biển MOSES tại Viện NCKH&TK

TECHNICAL REQUIREMENTS
For renting license of MOSES software at NIPI

1. MỤC ĐÍCH SỬ DỤNG DỊCH VỤ / PURPOSE OF SERVICE:

1.1. Mục đích sử dụng dịch vụ / Purpose of service:
Để đáp ứng nhu cầu tính toán, phân tích quá trình transportation, uppending, launching, loadout
các công trình biển, mooring các phương tiện nổi, Liên doanh Việt – Nga Vietsovpetro - Viện
NCKH&TK có nhu cầu thuê bổ sung 01 license phần mềm MOSES.
To meet the needs of calculating and analyzing the process of transportation, uppending,
launching, loadout of offshore facilities and mooring of vessel, Reseach and Engineering Institute
(NIPI) of Vietsovpetro Joint Venture (Vietsovpetro) needs to rent an additional license of Moses
software.
1.2. Thời hạn khai thác dịch vụ/ Timeframe of service: trong vòng 12 tháng kể từ ngày cài đặt
thành công / 12 months since the day of success installation.

2. YÊU CẦU CHUNG ĐỐI VỚI DỊCH VỤ / GENERAL REQUIREMENTS FOR SERVICE:
2.1. Các yêu cầu cơ bản đối với dịch vụ/ Basic requirements for the Service:
- Viện NCKH&TK có nhu cầu thuê phần mềm MOSES Ultimate với số lượng bản quyền
(license) và thời gian thuê cụ thể như sau:
NIPI need to rent MOSES software with the number of licenses and the specific rental period
as follows:

2.2. Yêu cầu chức năng phần mềm/ Required functions

 Nhà thầu được yêu cầu cung cấp phần mềm MOSES Ultimate, bao gồm nhưng không giới hạn các
chức năng sau/ The contractor is required to provide the MOSES Ultimate module, including but
not limited to the following functions:
- Loadout ballast calculation
- Jacket launching analysis
- Transportation analysis
- Jacket Floating & Upending Analysis
- Moored Vessels Analysis
2.3. Yêu cầu về giấy phép sử dụng phần mềm / Requirements of software license
- Người sử dụng của Vietsovpetro có thể truy xuất và khai thác giấy phép sử dụng Phần mềm từ
bất kỳ điểm kết nối nào trong mạng máy tính của Vietsovpetro. Các kỹ thuật kiểm soát giấy
phép sử dụng Phần mềm nếu có của nhà thầu không được hạn chế quyền sử dụng (liên tục,
vĩnh viễn) của Vietsovpetro. Nhà thầu có trách nhiệm đảm bảo quyền sử dụng liên tục phần
mềm trong thời hạn hiệu lực của giấy phép, bao gồm nhưng không bị giới hạn trong các trường
hợp sau:
Vietsovpetro users can access and use Software license from any host in Vietsovpetro network.
Techniques, if exist, from the supplier to control software license, cannot restrict the right
(continuously, permanently) of Vietsovpetro in use of Software. Supplier has to ensure the right
(continuously, permanently) of Vietsovpetro in use of Software during period of valid time of
license, including but not limited to, in the following cases:
• Trong trường hợp cung cấp giấy phép sử dụng có thời hạn, khi hết hay sắp hết thời hạn,
nhà thầu cần chuyển giao giấy phép sử dụng mới, để bảo đảm khả năng sử dụng liên tục
Phần mềm. Việc cấp phát này không tính phí và không phụ thuộc vào việc Vietsovpetro có
hay không mua dịch vụ bảo trì và hỗ trợ kỹ thuật đối với Phần mềm.
In case of license is provided for a limited period (such as a license file), before of license
expiration, the supplier has to generate and transfer the new licenses to Vietsovpetro to
ensure the continuous in use of Software. This (generate & transfer) is not charged and
does not depend on whether or not Vietsovpetro buying maintenance service and technical
support for Software.
• Trong trường hợp cung cấp giấy phép sử dụng có ràng buộc với một thiết bị phần cứng,
khi phải thay đổi thiết bị do lý do thích đáng, nhà thầu cần chuyển giao giấy phép sử dụng
mới, để bảo đảm khả năng sử dụng liên tục Phần mềm. Việc cấp phát này không tính phí
và không phụ thuộc vào việc Vietsovpetro có hay không mua dịch vụ bảo trì và hỗ trợ kỹ
thuật đối với phần mềm.
In case of license is tied to any hardware device, if this device need be changed because of
appropriate reasons, the supplier have to generate and transfer the new licenses to
Vietsovpetro to ensure the continuous in use of Software. This (generate & transfer) is not
charged and does not depend on whether or not Vietsovpetro buying maintenance service
and technical support for Software.
- Giấy phép sử dụng Phần mềm không giới hạn Vietsovpetro sử dụng Phần mềm như một trong
nhiều công cụ phục vụ công tác sản xuất hàng ngày, không phân biệt kết quả của công tác sản
xuất hàng ngày đáp ứng nhu cầu của chính Vietsovpetro hay là một phần của công tác dịch vụ
cho bên thứ ba.
Software license does not restrict Vietsovpetro to use the Software as one of tools in daily
business operation, regardless of the outcome of daily business operation belong to the internal
business operation or the part of the service to third parties.

