THE SCHOOL HANDBOOK

Satma. Trinidad Elementary School ensures that pupil will have a


safe and conducive environment, thus, promote and abide with the best
practices in school, as follows:

SCHOOL POLICIES, RULES AND REGULATIONS

1. Strive to be present every school day, in case absence, parents should


call the school in the morning of the absences and notify the teacher in
writing upon the student’s return to school.
2. Respect each other at all times; Disagreement will be settled by
discussing the problem and seeking a solution that is fair to all concerned.
3. Buildings and the school will be kept clean and neat. Do not deface or
damage school property. Students who vandalize the school property
will make restitution.
4. Maintain order when moving to different areas. Do not run; running is a
frequent cause of injuries.
The following are not allowed in school unless prior permission is granted
by the school staff:
 Radios, cell phones, and other electrical equipment
 Yoyos, dart, sling shots, toy gun and other potentially dangerous toys
 Pets, skateboards, roller skates, roller bladders, razors
 Valuables, extra money, items of sentimental value
 Fireworks, matches
 Weapons or expensive toys
5. Remain within school boundaries at all times. Students leaving the
school must have a;
6. Student Pass or School Fetcher ID must be accompanied by a fetcher,
parents and guardian.

1. Avoid using abusive or profane language and gestures.

CHILD PROTECTION POLICY

I. GENERAL PROVISIONS

Section 1. Short Title


This Department Order shall be know as the “DepEd Child Protection Policy”.

Section 2. Statement of Policy


Pursuant to the 1987 Constitution, the State shall defend the right of
children to assistance, including proper care and nutrition, and special
protection from all forms of neglect, abuse, cruelty, exploitation and other
conditions prejudicial to their development (Article XV Section 2 [2]).
The Constitution further provides that all educational institutions all
inculcate patriotism and nationalism, foster love of humanity, respect for
human right, appreciation of the role of national heroes in historical
development of the country, teach the rights and duties of citizenship,
strengthen ethical and spiritual values, develop moral character and personal
discipline, encourage critical and creative, broaden scientific and
technological knowledge, and promote efficiency. (Article XIV, Section 3 [2]).

The Convention on the Rights of the Child (CRC) aims to protect children
from all forms of physical or mental violence, injury and abuse. Neglect or
negligent treatment, maltreatment and exploitation, including abuse.
The same convention establishes the right progressively, and on basis
of equal opportunity, it obliges the government to take measures to encourage
regular attendance in school and reduce drop rates. Thus it is mandated that all
appropriate measures be undertaken to ensure that school discipline is ad mitered in a
manner consistent with the child’s human dignity and in conformity with the CRC.

Section 3. Definition of Terms
A. “Child” – refers to any person below eighteen (18) years of age of those but are unable to fully take care of
themselves or protect themselves from abuse, neglect, cruelty, exploitation or discrimination because of a physical
or mental disability or condition: (RA 7610). For purpose of this Department Order the term also includes pupils
or students who may be eighteen (18) years of age or older but are in school.

“Children in School” – refers to bonafide pupils, students or learners who are enrolled in the basic education
system, whether regular, irregular, transferee
or repeater, including those who have been temporarily out of school,
who are in the school or learning centers premises or participating in school sanctioned activities.
B. “Pupil, Student or Learners” – means a child who regularly attends classes
in any level of the basic education system, under the supervision and tutelage
of a teacher or facilitator.
C. “School Personnel” – means the persons, singly or collectively working in a
public or private school. They are classified as follows:
a) “School Head” – refers to the chief executive officer or administrator
of a public or private school or learning center.
b) “Other School Officials” – include other school officers, including
teachers who are occupying supervisory positions or positions of responsibility and involved in policy
formulation or implementation
in a school.
c) “Academic Personnel” – includes all school personnel who are
formally engaged in actual teaching service or in research assignment, either on a full-time or a part-time
basis. As well as those who possess certain prescribed academic functions directly supportive of teaching,
such as registrar, librarians, guidance counselors, researchers and other
similar persons. They may include school officials who are responsible
for academic matter, and other school officials.
d) “Other Personnel” – includes all other non-academic personnel in the school, whatever may be the nature
of their appointment and
status of employment.
D. “Child Protection” – refers to programs services, procedures and structures
that are intended to prevent and respond to abuse, neglect, exploitation, discrimination and violence.
E. “Parents” – refers to biological parents, step-parents, adoptive parents
and the common-law spouse or partner of the parent;
F. “Guardian” – refers to legal guardians, foster parents and other persons,
including relatives or even non-relative, who has physical custody of the
child.

