The LTE-M mobility is a functionality which allows the user to be moved from one cell to another,
or to be switched to the nearest cell for better performance. Many IoT devices are considered to
be static ones, sending rare, periodical messages (for example: one report every hour). The
evolution of the Cat-M1 technology, with more moving devices being also used for contiguous
transmission, led to the introduction of connected mode mobility capabilities. The Cat-M1
mobility functionality reuses the general handover handling concepts that apply to wideband LTE
UEs, adding specific extensions. In the current solution, only Coverage enhancement (CE) mode A
is supported for Cat-M1 UEs.

To implement the LTE-M mobility functionality for Cat-M1 UEs, the following features have been
introduced starting with the LTE 18SP release.
The LTE4411: Cat-M1: Connected Mode Mobility Support (Phase- I; Intra-Freq Only) feature is
the first LTE-M mobility feature. It reuses the general handover handling concepts that apply to
wideband LTE UEs, adding specific extensions for Cat-M1 UEs. The main characteristics of this
feature are:
Connected-mode intra-frequency handover support for Cat-M1 UEs based on measurement
gaps and X2 and intra-eNB handover.
The only measurement trigger used for A3 events is Reference Signal Received Power (RSRP),
for handover towards better cells.
The Radio Admission Control (RAC) algorithm does not use higher admission thresholds for
handover traffic (handover margins) for Cat-M1 UEs. In the case of Cat-M1 UE handover with
multiple bearers, either all bearers are admitted in the target cell or none of them are (the
handover is rejected).
Only contention-based random access channel (RACH) process usage is supported.
Emergency calls support. They are treated as regular calls.
The LTE5109: Cat-M1: Separate A1, A2 and A3 HO Thresholds from WB LTE feature allows an
independent optimization of Cat-M1 from wideband LTE, based on the specific service
requirements of both systems. The LTE5109 feature introduces a set of Cat-M1-specific
handover-related thresholds:
A1 event threshold
A2 event threshold
A3 offset for intra and inter-frequency handover
Hysteresis and time to trigger parameters for these events
A3 report interval for both intra and inter-frequency handover parameters
The LTE4538: Cat-M1: RRC-Reestablishment Support feature introduces support for Cat-M1
Radio Resource Control (RRC)-reestablishment in case of radio link failure (RLF) and handover
failure.
The LTE5303:Cat-M1: Separate HO Measurement Thresholds for VoLTE and Data feature
further extends the LTE-M mobility functionalities to allow an independent optimization of VoLTE
and data traffic based on a set of separate Cat-M1-specific handover-related thresholds.
Specifically, this feature introduces Cat-M1 QCI1-specific parameters for the A1, A2 and A3 events.
Note that for Cat-M1, the A1 and A2 threshold and hysteresis parameters are common for intra
and inter-frequency handover to reduce complexity. As these thresholds and hysteresis
parameters are created to be QCI1-specific they are used when a UE has an established QCI1
bearer. For more details, see Table: Parameters introduced by the LTE-M mobility features in
LTE19B
The Cat-M1 intra-frequency handover functionality is introduced with the LTE4411: Cat-M1:
Connected Mode Mobility Support (Phase- I; Intra-Freq Only) feature.
Typically, Cat-M1 UEs require measurement gaps for intra-frequency A3 event measurements to

