1.0 INTRODUCTION
This document describes the methodology of transfer of responsibilities at two
stages of the Project:

1. From TAAZ Construction to TAAZ Commissioning for Pre-commissioning

activities
2. From TAAZ Commissioning to BOC for commissioning and start-up activities

This document describes Project Completion System (PCS), which is used as a

tool to monitor progress of Punch list liquidation, Pre-commissioning activities,
Preservation of equipment and the documentation involved there on.
2.0 SCOPE
The scope of the document starts from Punch listing after construction of the
Project and continues till the Final Completion Certificate is issued by BOC in the
Ebla Gas Project.
3.0 GENERAL INTRODUCTION
Project Construction team of TAAZ completes the construction as per approved
documents and Project specifications. When the construction is nearing
completion, the Commissioning Team headed by the TAAZ Commissioning
Manager starts organising Pre-commissioning activities.

When the construction is complete and all Category “A” punch points are
cleared, TAAZ Construction Manager hands over the System/Subsystem to TAAZ
Commissioning Manger. At this time, responsibility for the Project activities gets
transferred from Construction Team to Commissioning Manager. The transfer of
responsibility is documented using Ready for Pre-commissioning Certificate
(RPCC).

Upon completion of all Pre-commissioning activities of all Sub-Systems, System is

considered “Mechanically Complete”. At this point, the System is handed over to
BOC. This activity is documented by “System Mechanical Completion Certificate”
(SMCC). The transfer of responsibility from TAAZ Commissioning Manager to BOC
is called “Hand over”.

After pre-commissioning of Utility Sub-systems, TAAZ may wish to run the Utility
sub-systems for pre-commissioning of other Sub-Systems. In such case, TAAZ may
apply for a Provisional Sub-system Mechanical Completion Certificate (PSSMCC).
Upon issue of PSSMCC, TAAZ may start up and run the Utility Sub-system. After
completion of the required activities, TAAZ may apply for SMCC and hand over
the Utility System to BOC.

As per the agreement between TAAZ and BOC, TAAZ has to commission some
process Sub-systems before handing over to BOC. After pre-commissioning of
such Sub-systems, TAAZ will apply for PSSMCC. TAAZ will commission them, apply
for SMCC and hand over to BOC.

BOC commissioning team performs the commissioning activities, with the

assistance of TAAZ Commissioning Team. BOC continue start-up and conduct
Operating Performance test and Capacity Performance test of the plants. Final
Completion Certificate (FCC) is issued by BOC after successful completion of the
Performance tests.

PCS is fed with all details relating to each Sub-system like tests involved and the
relevant test sheets. PCS is used to monitor status of Punch list items,
Preservation of equipment, Pre-commissioning, Mechanical Completion and
Commissioning activities. RPCC and SMCC certificates are produced by PCS, after
checking all the preceding activities are completed.

TAAZ Turn Over Co-ordinator will be the focal point during this phase.

7.0 DEFINITIONS
7.1 Ready for Pre-commissioning
Construction of a System is considered to be complete when the system is
constructed as per as per approved documents & Project specifications and
category “A” punch items are liquidated. This signifies that the System is ready
for Pre-commissioning. Issue of “Ready for Pre-commissioning Certificate” marks
the transfer of responsibilities from TAAZ Construction Manager to TAAZ
Commissioning Manager. Both the teams review all the documents relating to
certification of completion of construction like PCS “A” check sheets, Vendor
reports and marked up “As built” drawings.

The transfer of responsibility is achieved by issuing a Ready for Pre-

commissioning Certificate (RPCC). A model RPCC is attached as Attachment-1.
TAAZ Construction Manager signs off certifying completion and TAAZ
Commissioning Manager signs as Acceptor of the system.

After the issue of RPCC, TAAZ Commissioning Manager starts Pre-commissioning

activities.
7.2 Systems Exempted from RPCC
Systems which do not need any pre-commissioning activities are exempted from
issue of RPCC. The exempted systems are Pipe racks, Fencing and gates, Roads
and Civil Area Completion. For these systems, MCC will be issued upon
completion of construction and liquidation of category A and B punch list items.

