MANAGEMENT CRITERIA
FOR PERSONAL
PROTECTIVE EQUIPMENT

1. PURPOSE:

The purpose of this standard is to establish the basic specifications for environmental
facilities*1 in HOYA Corporation and in HOYA Group companies (hereafter “HOYA
Group”) in order to prevent any harmful impact on the environment inside or outside the
workplace.

*1 The term “facility” refers to any facility that could have potentially harmful effects on
the environment inside or outside the workplace from hazardous substances used in
the activities of the HOYA Group, or the by-products thereof. Hazardous substances
are those substances that, via the environment, pose a risk of being injurious to
human health or a risk of impeding the inhabitation or growth of animals and plants.

2. SCOPE OF APPLICATION:

This standard applies to facilities in each HOYA Group workplace.

5. PROCEDURE DETAILS

5.1 Application of Facility Standard (for newly installed and existing facilities)

5.1.1 The conditions specified in section 5. Requirements shall be fulfilled when


installing a new facility in the workplace.

5.1.2 Previously installed facilities shall be checked to confirm that they meet the
requirements specified in section 5 Requirements. If they fail to do so,
systematic improvements shall be planned and implemented. Where it is difficult
to fulfill the said requirements, the division managing the facility shall submit an
Application for Exemption from Facility Structural Requirements*2 to the Division
president. The facility shall be exempted from the said requirements only if the
application is approved. The application shall clearly state the reasons for the
exemption and provide evidence. If the person in charge is unable to reach a
decision concerning exemption, the HOYA Group Director for Environmental
Protection, Occupational Safety and Health shall be consulted and a decision
shall be made. Facilities that have been exempted shall be re-examined within
two years.

5.1.3 Where the rank of the person designated to grant approval is clearly stated
in the division rule, granting of approval is not limited to the Division president.

5.2 Response to Abnormalities and Emergencies

5.2.1 To prevent any harmful effects on the environment inside or outside the
workplace from scattering, leakage, outflow or permeation of hazardous
substances, the workplace shall clearly designate the procedures to be taken in
response to any abnormality or emergency that might occur. The procedures
shall include the following:

a) Procedures to shut down final discharge and concrete measures to be


taken thereafter.
b) Procedures for contacting related HOYA Group members and related
government officials

o For cases where there may be harmful effects on the external


environment.
o For cases of theft or loss of hazardous or chemical substances.

5.2.2 Where there is a possibility of harmful effects on the environment inside or


outside the workplace from scattering, leakage or outflow of hazardous
substances, the workplace shall follow the guidelines delineated in item 1)
above, implement emergency measures immediately and prevent the spread of
harmful effects.

5.2.3 The workplace shall undertake a fact-finding survey to determine the


cause of the accident and take steps to prevent any further occurrence.

5.3 Requirements.

5.3.1 Items Concerning Soil and Water Pollution

The following requirements have been established for the specific facilities
mentioned to prevent pollution of soil or water by HOYA Group facilities.

5.3.1.1 Airtight Tanks

A) Airtight tank Installation and Structure

1) In principle, airtight tanks*3 shall be installed on or above ground.


2) Airtight tanks shall be made of material that is resistant to the liquid it
contains.
3) Airtight tanks shall be equipped with a level gage that shows the volume of
the contents.
4) Where installing airtight tanks underground by necessity, they shall fulfill the
following requirements:
a) The airtight tank shall be of sufficient strength and durability that the contents
will not scatter, leak or flow out, and shall be installed in an underground room
with waterproof walls, floor and cover.
b) The airtight tank, which shall be covered in concrete, shall be installed on a
base and constructed so that no weight bears directly on it from above.
c) The structure of the airtight tank shall be double shelled with a mechanism for
detecting leaks.
*3 The term “airtight tank” used here refers to an airtight receptacle used for
storing hazardous substances or the chemical reaction.

B) Airtight tank Labeling

Labels shall be fixed to each tank clearly identifying the contents. Where it is not
practical to fix labels to each airtight tank, the list of contents shall be posted at
the airtight tank installation location.

C) Installation and Structure of Tank Dikes

1) Every airtight tank shall have a tank dike with a total volume greater than that
of the airtight tank (i.e. dike capacity can accommodate the entire volume of
hazardous substances in the tank). However, in cases where volume is limited
to a fixed volume during operation (e.g. a limit of 1/2 the total volume), the
volume of the tank dike installed shall be at least the same as the fixed volume.
2) When condition 1) cannot be met, measures shall be taken to prevent any
discharge of the hazardous substances inside or outside the workplace. (e.g. a
system using a leak sensor or a system that returns or transfers discharge to the
unprocessed water tank.)
3) The tank dike and the surface of the same shall be made of a material suited
to the characteristics of the hazardous substances in the airtight tank.
4) When necessary, a drainpipe shall be installed in the tank dike. Drainpipes
shall have the following structural features.
a) Drainpipes shall have a valve attached.