G. “School Visitor or Guest” – refers to any person who visits the school
and has any official business with the school, and any person who does not
have any official business but is found within the premises of the school.
This may include those who are within the school premises for certain
reasons. (e.g. student teachers, catechists, service provider, suppliers,
bidders, parents and guardians of other children).
H. “Child Abuse” – refers to the maltreatment of a child, whether habitual
or not, which includes any of the following.
I. “Bullying or Peer Abuse” – refers to willful aggressive behavior that is
directed, toward a particular victim who may be out-numbered, younger,
weak, with disability, less confident or otherwise vulnerable. More
particularly.
 Bullying – is committed when a student commits an act or a series
of acts directed towards another student or a series of single acts
directed towards several students in a school setting or a place of
learning, which results in physical and mental abuse,
harassment, intimidation, or humiliation. Such acts may consist of
any one or more of the following:

Section 4. DUTIES AND RESPONSIBILITIES OF PUPILS,


STUDENTS AND LEARNERS

Pupil student and learners shall have the following duties and responsibilities.

A. Comply with the school’s regulations as along as they are in harmony


with their best interest. Pupils students and learners shall refrain from:
i. Engaging in discrimination or leading a group of pupils or
students to discriminate another, with reference to one’s
physical appearance, weaknesses and status of any sort;
ii. Doing any act that is inappropriate or sexually provocative
iii. Participating in behavior of other students that is illegal, unsafe
or abusive;
iv. Marking or damaging school property, including books, in any way;
v. Engaging in fights or any aggressive behavior;

vi. Introducing into the school premises or otherwise possessing


prohibited articles, such as noxious substances, cigarettes and
pornographic materials and;
vii. Performing other similar acts that cause damage or injury to another.
An allegation that any of these acts has been committed shall not
be used to curtail the child’s basic right, or interpreted to
defeat the objective of this Department Order.
B. Conduct themselves in accordance with their level of development
maturity and demonstrated capabilities, with a proper regard for the
right and welfare of other persons;
C. Respect another person’s right regardless of opinion status, gender
ethnicity religion as well as everyone’s moral and physical integrity; and
D. Observe the Code of Conduct for pupils, students and learners.
1) Psychology or Physical abuse, neglect, cruelty, sexual
abuses and emotional maltreatment;
2) Any act by deed or words which debases, degrades or demeans the
intrinsic worth and dignity of a child as a human being;
3) Unreasonable deprivation of the child’s basic needs for survival,
such as food and shelter; or
4) Failure to immediately give medical treatment to an injured child
resulting in serious impairments of his or her growth and
development or in the child permanent incapacity or death
(Sec. 3 [b], RA 7610).

OTHER SCHOOL POLICIES

 BIRTHDAY INVITATION: To avoid hurt feelings, birthday party


Invitations should not be handed out in class unless all children or all
boys/girls in the class are invited to the party.
 NON-AGGRESSIVE PLAY: No fighting, arguing, teasing or name
calling no snowball or rock throwing, no tackle football or piggy
backing, no hard/baseball. *Respecting Property: no sitting on desks or

tables, no marking walls with shoes, pencils, ball pen, marker or other
objects, any gum or candy in the school. * Safe travelling: No running in
halls or on sidewalks * Respecting others: Stay out of other’s desk or
things, no-name calling, no back talk, no use of swear words or vulgar
comments.
 EMERGENCY PROCEDURES: if a child is injured or become ill while all
school, the school nurse or other school personnel will
contact the parents/guardians at home or work. It is essential that an
emergency number be recorded with the teacher-adviser. If a child needs
to be transported to the clinic or hospital for emergency treatment, it is
the duty of the concerned adviser.
 EVALUATION – CONFERENCE: Evaluation is a daily process and one
in which teachers, parents, and student works together cooperatively. There
will be four (4) formal reporting periods during the school year with a
report card. There will be two (2) days scheduled for parent teacher
conferences during the year. Parents/ guardians are encouraged to
contact their chjild’s teacher if additional meetings are desired.

 SCHOOL CLOSINGS: During periods of inclement weather, parents and


students are requested to listen to their radio or television
news form information.

