Upon arriving in the meeting place at 8:01

a.m., the team of NCIP and KALAHI CIDSS
witnessed Datu Benhur Mansulonay held a
meeting attended by the community. He
discussed about the ADSDPP (Ancestral
Domain Sustainability Development
Protection Plan) and the things they might aid
to finish it in a short period of time following
the possible standard procedure. When
Tumuay ended his speech, he respectfully
gave the floor to the team. The program Tumuay discussed ADSDPP in the community at balay

some issues, regarding on the extention of
(Certificate Ancestral Domain Title) CADT 079 which is directly given an answer in the persona of
Veronica Lobo-od, CDO III, NCIP. She replied the inquiry of the aforementioned Datu by enumerating
the possible answers to the query: first, make a petition, secondly, individual application of new
CADT. She also expounded the discourse that
she never faced a situation on the extention of
CADT that is already done in her entire life.
Veronica Lobood specifies to ask first if the
extension is possible to make it sure. Rooting on
the issue of Esperanza, Mahagsay and BInicalan
on who is able to govern some portion of San
Luis, Agusan Del Sur which does not belong in
any CADT as to where they would like be part of.
Veronica Lobood specified the extention of CADT at balay
Kamalangan and Kandiisan’s CADT do not belong
tulugan, Binicalan, San Luis, Agusan Del Sur to the CADT of Binicalan, Esperanza, and

Kamalangan and Kandiisan must have an
arrangement as to where they want to be governed or to apply CADT.
 Since the inquiry has been answered,
Veronica Lobood started the
program with a greeting followed by
the introduction of the resource
mapping lecturer Daniel De
Guzman, an expert from NCIP-San
Luis, Agusan Del Sur, she stated.
What you are going to do this time
is resource mapping not sectoral
mapping. The vital role of resource
mapping is to show the face of
Mr. Daniel De Guzman explained resource mapping at balay tulugan, every Community “Banuwahan”,De
Binicalan, San Luis, Agusan Del Sur

mapping we can identify as to how
many household before and this day.
Everything you can see around will be put on resource mapping such as mountains, creeks, schools,
falls and etc..Today’s lecture is just a review because it is already a book 5 years ago. ADSDPP has a 5
year plan. If you can observe some of your plans has been made such as tribal house and road
development. There were many of the plans written in the book “ADSDPP” that were not yet
implemented.
After De Guzman’s lecture was finished, participants were working actively and he collected the
finish product every community “Ban uwahan”.

The activity was ended at 5:00 in the afternoon.

On the second day of A.D. Parameters all the participants and KALAHI staffs alongside with
the NCIP staff led by Veronican Lobood, CDO III gathered on the “Balay Tulugan” to continue some
remaining discussion on determining the ancestral domain parameters. It was seen that the process
and flow of the event were successful. All the participants were so excited to know that the plan for
community development on building the ADSDPP is on-going. Thus, the speakers reminded the
community to continue their undying support to achieve the main objective.
The day ended by a greeting of Lobood extending her thanks to the Barangay Binicalan
Council spearheaded by Barangay Captain Hon. Dhonnie Dique, tribal leaders of every Community,
Community Base Working Group (CBWG), attending participants and to the whole community for
welcoming NCIP and KALAHI CIDSS as one of their partners together with other government sectors
in planning, building and realizing their dreams. She briefly encouraged the community to work hard
hand by hand to obtain their visions at any cost so that generation to generation could have a
brighter future. Years from now young ones will reach the basic, secondary and tertiary education
until all of them can lend a good job, she added. May your dreams be heard and your vision be
realized. We may be departing from each other but our bond as family will remain forever. We will
never forget the good deeds that every one of you imparted. Kodus everyone and have a good day
ahead, Veronica Lobood, CDO III expressed before each camp depart.