With the introduction of the LTE5109: Cat-M1: Separate A1, A2 and A3 HO Thresholds from
WB LTE feature, a set of Cat-M1-specific handover-related thresholds is introduced. If LTE5109:
Cat-M1: Separate A1, A2 and A3 HO Thresholds from WB LTE is activated, then these new
parameters are used. Otherwise, the A1, A2 and A3 handover events are handled according to the
LTE4411 feature.
Cat-M1 UEs are configured for 80 ms measurement gaps and the scheduler is extended to
support them. A common measurement gap pattern is defined for all Cat-M1 UEs. The system
information block (SIB) slots can be reused as Cat-M1 UEs do not to read them at the same time
with performing measurements. This depends on the value set for the CATMPR SI
repetition patten for Cat-M (siRepPatternCatM) parameter which defines the
system information scheduling repetition pattern. When the value is every8thRF, the
probability of configuring the measurement gaps in the time slot used for SIBs transmission is the
highest.
Measurement gaps are configured by the control plane (C-plane) to an 80 ms time interval to
measure signals from neighboring cells during intra-frequency or inter-frequency handovers only.
During the measurement gap time interval, the Cat-M1 UE monitors the neighboring cell on a
different narrowband than the current LTE-M one. Therefore, transmission or reception cannot
take place during this time. Measurement gaps occupy six contiguous transmission time intervals
(TTIs) per the 80 ms interval. Additional two TTIs of guard band are allocated at the start and end
of the measuring gap period to allow the Cat-M1 UE processing time.
The Cat-M1 UE is also configured to send scheduling request (SR) in UL, which can occupy the
same TTI as the measurement gap. SRs can be configured in the Machine-type Communication
If the measurement gap gets configured in the same subframes as the SR, the Cat-M1 UE cannot
send SRs.Therefore, before the measurement gap configuration, the eNB checks for conflicts. If a
conflict appears, an offset is added so that the measurement gap is shifted accordingly. This
offset applies to all the measurement gaps of the respective Cat-M1 UE.
Random access channel (RACH) access in the target cell is always done contention-based. The
selection of the coverage enhancement (CE) level in the target cell and consequently the selection
of RACH is left to the UE.
The connected mode intra-frequency handover functionality is activated using the CATMCEL
Activate Cat-M intra-frequency handover (actIntraFreqHoCatM) parameter.

The Cat-M1 inter-frequency handover functionality is introduced with the LTE3598: Cat-M1:
Connected-Mode Mobility (Inter-Freq) feature which is an extension of the LTE4411: Cat-M1:
Connected Mode Mobility Support (Phase- I; Intra-Freq Only) feature.
Typically, Cat-M1 is not supported in all frequencies of an operator’s network, therefore, the
selection of target frequencies for Cat-M1 UEs must be separated from the selection of target
frequencies for wideband LTE UEs. This means that separate mobility profiles are introduced for
Cat-M1 UEs, and the selection of a mobility profile for a dedicated Cat-M1 UE is done in the same
way as for the wideband LTE UE.
The set of Cat-M1-specific mobility profiles can be defined at eNB level. These profiles contain the
list of target frequencies for Cat-M1 UEs, and it can be shorter than the one from the wideband
LTE mobility profiles or even completely different. Thus, target frequencies which are applicable
only for wideband LTE UEs can be eliminated.
Extensions such as new A1, A2 and A3 events and their interactions or measurement gap handling
procedures, are needed on the source eNB side to support inter-frequency handovers as other
frequencies than the serving one must be measured also. Once a measurement report is
received, the further handling of the handover preparation, execution, and completion is the same

With the introduction of the LTE5109: Cat-M1: Separate A1, A2 and A3 HO Thresholds from
WB LTE feature, a set of Cat-M1-specific handover-related thresholds is introduced. If the
LTE5109: Cat-M1: Separate A1, A2 and A3 HO Thresholds from WB LTE feature is activated,
then these new parameters are used. Otherwise, the A1, A2 and A3 handover events are handled
according to the LTE4411 and LTE3598 features.
The LTE4538: Cat-M1: RRC-Reestablishment Support feature extends the RRC connection
reestablishment cases to support Cat-M1 UEs.
The LTE4538 feature is based on the LTE735: RRC Connection Re-establishment feature for
As defined in 3GPP Specification: 36.331, the RRC connection reestablishment procedure allows
the UE to try to reconnect if a radio link failure (RLF) or a handover failure are detected. In case
that the connection to the UE is lost, the eNB stores the context information for a period of time,
during which the UE can perform an RRC connection reestablishment request in a cell obtained
after cell search. This cell can belong to any eNB.
The RRC reestablishment procedure is always initiated by the UE. In case that RRC
reestablishment is caused by RLF or handover failure, the eNB accepts the RRC reestablishment if
the UE enters the source cell or a prepared target cell. In case the RRC connection
reestablishment is caused by a configuration error, the eNB does not accept it.
The LTE4538 feature provides the successful handling of the RRC connection reestablishment
functionality in following cases:
RRC connection reestablishment to a prepared cell during an ongoing intra eNB or inter-eNB
X2 application protocol (X2AP)-based handover (the X2AP functions and related procedures are
defined in the TS 36.423 3GPP specification).
RRC connection reestablishment to an unprepared cell, with or without an intra eNB or inter-
eNB X2 application protocol (X2AP)-based ongoing handover.
Impact on interfaces
The LTE-M mobility features impact interfaces as follows:
LTE4411: Cat-M1: Connected Mode Mobility Support (Phase- I; Intra-Freq Only) feature
impacts the Radio Resource Control (RRC) mechanism:
The feature introduces support for the Release-13 (Rel 13) extended value ms10000-v1310
of the T304 timer from the MobilityControlInfo information element (IE).
MobilityControlInfo includes parameters relevant for network-controlled mobility to, or
within E-UTRA. It is part of the RRCConnectionReconfiguration message.
The LTE4538: Cat-M1: RRC-Reestablishment Support feature impacts the X2 application
protocol (X2AP) interface:
The X2AP: RLF INDICATION message is introduced for Cat-M1.

