1.0 INTRODUCTION
This document describes the methodology of transfer of responsibilities at two
stages of the Project:
When the construction is complete and all Category “A” punch points are
cleared, TAAZ Construction Manager hands over the System/Subsystem to TAAZ
Commissioning Manger. At this time, responsibility for the Project activities gets
transferred from Construction Team to Commissioning Manager. The transfer of
responsibility is documented using Ready for Pre-commissioning Certificate
(RPCC).
After pre-commissioning of Utility Sub-systems, TAAZ may wish to run the Utility
sub-systems for pre-commissioning of other Sub-Systems. In such case, TAAZ may
apply for a Provisional Sub-system Mechanical Completion Certificate (PSSMCC).
Upon issue of PSSMCC, TAAZ may start up and run the Utility Sub-system. After
completion of the required activities, TAAZ may apply for SMCC and hand over
the Utility System to BOC.
As per the agreement between TAAZ and BOC, TAAZ has to commission some
process Sub-systems before handing over to BOC. After pre-commissioning of
such Sub-systems, TAAZ will apply for PSSMCC. TAAZ will commission them, apply
for SMCC and hand over to BOC.

PCS is fed with all details relating to each Sub-system like tests involved and the
relevant test sheets. PCS is used to monitor status of Punch list items,
Preservation of equipment, Pre-commissioning, Mechanical Completion and
Commissioning activities. RPCC and SMCC certificates are produced by PCS, after
checking all the preceding activities are completed.
TAAZ Turn Over Co-ordinator will be the focal point during this phase.

7.0 DEFINITIONS
7.1 Ready for Pre-commissioning
Construction of a System is considered to be complete when the system is
constructed as per as per approved documents & Project specifications and
category “A” punch items are liquidated. This signifies that the System is ready
for Pre-commissioning. Issue of “Ready for Pre-commissioning Certificate” marks
the transfer of responsibilities from TAAZ Construction Manager to TAAZ
Commissioning Manager. Both the teams review all the documents relating to
certification of completion of construction like PCS “A” check sheets, Vendor
reports and marked up “As built” drawings.

TAAZ may apply for a SMCC for each System, not earlier than 14 days prior to the
date when they believe they will achieve System Mechanical Completion. BOC
shall respond within 5 days either by signing the SMCC or by rejecting while
specifying the reasons for rejection.
7.5 Hand Over
Upon issue of an SMCC, Care and control of that system will pass to BOC, who
may then start to perform commissioning on that system. Such use of a System
will take place as per Clause 10.2 of Contract.
During this time, however, should TAAZ wish or require to work on the Subject
System (remedial works and punch list clearance), TAAZ shall first inform BOC in
writing of the nature of work intended and its likely duration, and shall obtain
from BOC the formal written authorisation to proceed.
At the end of the period of usage, TAAZ can apply for a SMCC as per para 7.4.
All operating and maintenance records of the period of usage of the System shall
be included in the Handover Dossier.
7.6 Section
Section means a part of the works for which a Taking over certificate can be
issued. The following Sections have been defined:

The above Sections together constitute the complete Permanent works.
7.7 Sectional Taking-over Certificate
A Sectional Taking-over Certificate (STOC) means a certificate issued by BOC
under Clause 10 of Contract. TAAZ shall apply for a STOC for each Section, not
earlier than 14 days prior to achieving System Mechanical Completion for all
Systems comprising that Section.
7.8 Section Handover
All commissioning activities, undertaken by BOC on a Section following the issue
of STOC, shall be performed under BOC’s Plant Permit to Work System, Safety
procedures and regulations.
During this time, should TAAZ wishes or requires to return to work on the subject
System (remedial works and Punch list clearance), TAAZ shall inform BOC in
writing of the nature of work intended and likely duration, and shall obtain from
BOC the formal written authorisation to proceed.
7.9 Project Taking-Over Certificate
TAAZ may apply for a Project Taking-Over Certificate (POTC), as soon as SOTC
for all Sections of the Project work have been issued.
7.10 Final Completion
Final Completion means the stage of the Works when the following has occurred:

A basic requirement of PCS, is to break down the Project into different Systems
& Sub-systems specifying their boundaries, assigning acceptance criteria to each
tagged item and control the Pre-commissioning and Commissioning activities by
filling out specific Check sheets, Test sheets and monitor the day to day field
completion progress.
Status reports of individual system are produced allowing the completion of that
system by issuing a completion certificate prompting the System to proceed for
Start-up.
8.1 Systemization
Overall planning and execution of the project will be optimised if pre-
commissioning and commissioning activities are organised not as a whole plant
activities, but by sections referred to as “System” and “Sub-system.”
The Systemisation procedure will be applied to Process units, Utilities and all
supporting Power, Instrument and Telecommunication systems.
Civil works and buildings will be handed over to BOC by area rather than on a
system basis.
The division into systems generally corresponds to the various fluids or services
of the installation or facility. Typical examples of systems are:
Nitrogen system.
Condensate stabilization
Instrument Air / Plant Air System
Feed Compression system
Integrated Control System

