SHORT FILM “SILANG STORY” VIDEO COMPETITION

GUIDELINES:

Participants:
• Open to all junior/senior high school (secondary) students who are currently
enrolled in any public and private institutions or schools in Vigan City.
• Each competing team shall have a minimum of five (5) student members, including
writers, casts, and directors.
• Team members may include teachers/non-teaching staff from the same
school/institution.

Mechanics:
1. Only the first twelve (12) entries will be accepted.

3. Participants from each team must attend the live judging.


4. Entry teams may use smartphones, digital cameras, laptop, digital materials and editing
softwares, props and instruments. Animations and/or digital graphics are also permitted.
The use of premade digital formats from digital platforms with templated reels, such as
TikTok, Canva, CapCut, Instagram, will not be allowed.
5. All creative endeavors including but not limited to scriptwriting, directing, shooting,
editing, and musical scoring should be done by the team members. If creative endeavors
of the film are done by somebody not part of the registered team member, the film is
disqualified to join the competition.
6. The film must at least be ten (10) minutes long but not longer than twelve (12) minutes
in duration, including opening and closing credits.
7. The participating team shall depict their video presentation with the content related to
“Diego and Gabriela Silang” and their relevance to the history of Vigan, Ilocos Sur.
8. Film may be in various dialect/language i.e., Ilocano, Filipino, Spanish, or English,
however, subtitling in English is highly encouraged.
9. Usage of pre-recorded music is allowed but these should be acknowledged in the credits
of the film. It is however encouraged that, teams come up with original musical scoring.
10. The video submitted should not be previously published in any online personal or public
platforms. Each entry must be an original content and must not contain any ideas,
concepts, sound recordings and audio-visual works or other creative elements or
intellectual property of a third party.
11. Each entry must not contain any offensive, inappropriate, disparaging scenes/acts which
could adversely affect the name, reputation on goodwill of any individual/institution.
Violation of this item shall disqualify the competing team involved.
12. All entries shall be considered as property of the City Government and shall be uploaded
in various media for public viewing.