3. YÊU CẦU VỀ NĂNG LỰC KINH NGHIỆM CỦA NHÀ THẦU / REQUIREMENTS
ON COMPETENCE AND EXPERIENCE OF THE CONTRACTOR.
3.1. Yêu cầu chung đối với nhà thầu / General requirements for contractor
- Nhà thầu phải được ủy quyền là đại lý, nhà cung cấp hoặc là đối tác thương mại từ hãng sản
xuất phần mềm hoặc từ nhà phân phối chính thức trong khu vực.
The CONTRACTOR must be authorized as an agent, supplier or commercial partner from the
software producer or from an official regional distributor.
3.2. Yêu cầu về năng lực kinh nghiệm của nhà thầu / Requirements on the Bidder's capacity
and experience.
- Nhà thầu phải có kinh nghiệm trong việc cung cấp phần mềm, cung cấp dịch vụ bảo trì, hỗ trợ
kỹ thuật cho các phần mềm kỹ thuật ứng dụng trong lĩnh vực thiết kế công nghiệp và công
trình biển trong vòng 05 năm qua (kể từ 01/01/2019).
The CONTRACTOR must have experience in providing software, providing maintenance
services, and providing technical support for engineering softwares in the field of industrial
and offshore structures design within the past 5 years (since 01/01/2019)
- Nhà thầu có tối thiểu có một cán bộ chuyên ngành tin học/ công nghệ thông tin phụ trách công
tác bảo trì, hỗ trợ kỹ thuật đảm bảo phần mềm vận hành ổn định, khắc phục các sự cố phát sinh
kịp thời liên quan đến phần mềm từ xa/ tại chỗ khi cần thiết.
The CONTRACTOR has at least one computer/information technology staff in charge of
maintenance and technical support to ensure stable software operation, and timely
troubleshoot arising problems related to the software at local or from remote as needed.
- Nhà thầu có tối thiểu có một cán bộ chuyên ngành kỹ thuật liên quan (như kỹ sư hàng hải/cơ
khí/ xây dựng/xây dựng công trình biển) thực hiện hỗ trợ vận hành và sử dụng phần mềm: Có
ít nhất 5 năm kinh nghiệm làm việc liên quan tới phần mềm, tham gia tối thiểu 03 dự án tương
tự trong đó có thực hiện công tác bảo trì phần mềm, hỗ trợ kỹ thuật vận hành và tư vấn/đào tạo
sử dụng phần mềm.
The CONTRACTOR has at least one relevant technical staff (such as marine/mechanical
engineer/construction/offshore construction) to support the operation and use of the software:
At least 5 years of working experience related to software, participating in at least 03 similar
projects, including performing software maintenance, technical support and
consulting/training on software use.

