The purpose of this method statement is to describe the sequence of activities which will be
followed for completion of chillers # 8 Nos. Unloading & Shifting activity in Phase 3A
Development at IGI Airport project.
This method statement will ensure that all related activities are executed in accordance to

the specification requirements and safety measures are implemented throughout the
progress of works.

1) SCOPE OF WORKS:- Unloading, shifting and erection of centrifugal chillers from ground
level to plant room in basement.

3) ACCESS / EGRESS:-

i) Clear and free access will be ensured to and from all work areas. Work areas will not be
obstructed.
ii) Safety clearance (Safe to Start Work Card) to be obtained prior to commencement of works.

4) LIGHTING:-

i) Proper illumination will be ensured at work area and shall be monitored periodically using
lux meter as per approved technical specification.

5) PLANT & EQUIPMENT:

5.1 Plant & Equipment Schedule

Machinery/Tools/Equipment’s engaged to carryout works are as follow:

gumboots/safety shoes, reflective jackets etc.

5.4 Working Platform (Static / Mobile types)

Working location will be clean & horizontal.

6) MATERIALS:

6.1 Description of Material

Materials shall be as per approved makes/vendors according to contract


documents/or equivalent approved for the project.

7) Procedure:
1 Transportation of 8 no’s chillers will be done from China to Nhava sheva sea port in India to L&T
Construction T-1 IGI airport Delhi on trailer trucks. Transportation of the chiller to the site will be done
during non-peak hour, when there is least traffic.

2 Prior to commencement of work, area and access will be inspected to confirm that the site is ready to
commence the work

(a) Trailer carrying the chiller will be parked near flyover utility gate due to limited height
amiable below the flyover to move the chillers.
(b) Required free space along with necessary permission for crane, trailer Truck Parked near
flyover utility gate.
(c) Chiller will unloading from truck before flyover and has to be moved manually on wheel
across the flyover. At the other end of flyover chiller will be again lift to truck with the
help of crane. These activities may take 3 to 4 days. Now vehicle will enter the utility gate.
Trailer and crane will be position near cutout.

3 Once the chillers reach at site on the truck, It will enter from utility gate and Trailer truck will be parked  near
cut out on ground level which is provided at site for chiller shifting to plant room in basement such a way that
traffic are least obstructed.

4 Barricade the area.

5 Check and ensure that the foundation for chillers, its orientation and finishes are as per approved shop
drawing.

6 All relevant document (drawing, checklist, MS etc.) and material applicable to particular section of works will
be there, for the commencement of Work 

7 Intimation to Customer with date and time shall be given in advance of work to be carried out for
coordination.

8 The unit will be tagged, and protected prior to any lifting, shifting. In case unit is stored outside it will be
covered properly for protection against rain, moisture and dirt etc...

9 The lifting shifting agency will survey the site and asses the route in advance.

10 The lifting shifting agency will submit all the documents as listed to the L&T Construction two day in
advance, prior to commencement of work for the Approval.

We will submit crane documents as per below details depending upon crane availability at the time of chiller
installation.

 License and detail of crane operator.

 Crane capacity, Load Chart & certificate of fitness.

 Detail & necessary paper for sling & Chain/belt.

 List of workers with complete details.

For chiller shifting work we have to use crane of about 250 tons capacity having self-weight of about
100 tons capacity respectively . Shipping weight of chiller will be 18.65 tons. So, where cranes will be
positioned at ground level show in picture.

11 Competent Person will verify all the papers and if found satisfactory clearance will be given for work to be
carried out.

12 The chillers has to be lifted and shifted from Ground level to Plant room basement level.
The truck will be allowed to move till designated place on unloading as per logistic plan nearest safe point of
ground floor near cutout in coordination with civil agency.

13 Depending upon site condition and crane availability, shifting of chillers from ground level to plant room will
be started.

The crane will be positioned near the trailer in such a way that its boom can operate easily. The operator has
clear view of the hatch opening through which the chillers has to be lowered.

The Rigger will identify the lifting points on the chiller and make necessary lifting arrangement.

Chiller shall be lifted from the lifting hook with the help of D-cycle of 15 to 20 tons each at the 4 no’s hooks
provided at the ends of the chiller. In the 1 lifting hooks, which in turn shall be connected to steel wire/Belt
(10-20 ft.) length. Using the hydraulic Crane pulley mechanism, crane shall lift the chiller at the angle 50 to 70
degree, radius 18 feet, with boom safe load 23.5 ton.

17 With the help of M.S. Rolling wheels, Chiller shall be manually moved and placed above foundation. After
that Vibration pads will be installed below the chiller on the foundation.