b) The drain valve shall be labeled to indicate that it should always be kept
closed.
c) The drainpipe shall be designed to prevent leaks of hazardous substances in
the event of a malfunction (e.g. by installing a shut-off plate or a double valve.)
5) Airtight tanks containing substances that might generate heat, ignite or
explode when combined shall not be installed in close proximity. Or, if they are
installed in close proximity, each airtight tank shall be equipped with a tank dike
and measures shall be taken to prevent the combining of the substances (e.g.
H2SO4 and NaOH)

D) Maintenance of Tank Dikes

1) If there is any possibility that rainwater might enter the tank dike, the tank dike
shall be appropriately maintained to ensure that it has sufficient actual capacity.
2) Rainwater that has accumulated inside the tank dike shall be released after
confirming that it contains no hazardous substances.
3) If rainwater accumulated in the tank dike contains hazardous substances,
appropriate measures shall be taken prior to releasing the water. (e.g. treatment
with a neutralizer, transferal to a wastewater treatment plant, etc.)

E) Countermeasures Against Overflow

1) If the airtight tank is filled by hand, a level gage shall be used to check the
level inside the airtight tank as it fills in order to prevent overflow of hazardous
substances from the top of the airtight tank.
2) If the airtight tank is filled automatically, it shall be equipped with an overflow
alarm that automatically halts the auto-fill function when there is a risk of
overflow.
3) If installing an overflow pipe, the pipe shall be constructed to return fluid from
the overflow pipe into either the supply airtight tank or the tank dike.

F) Inspections

1) The workplace shall establish a list of items for inspection and carry out
regular inspections to confirm that the airtight tank, the tank dike and the
attached valves, level gages, etc. are all functioning properly.
2) The workplace shall record inspection results and save these records for a
specified period of time.
3) If the inspection reveals any abnormality, measures shall be promptly
implemented to prevent any impact on the environment inside or outside the
workplace.

5.3.1.2 Piping

A) Installation and Structure of Piping

1) Piping for production*4 shall be installed separately form piping for other
uses such as rainwater*5 or ordinary wastewater*6. In addition, piping for
wastewater from production shall be installed separately for each process.
2) Piping for production shall be designed in such a way that leaks can be
easily detected (e.g. by using leak sensors and installing piping above
ground).

3) Piping for production shall be designed to prevent hazardous fluids from


leaking into the environment inside or outside the workplace even if the
pipes break.
4) Piping for production shall be equipped with a device or mechanism that
prevents the spread of leaks even if hazardous substances leak from a
pipe valve, cock, flange, pump gland, etc. (e.g. installation of a drip tray).

*4 Supply or drainage pipes that carry liquids containing hazardous


substances used in manufacturing or research and development
processes.
*5 Pipes used to carry away rainwater.
*6 Pipes used to carry away ordinary waster water.

B) Pipe Labeling

1) Pipes shall be clearly labeled to indicate the type of liquid, its


characteristics and the direction of flow.
2) The rules for distinguishing the items in 1) above shall be decided by the
workplace and applied uniformly.

C) Valve Labeling

1) Valves shall be clearly marked to indicate the direction for opening and
closing and whether the valve is opened or closed*7 (e.g. arrows, indicator
tags (by color or shape, etc.).
2) The rules for distinguishing the items in 1) above shall be decided by the
workplace and applied uniformly.
*7 This item does not apply to facilities that fall under the HOYA Group
Machinery Safety Standard.

D) Inspection

1) The workplace shall establish a list of items for inspections and carry out
regular inspections to confirm that all pipes and related equipment such as
valves and gages are functioning normally.
2) The workplace shall record inspection results and save these records for
a specified period of time.
3) If the inspection reveals any abnormality, measures shall be promptly
implemented to prevent any impact on the environment inside or outside
the workplace.

E) Management of Piping Diagrams

The workplace shall prepare accurate diagrams of all piping and revise
them promptly whenever the layout is changed.

5.3.1.3 Drainage Ways and Tanks

A) Installation and Structure of Drainage Ways and Tanks


1) The drainage ways*8 for manufacturing processes shall be installed
separately from other types of drainage ways such as those for rainwater

or wastewater. In addition, drainage ways shall be installed separately for


each manufacturing process.
2) Drainage ways and tanks*9 shall be constructed to prevent leakage of
hazardous substances inside or outside the workplace (e.g. coating, etc.).
3) The drainage ways and pits shall be covered where necessary.
4) When hazardous substances are stored in a pit, an alarm system or
other device shall be installed to prevent overflow.

*9 The term “tank” used here does not include “airtight tank”.

B) Inspections

1) The workplace shall establish a list of items for inspections and carry out
regular inspections to confirm that all drainage ways and tanks are
functioning normally.
2) The workplace shall record inspection results and save these records for
a specified period of time.
3) If the inspection reveals any abnormality, measures shall be promptly
implemented to prevent any impact on the environment inside or outside
the workplace.