8.0 PCS
The Project Completion System (PCS) is a completion monitoring tool.

Project No.:
Project Doc. No.:QC-PR-09
Handover Procedure Rev.: 001
Date: 10-02-2019

A basic requirement of PCS, is to break down the Project into different Systems
& Sub-systems specifying their boundaries, assigning acceptance criteria to each
tagged item and control the Pre-commissioning and Commissioning activities by
filling out specific Check sheets, Test sheets and monitor the day to day field
completion progress.

PCS does the following functions:

 It is configured to monitor the day to day progress of Construction, Pre-

commissioning and Commissioning activities of all tags in every defined
subsystem of the entire facilities.
 It monitors the Punch list and liquidation of punch items.
 It monitors the periodic records of preservation activities.

Status reports of individual system are produced allowing the completion of that
system by issuing a completion certificate prompting the System to proceed for
Start-up.
8.1 Systemization
Overall planning and execution of the project will be optimised if pre-
commissioning and commissioning activities are organised not as a whole plant
activities, but by sections referred to as “System” and “Sub-system.”

The Systemization procedure xxx-xx-xxxx is applied to

 Split all the facilities into Systems and Sub-systems.

 Define the exact limits and content of each System and Sub-system by
marking on P&ID and SLD.
 Identify Systems and Sub-systems by the function that they perform and
assign a unique System Code.

The Systemisation procedure will be applied to Process units, Utilities and all
supporting Power, Instrument and Telecommunication systems.

Civil works and buildings will be handed over to BOC by area rather than on a
system basis.

The PCS database is populated on the basis of Systems and Sub-systems.

8.1.1 System
A system is a major subdivision of an installation or facility, either process or
utility that performs a major operational function of the plant.

The division into systems generally corresponds to the various fluids or services
of the installation or facility. Typical examples of systems are:

 Nitrogen system.
 Condensate stabilization
 Instrument Air / Plant Air System
 Feed Compression system
 Integrated Control System

Project No.:
Project Doc. No.:QC-PR-09
Handover Procedure Rev.: 001
Date: 10-02-2019

 Low Voltage Power Distribution

8.1.2 Sub-Systems
A sub-system is a further division of a system that performs a given operational
function with no or little interference from the other sub-systems.

Typical sub-systems are:

 Metering skid
 Distribution system
 Compressor
 Flare - Low Pressure and High Pressure
 Storage system
8.2 Standard Check Sheets
Disciplines are categorised as Piping, Mechanical, Electrical, Instrumentation,
Telecom, Civil & Structural, Safety, Heating, Ventilation and Air Conditioning
(HVAC).

Each discipline has a list of Check sheet and Test record sheet which are assigned
to different types of items.

Each Check sheet carries a unique number according to the type of item it
intended to check (e.g., Pump, Motor, Transmitter and Transformer etc.)

Check sheets are categorised for each discipline as A, B and C at suffix of each
unique number.

A-category check sheets are Construction check sheet,

B-category check sheets are Pre-commissioning and
C-category check sheets are Commissioning for each discipline.

Every type of tag items of each discipline is assigned with one or many pre-
defined check sheets which need to be filled during the process of completion
and duly signed by authorized persons of TAAZ and BOC.

Progress of filling of these check sheets will be monitored by PCS against the
scope for each tag.

A list of check sheets are attached in Attachment-6.

For Process units, Tables are provided with each Commissioning Procedure.
These Tables are considered as Check Sheets. PCS is updated on the basis of
completion and signing off of Commissioning Procedures.
8.3 The Database
All tagged items for all discipline (Mechanical, Electrical, Instrument, Piping,
Safety, Telecommunications and HVAC) are entered into the database. These
tags are
extracted from various engineering database e.g., Piping line list, Equipment list,
Instrument List, Instrument Cable Schedule, Electrical Equipment list, Electrical
cable schedule etc.

Project No.:
Project Doc. No.:QC-PR-09
Handover Procedure Rev.: 001
Date: 10-02-2019

All tags in the database are assigned with the Sub-system number as per the
marked-up P&ID, SLD and Plot Plan.

All tags in database are assigned with Construction, Pre-commissioning and

Commissioning Check and Test sheets which are pre-identified and approved by
Commissioning team.

Completion milestones are identified as per the commissioning sequence /

schedule and accordingly configured in the reports.