18  Recheck the orientation of Chiller.

19 After installation check for correct levelling position and alignment.

20 All wooden sleeper/roller pipe etc. used for shifting and lifting tools, used shall be removed from
site 

8) TRAINING:

a) Proper Tool box talk shall be given by site Engineers to Supervisors and labors on the
requirements of this complete Method Statement and control measures as per Risk
assessment shall be explained to all concerned.
b) Daily Pep-talk and work orientation briefing of workers shall be done prior to start of
work at site and regular training will be ensured to improve the workmanship as per
internal training plan.
Work specific trainings are:
1. Manual handling training
2. Tool Box Training

9) ROLES & RESPONSIBILITY:

CONSTRUCTION  To ensure that all the equipment’s, tools and tackles required to
MANAGER / execute the works according to approved construction Schedule are
SECTION IN-CHARGE available in good condition and provide any additional equipment
that might be required.
 To ensure all the equipment’s / vehicles are handled by licensed /
skilled operators.
 To provide all necessary support to his construction team and
ensure that the works are carried out as per the approved Method
Statements/procedures.
 Co-ordinate with site engineer, Surveyors, Safety Engineer, Quality
Engineer, and frontline supervisors for safe & proper execution of
the works.
 To ensure that, checked levels shall be entered in level books as per
the approved formats & requirements on daily basis.
 To ensure that levels are jointly being signed by the contractor and
Client representative
 To continuously check the progress of works & update the progress
by quantity wise as well as pictorial representation like drawings
along with the photographs.
 Ensure to construct the mother pillars/reference pillars & see that
these are not disturbed at any point of time till the completion of
the project.
 To ensure Client approval on all documents such as Method
statement, Risk Assessment, checklists / permission as and when
required.
 Deployment of competent engineer for safe execution and

supervision of excavation work.


SITE ENGINEER  Understanding the drawings prior to start of work.
 Compliance to EHS and QA/QC requirements prior to
commencement of work.
 Engaging workmen in work and monitoring their productivity.
 Cross checking the activities intermittently during day’s work and
ensuring the activity is done within tolerance limits.
 Avoiding cost of rework.
 Mobilizing the materials required for work 2 days prior to start of
work. Preparing safe to work card for all activities and giving PEP
talk based on the safe to start work card as part of the work
instruction to workmen working under him highlighting the risk
involved in the task.
 To ensure safety of work men working in his area. To ensure proper
working platform with access to keep materials.
 To ensure proper housekeeping at site at the end of day’s work.
 Timely preparation of sub-contractor bills based on their work done
quantity.
 Marking legibly grid reference/ Date of construction.
 Ensuring implementation of proper work methodology for all
activities.
 Preparation of all checklists and certification of works from Client.
 All appropriate logistic plan shall be followed. Understanding EHS
requirements of project from EHS plan, EHS management systems,
EHS Manual & following the same in execution of work.
 Preparing safe to start work card for all activities and giving PEP talk
based on the safe to start work card as part of work instruction to
the workmen working under him/her highlighting the risk involved
in the task.
SURVEYOR  To establish bench marks from agreed reference points, provide
required setting out and line and level markings and follow up
regular checks.
 Co-ordinate with site engineers and ensure that the survey works
are carried out according to the latest drawing.
 Maintain survey details and reports, continuously check the
progress of works and advise the site engineers on any deviation
from the drawings and checked levels shall be recorded in the level
books as per norms.
SAFETY INCHARGE  Shall advice in maintaining safe working environment & conditions
and compliance to Project EHS Plan. Shall facilitate in EHS Risk
analysis and ensure required preventative measures.
 Identify potentially unsafe acts, areas and practice and educate
people.

 Monitor EHS practices, persuade to minimize noncompliance.


 Report incidents beyond control and unsafe occurrences.
 Investigate unsafe occurrences and initiate preventive steps.
 Discuss near miss incidents with staff and workmen.

SITE QUALITY  Communicating with all site staff about the Quality requirements as

 Check the quality points regularly till completion of these activities.
 Monitor and implement the Inspection and Test Plan
 Conduct & maintain records for QA/ QC tests on materials as per
ITP
 Monitor Calibration of all testing & measuring equipment
 Coordinating for early disposal of non-conformity reports.
 Procurement inspection / Co-ordination of Specialized Vendor
items
 Coordinate in conducting Quality audits with all concerned
 MIS reporting on Quality and Control movement of QA/QC staff
 Liaison with Customer on QA related matters
 Track and implement timely Corrective & Preventive actions

10. HOUSEKEEPING
Daily site surveillance shall be done by Site Engineer to ensure proper housekeeping
throughout the work at site.