8.2 Standard Check Sheets
Disciplines are categorised as Piping, Mechanical, Electrical, Instrumentation,
Telecom, Civil & Structural, Safety, Heating, Ventilation and Air Conditioning
(HVAC).
Each discipline has a list of Check sheet and Test record sheet which are assigned
to different types of items.
Each Check sheet carries a unique number according to the type of item it
intended to check (e.g., Pump, Motor, Transmitter and Transformer etc.)
Check sheets are categorised for each discipline as A, B and C at suffix of each
unique number.
Every type of tag items of each discipline is assigned with one or many pre-
defined check sheets which need to be filled during the process of completion
and duly signed by authorized persons of TAAZ and BOC.
Progress of filling of these check sheets will be monitored by PCS against the
scope for each tag.
For Process units, Tables are provided with each Commissioning Procedure.
These Tables are considered as Check Sheets. PCS is updated on the basis of
completion and signing off of Commissioning Procedures.
8.3 The Database
All tagged items for all discipline (Mechanical, Electrical, Instrument, Piping,
Safety, Telecommunications and HVAC) are entered into the database. These
tags are
extracted from various engineering database e.g., Piping line list, Equipment list,
Instrument List, Instrument Cable Schedule, Electrical Equipment list, Electrical
cable schedule etc.

All tags in the database are assigned with the Sub-system number as per the
marked-up P&ID, SLD and Plot Plan.
This provides a clear and auditable trail of which elements (sub-systems) of the
plant can be handed from construction to commissioning i.e. change of custody.
This means of control is imperative for the implementation of a safe system of
work.

All acceptance records are maintained in the Hand Over Dossier as well as soft
copy in PCS database.
All hard copies of check and test sheets and completion certificates are scanned
and kept in respective subsystem folder of PCS database.
Note: Till the completion of Pre-commissioning activities, TAAZ will apply their
own PTW procedures.
8.5 Preservation Monitoring in PCS
PCS has the facility to monitor preservation status of equipment.
All Punch list items are grouped into three categories, “A”, “B” and “C”.
After raising PL in punch list entry form, it will be handed over to PCS operator
for entering to the PCS system, which in turn generates the status report.

Print out of PL database can be filtered as per subsystem and/or discipline and
will be handed over to Turn Over Co-ordinator for liquidation.
After completion of the PL activity, this PL print, duly signed out by authorized
person would be submitted to PCS operator to close the PL item and update the
status.
The first section accommodates the status index of Sub-systems along with the
Mechanical Completion Certificates of Sub-systems and relevant mark-up
drawings and PL status. Preservation Reports are also included in the Dossier.

Integral Systems :
TAAZ confirms that the above Section has been constructed and pre-commissioned in
accordance with BOC requirements, except for items listed on attached punch list and those
identified on the punch lists for each of the integral Systems with its System Mechanical
Completion Certificate.
In accordance with Clause 10 of the Contract, upon BOC signature of this Certificate, BOC
certifies that all functional systems identified as integral to this Section have been handed
over to BOC for the performance of commissioning activities.
In consequence and in accordance with the Contract provisions for Sectional completion, the
subject Section is acknowledged, by virtue of this certificate having been issued, as Complete
and the Warranty period, for the subject Section as having commenced upon the date of this
Certificate.
Issue of this Section Taking-Over Certificate shall not relieve TAAZ from its warranty
obligations or any other provisions of the Contract which expressly or by their nature survive
the said Certificate and or the Contract.

Integral Sections :
TAAZ confirms that the Project work and all identified Sections thereof, have been
constructed and pre-commissioned in accordance with BOC requirements, except for items
listed on attached punch list and those identified on the punch lists for each of the integral
Sections and Systems.
In accordance with Clause 10 of the Contract, upon BOC signature of this Certificate, BOC
certifies that all Sections and Systems identified integral to the Work are mechanically
complete, have been tested and pre-commissioned and have been handed over to BOC for the
performance of Commissioning activities.
In consequence and in accordance with the Contract provisions, the Work is acknowledged, by
virtue of this certificate having been issued, as Complete and the Warranty period, for such
elements of the Work not otherwise covered by Sectional Taking-Over Certificate and an
associated Warranty period, as having commenced upon the date of this Certificate.
Issue of this Project Taking-Over Certificate shall not relieve TAAZ from its warranty
obligations or any other provisions of the Contract which expressly or by their nature survive
the said Certificate and or the Contract.

The Work, identified under the Contract has been certified complete both by identified section
and as a whole;
TAAZ has provided to BOC, all documents and other information required under the Contract;
The Permanent works are capable of being operated safely under all anticipated or likely
operational conditions and all training required under the Contract has been provided;
The Permanent work is in a condition which allows BOC to comply by all laws relating to the
operation;
All approvals to be obtained by TAAZ under the Contract and which are necessary for the
operation of the Permanent work have been obtained and have been transferred (to the extent
necessary and / or permitted by Law) to BOC or their nominees;
All punch list items of whatever nature or grade, issued in respect of a System and / or a
Section and / or the Work, and all remedial work of replacement and / or repair has been
completed, and
All commissioning and start up tests have been successfully executed.
The parties to the Contract agree hereby and herewith that, by the issue and signature of this
Final Completion Certificate, TAAZ has achieved Final Completion on _______ (enter Date) and
that
Issue of this Final Completion Certificate shall not relieve TAAZ from its warranty obligations
or from any other obligations or provisions of the Contract which expressly or by their nature
survive the said Certificate and / or the Contract.