The PCS database is developed from the following

 Process / Utility System / Subsystem List

 P & ID mark up as per System/Subsystem limit
 Piping Line List
 Piping Hydro Test Pack List
 Master Equipment Index
 Instrument Cable Schedule
 Instrument Index
 Instrument Loop Index
 JB Schedule Instruments
 Fire & Gas Tag list
 Fire and Gas Loop Index
 F&G Cable Schedule
 Electrical Single Line Diagram
 Switch Board Schedule
 Distribution Board Schedule
 Electrical Cable Schedule
 Electrical - Lighting and Small Power
 Earthing and Cathodic Protection
 Telecom Equipment Index
 Telecom Cable Schedule
 Telecom Loop Index
 Vendor Drawing & Documents
 Safety equipment layout diagram
 Civil plot plan mark-up diagram
8.4 Progress Monitoring in PCS
The PCS completions status allows Project team to review at any one time
exactly what has been completed together with any remaining associated punch
list items.

This provides a clear and auditable trail of which elements (sub-systems) of the
plant can be handed from construction to commissioning i.e. change of custody.
This means of control is imperative for the implementation of a safe system of
work.

Completion progress is monitored by entering the completion date of the filled

and signed off check and test sheets in PCS for each tag of every discipline.

Project No.:
Project Doc. No.:QC-PR-09
Handover Procedure Rev.: 001
Date: 10-02-2019

All acceptance records are maintained in the Hand Over Dossier as well as soft
copy in PCS database.

All hard copies of check and test sheets and completion certificates are scanned
and kept in respective subsystem folder of PCS database.

Completion certificates shall be issued as per the Subsystem completion status.

Once a sub-system is declared ready for handover from TAAZ Construction to

TAAZ Commissioning, Ready for Pre-commissioning Certificate (CCC) is issued.
8.4.1 Livening-up Notice:
Livening-Up Notice (LUN) is issued whenever an electrical system is powered up
or a Sub-system / System is pressurized. LUN is issued with a print out verifying
all necessary checks together with acceptable punch list status. This is duly
signed by the relevant parties. LUN is attached to Permit to Work (PTW), this is
a pre-requisite to Pre-commissioning. A model LUN is attached in Attachment-7.

Note: Till the completion of Pre-commissioning activities, TAAZ will apply their
own PTW procedures.
8.5 Preservation Monitoring in PCS
PCS has the facility to monitor preservation status of equipment.

PCS database is populated with details of the equipment/item which need

preservation, the procedure and frequency of preservation.

Periodical reports of preservation status of equipment can be derived from PCS.

Preservation reports of equipment form part of documentation during Mechanical

Completion.

A list of Preservation Check list is attached in Attachment-8

8.6 Punch List Control in PCS
Punch lists are produced as per Punch List Procedure XX-XXX-XX-XX-XXXX by the
authorized persons during checking of individual items and also during joint
inspection.

All Punch list items are grouped into three categories, “A”, “B” and “C”.

“A” category must be cleared before start of Pre-commissioning activities.

“B” category can be completed before Mechanical Completion.

“C” category can be cleared before final completion.

After raising PL in punch list entry form, it will be handed over to PCS operator
for entering to the PCS system, which in turn generates the status report.

Project No.:
Project Doc. No.:QC-PR-09
Handover Procedure Rev.: 001
Date: 10-02-2019

Print out of PL database can be filtered as per subsystem and/or discipline and
will be handed over to Turn Over Co-ordinator for liquidation.

After completion of the PL activity, this PL print, duly signed out by authorized
person would be submitted to PCS operator to close the PL item and update the
status.

Hard copy of this cleared PL print out would be preserved in a separate PL

folder.
9.0 HAND OVER DOSSIER
Hand over dossier is compiled for each System and it consists of two sections.

The first section accommodates the status index of Sub-systems along with the
Mechanical Completion Certificates of Sub-systems and relevant mark-up
drawings and PL status. Preservation Reports are also included in the Dossier.

The second section of the Dossier accommodates the status of database

generated from PCS for commissioning activities and Ready for Start-up
Certificate for that system.

The cover page of Hand over dossier is attached as Attachment-9.