ISSUES IN THE WORKPLACE

Narrative Report on GAD via Zoom Online Meeting


Since we are not allowed to gather a GAD team building because of the pandemic, We and our
School Head Mrs. Richie R. Castro had decided to have an online meeting on updating the School Gender and
Development Focal Point System (GFPS) and data collection related to COVID 19 situation. The activity started
on the date of September 25, and October 2, 2020 at 8:00 am in the morning via zoom meeting. We have 39
teachers and our school head joined the meeting.
On the first activity, Ma’am Helen Maclang Grade III Teacher was the opening of the program
and followed by the National Anthem. The opening prayer was led by Ma’am Esperanza Flores Teacher in
Grade III and checking of attendance by Sir. Edwin T. Balite Teacher in Grade IV and also with the welcome
remarks of our Principal Mrs. Richie R. Castro.
Our Principal Mrs. Richie R. Castro was the first speaker. She explained the statement of the
purpose and followed by her topic the D.O. No 32s 2017 Gender-Responsive Basic Education Policy. She stated
the core message about the sexes is not a war, women and men have different experiences, and in general,
women are not a disadvantaged position, and also both women and men are stakeholders, so everyone
should contribute to changing the situation. She also explained the meaning of Gender Parity is the same
number of boys and girls receive educational services at different levels and in diverse forms. And also the
Gender Sensitivity is a perspective, a way of thinking, a manner of viewing things, conscious of the gender
issue is unable to enjoy life to the fullest because of gender bias. And actively promotes gender equality and
equity. She emphasized the meaning of (LGBT/QQIAAP) LESBIAN GAY BISEXUAL TRANSEXUAL/ QUEER
QUESTIONING INTERSEX ASEXUAL ALLY PANSEXUAL. She also added the gender identity, gender expression,
sexual orientation and sex. She explained the difference of sex and gender, that sex is a biological and born
with can’t be changed only women can give birth and only men can supply sperm. And gender is a socially
constructure and not born with, changeable, women can do traditional male jobs as well as men can take
good care of children as women do. She also stated the difference of sex and gender. That sex refers the
biological differences between men and women. Sex means male and female, child bearing, penis and vagina
and xx and xy. While gender is emotional, logical, strong, childbearing, and masculine and feminine.

Me as the next speaker, a GAD Coordinator and my topic was about the Terms and Concepts- Related -to
Gender. First, I discussed the Universal Declaration of Human Rights, 1948 was called the right to education
for all was recognized by Article 26, of the Universal Declaration of Human Rights, which was adopted in 1948
by the General Assembly of the United Nations. And the UNESCO convention against Discrimination in
Education, 1960, the convention states unequivocally that discrimination in education is a violation of rights
enunciated in Universal Declaration of Human Rights. Then the convention on the Elimination of All Forms of
Discrimination Against Women (CEDAW), 1979, the convention was adopted by the United Nations General
Assembly. It defines discrimination against women and establishes an action agenda for putting an end to sex-
based discrimination.
I also discussed the continuation of Terms and Concept Related to Gender. I explained the meaning of
sex is describes the biological differences between men and women. Gender is a social and cultural construct,
which distinguishes differences in the attributes of men and women, it also refers to the roles and
responsibilities of men and women. I also emphasized the Sexuality which is a fundamental aspect of human
physiology.
I also added the Gender Equity is the process of being fair to men and women followed with the Gender
equity means that women and men have equal condition, and opportunities for realizing their full potential,
human rights, and dignity. And followed by Empowerment about people both men and women whose taking
control over lives: setting their own agendas, developing skills including life skills, building self-confidence,
problem solving and developing self- reliance.
Afterwards, the next discussion is about Women in Development (WID) it is a concept which is based on
a recognition that women play an important role in the development process. And then Gender and
Development (GAD) approach focuses on intervention to address unequal gender relation in the entire
development cycle.
The last but the least is Mam Leonora D. Calayag, teacher in Grade six and she is our Guidance
Counselor discussing the School-Related Gender Based- Violence. She emphasized that School- Related
Gender Based- Violence stated that it creates sexual harassment, abuse, corporal punishment and bullying in
forms of intimidation. She focuses on prevention and response: Goal 1: Student safety in and out of school,
code of conduct for teachers and learners, include GBV response and positive Gender Norms.
SRGBV is also based on stereotypes, roles or norms attributed to or expected of children because of
their sex identities.
