A. Maintenance and Other Operating Expenses (MOOE) are monies set aside for public elementary

and secondary schools to spend on activities and requirements (such as electricity and water) that

support learning programs and help to keep schools safe and healthy. Maintenance and other

running expenditures will now be divided into three categories: Administration/Supervision, Project

Development, and Program Monitoring, to make evaluating educational programs and projects

easier. The MOOE component of the Sub-Cash Disbursement Ceilings (SCDC) received by regional

directors for the schools divisions, national secondary and tertiary schools/colleges, and the regional

office proper is referred to as this. MOOE expenses for activities directly benefiting students, such as

school libraries, remedial instruction, and school health, or for increasing the delivery of educational

services, such as curriculum development and staff development, will be covered by Project

Development expenditures. Program Monitoring expenditures must include the cost of

diagnostic/achievement exam booklets and materials for the Educational Management Information

System (EMIS). School, district, division, and regional offices' regular office expenses are covered by

Administration/Supervision. However, all three activities' disbursements must be recorded in the

books of accounts using the appropriate account code (Account 02 for travel expenses to Account 20

for extraordinary expenses) from the National Government Chart of Accounts. Project development

and program monitoring expenditures are expected to fall mostly under Supplies and Materials, or

Account 07. Travel itineraries for the administration of the testing program may be coordinated with

supervisors' usual travel, with their costs charged to the MOOE component for

Administration/Supervision. Each schools division national school/college and regional office shall

prepare the quarterly MOOE program of expenditures and maintain separate subsidiary ledgers on

disbursements for Project Development and Program Monitoring to facilitate monitoring and

evaluating the implementation of the above-mentioned activities. In the regional office proper, the

Regional Planning Unit will consolidate the program of expenditures filed for all school divisions,

national schools/colleges, and various promotional divisions. The disbursement reports of the schools

division and national schools/colleges must match the expenditure program filed. Any deviation from

this must be explained or supported by the reporting school division, school, or college. In the Trial

Balance of the national school/college and the regional office proper, the totals for Project

Development and Program Monitoring shall be shown as short extended balances.
