Principal I
Applied Award/s: OUTSTANDING GLOBAL EDUCATIONAL LEADER AWARD

Please answer the following questions:

1. As a teacher/administrator what are your achievements during the pandemic school year? What
are your contributions in the learning recovery?

When pandemic strikes the whole Philippines including our educational system on March 9, 2020,
to be exact, I was assigned as an OIC of Antonio Uy Tan Senior High School in Dist. IV, SDO
Caloocan City. Despite of the strict implementation of the Work from Home Policy among all the
Deped Personnel, I being the school head, willfully served as the lone skeletal workforce in the office.
I was able to personally attended the physical printing of the complete modules of all the
Senior High School students. I did handle the subjects of the Grade 11 due to insufficient of
teachers in that newly established Senior High School. Successfully I was able to plan and
submit the Learning Continuity Plans SY 2020-2021 to the SDO Caloocan City. In that plan, was
the successful implementation of the combination of modular and online modes of teaching. The
most important contributions that I had is the formulations of the LEARNING CONTINUITY
PLAN 2020-2021. This plan did not just focus on the continuity of teaching and learning but
on the learning recovery because it contained on how the teaching and learning can address
the learning gaps. In addition to that, I got also the important award in the Brigada Eskwela 2020
as a proof, our school Bagged the 3rd Place among the nine small high school contenders for the
BEST IMPLEMENTER OF BRIGADA ESKWELA 2020 DIVISION LEVEL.

2. What are your strengths as a teacher/administrator that are contributing to your successes? I am a
‘HANDS-ON” leader, I also involved all the stakeholders to take part in the formulation, planning and
implementation of all school projects. I believe that being physically present in all the school
undertakings is considerably my strong point. For example, when I personally manned the training
of learners in the different competitions, that made them win.

3. How do you see yourself five years from now? Give your timeline. After a year of two, I can see
myself promoted to higher principal position and may apply also in the supervisory positions as the
case may be before 5 years.

4. What are your 5 greatest professional achievements?

Since I was a teacher I’ve been an achiever, from the school level up to the International level I have
shown my prowess in demonstration teachings and outstanding performances, too. First, was 2007,
when I was one among the TEN Outstanding Teachers of Caloocan City hosted by the Local
Government, second was 2010, when I was chosen as 2 nd Runner Up in the Search of Outstanding
Teacher hosted by the Rotary Club of Caloocan, Third achievement, when I was chosen as Korea -
Philippines Teachers Exchange Batch 2017 to Jeju Do, South Korea where I was able to teach
Philippine Culture for 90 days, Fourth was when my Action Research, entitled; The level of
Effectiveness of Summer Reading Camps 2016 on addressing the Lesson Loss of Grave 5 struggling
Learners of Sto. Nino E.S. was chosen and I became BERF (Basic Action Research Fund) Grantee
2017. And the fifth and the most important achievement that have changed my entire life as a
teacher, was when I passed the National Qualifying Test for School Head on 2017.
5. Why are you deserving to receive the International Who's Who Awards that will make your family
and other people prouder to you?

I believe that my performance as a teacher then here and abroad being an International Exchange
Teacher, and as a School Principal at present with my contributions on the efficient and effective
managing of school, plus being an author in several publications and my personal attributes, made
me qualified for this International Recognition.

6. (Hypothetical) If by 2023, VP and DepEd Sec SARA DUTERTE will focus more on a very important
matter as VP and will give a chance to a deserving person, WHO WILL YOU RECOMMEND and
WHY? Please be very specific and state detailed points on the merits of your choice.
I would recommend Hon. Sen. Sonny Angara, a lawyer and an economist whose advocacy for
education and concern for healthcare made him fitted to be appointed as Education Secretary. His
been pushing free education from basic up to tertiary level. He also pushed the scholarship grants for
Filipino learners to help their families.
7. DepEd has been given enough budget for INTELLIGENCE. If you were part of the Department,
give at least 3 issues that you will focus on so that the fund will be spent accordingly.
Intelligence Funds for me needs to be focused on the needs of the teachers like
1. Security and insurance while in the duty most especially on election responsibilities
2. Teachers Hospital for medical assistance, general check up and confinements in case of
sickness and
3. Financial center instead of loaning from GSIS or other private lending institutions that made
them more financially unstable.
8. What is your position on the issue of merging the Department of Education and the Commission on
Higher Education into one institution? What will be the major drawback of the merging of the two
institutions?
I oppose into merging of the two because both basic education level and the Higher Education has a
lot of different concerns in terms of curriculum implementation.
A disadvantage of would be merging includes re- organization. If other staff would be assigned or not
is also an issue. Curriculum implementation of basic education will be modified according to the
requirements of the higher education if it needs to.
9. What assignment was too difficult for you, and how did you resolve the issue?
When I was assigned as OIC of the newly established Senior High School on 2019-2021, while in
fact I was a BEED graduate and had been in the culture of elementary education for almost 25
years, I made a big adjustment from elementary orientation to senior high school setting. But
since leadership has no bounderies, I was able to manage the school during the onset of pandemic
till I was promoted to Principal 1 item.

10. What's the most difficult decision you've made in the last two years and how did you come to
that decision?
I made that big decision to continue my application in MT 1 position in spite of the fact that it may
overlap with the time of the application in the administrative position. I didn’t regret because it took
almost 2 years before the ranking for school head was opened. God’s plan is better than mine.