C) Management of Drainage Way and tank Diagrams


The workplace shall prepare accurate diagrams of all drainage ways and
tanks and revise them promptly whenever the layout is changed.

5.3.1.4 Handling of Final Discharge

A) Requirements for Facilities at Final Discharge Point


1) The drainage ways or pits at the final discharge outlet for manufacturing
processes shall be equipped with a device for monitoring the properties of
the discharge (e.g. pH meters, TOC meters, etc.).
2) A device will be installed to halt discharge should any abnormalities be
found in the measurements in item 1) above taken at each drainage way or
pit at the final discharge outlets (e.g. a shut-off valve, rerouting of
discharge to the raw water tank, reserve tank, etc.)
3) In cases where oil may be mixed in with the discharge, the structure
shall be designed to prevent leakage of oil outside the workplace (e.g. an
oil separating tank, an oil detector, sandbags, oil spill kits, etc.)
4) If there is a possibility that discharge from manufacturing processes may
enter the rainwater drainage ways, the structure shall be designed to cut
off the rainwater drainage system (e.g. a shut-off valve, rerouting of
discharge to the influent tank, reserve tank, etc.)

B) Monitoring Final Discharge

1) The workplace shall monitor the water quality of discharge to ensure no


abnormalities occur.
2) The workplace shall prepare a list of monitoring items suited to actual conditions
in the workplace (e.g. Ph, BOD, etc.)
C) Inspection

1) The workplace shall establish a list of items for inspections and carry out
regular inspections to confirm that the final discharge point and related
drainage ways and measuring equipment are functioning normally.
2) The workplace shall record inspection results and save these records for
a specified period of time.
3) If the inspection reveals any abnormality, measures shall be promptly
implemented to prevent any impact on the environment inside or outside
the workplace.

5.3.1.5 Hazardous Substance Storage Facilities

A) Storehouses and Storage Spaces for Hazardous Substances

1) All storehouses and storage spaces for hazardous substances


(hereafter storehouses, etc.*10) shall be equipped to prevent the leakage
of hazardous substances inside or outside the workplace (e.g. dikes,
mobile dikes, side ditches, Sump pits, oil pans, etc.)
2) When dikes or oil pans are installed in storehouses, etc., they shall be
designed with a capacity greater than the maximum volume in the storage
container.
3) When side ditches or Sump pits are installed in storehouses, etc., they
shall be designed with a capacity greater than the maximum volume in the
storage container. In addition, the floor of the storehouses, etc. shall be
inclined so that the liquid flows in the direction of the side ditch or Sump
pits. If a side ditch is installed near an entrance or exit, it shall be covered
in grating or punched metal.
4) Storehouses, etc. shall be properly ventilated in accordance with the
properties of the substance being stored and be designed to maintain
suitable temperature and humidity.
5) Storehouses, etc. shall be grounded in accordance with the properties
of the substance being stored and the structure of electrical facilities shall
be explosion proof.
6) Storehouses, etc. shall be provided with enough lights or light fixtures to
ensure adequate lighting.
7) Dry sand or other absorbent materials shall be placed in the
storehouses, etc. as a countermeasure against leaks.
8) Storehouses, etc. shall be fitted with locks or other means to prevent
theft or loss of hazardous substances.

*10 The term “storehouses, etc.” does not include storage tanks or other
containers that are built into equipment used for production or for research
and development applications.

B) Storage Cabinets

1) Storage cabinets shall be designed to prevent scattering, leakage, or


underground permeation of hazardous substances (e.g. oil pans, double
walled container, etc.)
2) If there is a possibility that the storage cabinet could fall over, measures
will be taken to prevent it from falling.
3) If the cabinet is equipped with an oil pan, the pan shall have a greater
capacity than the maximum volume of the storage container.
4) Absorbent material shall be installed around storage cabinets as a
countermeasure for leaks.
5) Appropriate ventilation shall be provided in accordance with the
properties of the material stored and the structure will be designed to
maintain suitable temperature and humidity.
6) The place in which the storage cabinet is installed shall be provided with
enough lights or light fixtures to ensure adequate lighting.
7) Where necessary, cabinet doors will be fitted with locks.

C) Labeling.

1) The type of material, its properties and name shall be clearly indicated in
the place where any hazardous substance is stored. Where necessary,
warnings shall also be indicated (e.g. “flammable material”, “no
unauthorized entry”, etc.)
2) The contents recorded in the hazardous substance’s MSDS shall also
be indicated in the labels described in 1) above.

D) Inspections

1) The workplace shall establish a list of items for inspections and carry out
regular inspections to confirm that storehouses and storage spaces for
hazardous substances are functioning normally.
2) The workplace shall record inspection results and save these records for
a specified period of time.
3) If the inspection reveals any abnormality, measures shall be promptly
implemented to prevent any impact on the environment inside or outside
the workplace.

5.5 Proper use of PPE

In order to ensure protective effect of PPE described in its specification, prepare


PPE that is of a suitable size and design for workers. Also, workers must wear
PPE properly to ensure protective effect of PPE.
