SUBJECT: Complaint against SK Chairwoman Jamella Mangilit for Embezzlement of

Funds, Dishonesty, and Negligence of Duty

Dear Mayor Maglangque:

Greetings!

A pleasant day Mayor Maglangque! We, the Sangguniang Kabataan Officials, and
members of Barangay Lanang, are formally writing this letter to bring to your attention a
grave issue and matter that we believe requires your attention. Through this letter, we
wish to inform you about the behavior of our SK CHAIRWOMAN JAMELLA MANGILIT.

First, from the beginning of January up to month of April, Ms. Jamella Mangilit has been
corrupting our honorarium. The said honorarium is supposed to be received by the SK
Officials and members every month. However, it was only on February that the SK
Officials received their honorarium amounting to one thousand pesos (P 1,000.00). Also,
there was supposed to be a Christmas bonus to be given to every SK Officials and
members last December 2022, amounting one thousand pesos (P 1,000.00)
unfortunately, all the Officials and members received nothing from the said Christmas
bonus. Furthermore, Ms. Mangilit asked the e-signatures of the SK Officials and members
because she told her subordinates that it will be needed to get their payroll however, there
were no payroll that was released to the latter during that time.

In addition, she was also responsible for the funds of the Basketball League in Barangay
Lanang for the year 2023, and exhausted the funds for personal gain. Even before the
start of the Basket Ball League, she was advised by several barangay officials and by the
Barangay Captain to surrender all funds to the SK treasurer for safekeeping but she just
ignored all instruction to her, and insist that she will handle all the funds. The funds for
the Basketball league including the entry fee of each team (Php 1,500.00/team) amounts
to ONE HUNDRED FOURTEEN THOUSAND PESOS (P 114,000.00) which through
various expenses such as the expenses for the ring for the court, paint, speaker, council’s
uniform, and other miscellaneous expenses the remaining balance of the fund now is
estimated as thirty-three thousand six hundred seventy-six (P 33, 676.00). For which
expenses are questionable because such expenses for the basketball league are not yet
supported by official receipts and cannot be liquidated properly because the official
receipts are not yet shown to the respective party. Also, the remaining balance stated
above are still in the care of Ms. Jamella Mangilit, where the SK Officials and members
requests to the former to surrender but there was no action from Ms. Jamella Mangilit.
In addition, the SK Council and Barangay Council of Lanang had a meeting last
28 May 2023 at the Barangay Hall of Lanang, the SK Chairman attend the said meeting
and talk about the funds at her possession and discussed other expenses and settle all
issues that she started, according to her all-remaining cash entrusted to her are still
available. The SK Council and Barangay Council requested her to bring and show the
funds, confidently she told the council that the cash are at her house in Lanang Purok 3,
suddenly she left to take the money, but unfortunately, she never came back. Ms. Daniela
Paguinto went to their house to check and ask her why she did not come back, according
to Ms. Paguinto, all cash are already consumed and she cannot come back because she
will look for money to replace the funds she is already spent for personal purpose and did
not even explain it to the council while we are in the meeting. This kind of unscrupulous
acts shows that the SK Chairwoman of Barangay Lanang, Candaba, Pampanga, abused
her public power for personal gain only.

Last week, there was a seminar held in Zambales which Ms. Jamella Mangilit is supposed
to be a participant but she cancelled the night before the date of the seminar. Also, there
was a meeting held in the Barangay together with the other SK Officials and members
and with the Barangay Officials last Sunday dated 21 May 2023 but Ms. Jamella Mangilit
did not attend the said meeting for the reason she had a pre-board examination for
Criminologist. However, this claim seems to be just her alibi because she was seen at
Barangay Mandasig later that date.
We respect her as our SK Chairwoman, as SK Chairwoman she is supposed and
expected to be a role model and a leader to the youth and not the opposite, but we cannot
accept the situation we are in now. We are respectfully requesting for your necessary
action regarding this problem, we are hoping that the request of ours will capture your
immediate attention.

Your prompt action concerning this issue will be highly appreciated.