4. YÊU CẦU VỀ KẾ HOẠCH THỰC HIỆN DỊCH VỤ / REQUIREMENTS OF

SERVICE PLAN
- NHÀ THẦU phải cung cấp kế hoạch / phương án thực hiện, mô tả đầy đủ về kế hoạch cung
cấp phần mềm, chỉ rõ cách thức và thời điểm các phần mềm này được cung cấp, chuyển giao
và hoàn thành cài đặt trên các máy tính tại văn phòng Viện NCKH&TK, kế hoạch khắc phục
lỗi, hỗ trợ trong trường hợp phần mềm báo lỗi, không sử dụng được.
The CONTRACTOR shall provide an implementation plan / schedule, a complete description
of the plan to provide the software, specifying how and when the software is supplied, delivered
and installed on computers at the office of R&E Institute, plan to fix errors, support in case
the softwares exist errors and cannot be used.

 5. YÊU CẦU VỀ CÀI ĐẶT, CHUYỂN GIAO, BẢO HÀNH VÀ HỖ TRỢ KỸ THUẬT /
REQUIREMENTS OF INSTALLATION, DELIVERY, WARRANTY AND
TECHNICAL SUPPORT
- NHÀ THẦU có trách nhiệm cài đặt phần mềm lên máy tính của Viện NCKH&TK.
The CONTRACTOR is responsible for installing the software on the designated computer of
R&E Institute.
- Nhà thầu phải có trách nhiệm bảo hành phần mềm và hỗ trợ kỹ thuật theo chính sách của hãng
sản xuất trong suốt thời gian thực hiện DỊCH VỤ.
The CONTRACTOR shall be responsible for software warranty and technical support in
accordance with producer's policy for the duration of the SERVICE.
- NHÀ THẦU phải cử người hỗ trợ, khắc phục lỗi phần mềm trong suốt thời gian thực hiện
DỊCH VỤ, thời gian khắc phục lỗi phần mềm không quá 01 ngày làm việc.
The CONTRACTOR has to assign staffs to support and fix software errors during the period
of SERVICE, deadline of fixing software errors does not exceed 01 working day.

6. TÀI LIỆU YÊU CẦU /REQUIREMENTS ON DOCUMENTS:

Trong hồ sơ dự thầu, NHÀ THẦU phải cung cấp các tài liệu/hồ sơ, bao gồm nhưng không giới
hạn các nội dung sau:
- Năng lực và Kinh nghiệm của NHÀ THẦU;
- Giấy xác nhận là đại lý/nhà cung cấp ủy quyền từ hãng sản xuất phần mềm hoặc từ nhà phân
phối chính thức trong khu vực hoặc tài liệu tương đương.
- Kế hoạch thực hiện DỊCH VỤ (cách thức cung cấp và chuyển giao phần mềm, thời gian, kế
hoạch cài đặt, khắc phục lỗi, phương án triển khai DỊCH VỤ trong điều kiện dịch bệnh,
v.v);
- Cung cấp bằng cấp, chứng chỉ đào tạo về phần mềm, hợp đồng lao động có hiệu lực, hợp
đồng tương tự và xác nhận hoàn thành dự án của các nhân sự chủ chốt.
In the bid, CONTRACTOR must provide documents including but not limited to the following:
- Competence and Experience of CONTRACTOR;
- Certification of being an authorized reseller/vendor from the software producer or official
regional distributor, or equivalent;
- SERVICE implementation plan (how to provide and deliver software, time, plan to install,
fix errors, plan to deploy the SERVICE under epidemic situation, etc.);
- Degree, software training certificate, valid labor contract, similar contract and
confirmation of project completion of key person.
