ADMINISTRATION OF THE NEW SAMAR INFORMAL READING ASSESSMENT

TO GRADES 1 TO 3 LEARNERS

Elementary School Heads

1. To gather both baseline and impact data on reading assessment to all learners in the
key stage 1 level, this SDO, through the Curriculum Implementation Division (CID)
will conduct a three day individual/one-on-one oral reading assessment on June 29-
30, 2023 in elementary school.

2. The objectives of this activity are the following

a. use the Samar Informal Reading Assessment (IRA) tools to gauge reading
proficiency/level or key stage 1 learners,
b. administer, score, record and summarize the results of the informal reading
assessment to all Grades 1 to 3 pupils, and
c. develop appreciation on the data that are yielded by the informal reading
assessment tool as bases for tracking reading capabilities and achievements of
grades 1 to 3pupils and as inputs in conducting reading intervention
sessions/schemes

3. Public Schools District Supervisors (PSDSs) and District ln-Charge (DICs) and the
school heads - Principals and Head Teachers are advised to conduct the prepare the
assessment tools - learners' materials and teachers/assessors’ materials before the
assessment dates or schedules.
4. EPS shall supervise/monitor the conduct of the Samar IRA in their respective
areas/district of assignment. PSDSs and Central and Non-Central School Principals
 and full-fledged School Heads/Head Teachers shall be assigned to administer the
Samar IRA in another district.
5. Expenses that shall be incurred by the participants in the division orientation shall be
charged against Division/local funds. For district level orientation and actual
administration of the IRA all expenses shall be charged against school MOOE funds,
all subject to the usual accounting and auditing rules and regulations.
6. Immediate and widest dissemination of this Memorandum is required.
