing. Since its inception RUAWFD Program has already provided training and

Program's Establishment Factors:


1. Lack of awareness among youth about the importance of self-help development work and weakness
of their roles in local development programs.
2. Expansion of participation basis by the youth to include different rural and urban areas (Males & Females).
3. High unemployed rates among the youth.
4. Youth living circumstances in remote and poor areas affected by political conflicts that in turn
affected considerably a wide expanse of the country's different areas.
5. Coverage of remote districts and areas in need of locally qualified expertise
and human capacities to advocate for development issues.
6. The increase in demand for young people who are trained to work with local and international organi-
zation in aid, humanitarian, and development programs.

- Be less than 33 years old of age.

V i s i o n The Youth Program aims to create community and local development in which social capital is invested, based on
youth participation, voluntary work activation and reinforce the spirit of collective work and cooperation.

RUAWFD Program qualifies young university graduates from rural and urban areas in voluntary and development work issues ,
adding developmental dimensions to their know-how, and increasing their capacities to discover local resources and potentials by
Mission utilizing available tools with community participation .They are also stimulated to realize and activate sustainable development
work, as well as self-help initiatives in the local community by means of taking care to educate them on development issues and
concepts' challenges , collective work , reinforcement of their development education , enabling them to contribute in scaling up the
development process , and directing their potential energies toward developing their communities as active tools in this respect.
This is in order to become one of the development tributaries that respond to community development needs and labor market
requirements.

Enable rural and urban young university graduates to become development agents of change and qualify them to
G o a l participate in active development and community roles in the future that contribute in the achievement of a sustaina-
ble development renaissance responding to community needs.

1- Reinforce one of the social capital attributes from among the graduated youth and introducing them to the
Program issues, concepts and challenges of development work.
Objectives 2 - Provide young people with knowledge and skills that contribute to improving their performance and prepare
them for the labor market.
3 - Strengthening the role of youth as development advocates to contribute in activating participation and
reviving the concept of community initiatives.
4. Building the capacities of the university youth and encouraging them to participate in effective developmental
roles to contribute in responding to the needs that imposed by different social conditions.
5 - Provide sufficient numbers of young people to facilitate the work of development programs and projects
associated with the Fund.
RUAWFD (Rural & Urban Advocates Working For Development)

Due to the importance of youths' role in development work , SFD launched the youth Program ( RUAWFD) to contribute in dealing with
the development situation in the poor local community.
The idea of designing the Program came as a result of continuous evaluation implemented by SFD to look for helping factors for activat-
ing development interventions in the areas with high rates and indicators concerning poverty and unemployment among young
people who do not know how to communicate with development agencies , beside improving their expertise and skills they possess
concerning finding development solutions to the problems they face and how to improve their situations and living standards.
The Idea of qualifying university youths from rural and urban areas and holding a Bachelor Degree focuses on preparing them as
community activators and educating them in issues and development concepts that contribute in scaling up development awareness
among educated rural and urban youths . This is for the purpose of making the desired change within the framework of their poor local
communities by means of informing them of the most common development problems in different rural and urban areas , and how to
address such social problems. This is due to the fact that university studies dont teach such development subjects concerned with the
improvement of societal living circumstances and reduction of poverty indicators in the environment targeted.
The Program implementation has been carried out by stages in order to benefit from field lessons related to each stage result, and
improve its components and titles to have an outreach to the highest possible number of academically qualified youths .
This is in addition to providing an opportunity for the largest number of them in all districts with an equitable and fair balance between
the two sexes. And by so doing invest and direct their potential energies to advocate development events and initiatives in their areas
relating to voluntary and collective work in the local community to counter development challenges.
This will also increase youth capacities to discover and comprehend available local resources and potentials , and stimulate them to
design and implement youth self-help initiatives in their communities by means of taking care to educate and raise their awareness
about development issues , concepts and collective work , beside enabling them to contribute in enhancing the development process
and invest their energies as effective tools for advocating development issues and comprehending their challenges, as well as qualify-
ing them to play future effective and leading social roles and stimulating them to work for sustainable development which participate
in building capacity of those youth and facilitating link them to labour market.