The LTE1841 feature introduces inter-frequency load equalization. Load based handover is
not supported for Cat-M1 UEs.

The following features must be activated before activating the LTE4411 feature:
LTE55: Inter-Frequency Handover
To activate the LTE55 feature, set the LNBTS Enable interFrequency handover
(actIfHo) parameter to enabled.
LTE3128: LTE-M, LTE3582: LTE-M Enhancements I and LTE3597: Cat-M1: 15 and 20 MHz
Support
To activate the LTE3128, LTE3582 and LTE3597 features, set the LNCEL_FDD Activate
LTE-M feature (actCatM) parameter to true.
The LTE4177: Cat-M1: Semi-Static Repetition Support feature is configured for 5-MHz, 10-MHz,
15-MHz, and 20-MHz cells, that is the CATMCEL Number of Coverage Enhancement
Procedure
1 Start configuring the parameters.
4.1 Set the A2 threshold for Cat-M intra and inter frequency
handover measurement (threshold2CatM) parameter to the correct value.
4.2 Set the Hysteresis of A2 threshold for Cat-M intra and inter
frequency handover measurement (hysThreshold2CatM) parameter to
the correct value.
4.3 Set the Time to trigger for A2 event to activate Cat-M intra
and inter frequency handover measurement (a2TimeToTriggerCatM
) parameter to the correct value.
7 Modify the inter-frequency handover measurement (A1 report configuration) and intra-

true. The modification of this parameter requires cell locking, causing cell reset.
LTE3598: Cat-M1: Connected Mode Mobility (Inter-Freq)
To activate the LTE3598 feature, set the CATMCEL Activate Cat-M inter-
frequency handover (actInterFreqHoCatM) parameter to enabled. In this case,
Cat-M1-specific inter-frequency measurement configurations can be used.
Note:
The A1, A2 and A3 time to trigger for handover measurement threshold parameters are
used for both Cat-M1 non-GBR and VoLTE traffic.

Result
When a Cat-M1 VoLTE bearer is established, the BTS starts to use the Cat-M1 non-QCI1-specific
A1, A2 and A3 event intra-frequency and inter-frequency handover measurement configurations.
They can be different from the ones configured for a Cat-M1 non-GBR bearer.
Procedure notifications:
The LTE1617 feature is activated, that is the Activate RLF based RRC connection
reestablishment (actRLFbasedRCR) parameter is set to true, and the Timer
T301 Guard (t301Guard) must be configured.

battery life, as well as capacity for a massive number of connected
devices with the introduction of Enhanced Machine-type
Communication (eMTC) technologies.
mobility profile Lists of allowed target LTE and inter-RAT frequencies/bands that are
used for a UE's mobility.
Public Land Mobile A mobile network dedicated to providing land mobile communication
Network (PLMN) services to the public. A PLMN is identified by the mobile country
code (MCC) and the mobile network code (MNC). Each operator
providing mobile services has its own PLMN.
PLMN identity (PLMN ID) An identifier for Public Land Mobile Network (PLMN) that has a three-
digit mobile country code (MCC) and a two- or three-digit mobile
network code (MNC).
Reference Signal Received An average power value of the reference signals (RSs) within the
Power (RSRP) frequency bandwidth. The interference and noise components aren't
considered in the computation of RSRP. It's used to estimate the
ability of a receiver to obtain and decode information signal needed
for cell selection, reselection, and handover procedures.
subscriber profile ID (SPID) A profile for the subscriber that is uniquely identifiable and is usually
associated with an MSISDN. SPID is received by the BTS through the
S1 interface. SPID is used to define camp priorities (in idle mode),
control inter Radio Access Technology (inter-RAT) and inter-frequency
handover (in connected mode).
system information block A message broadcasted by the BTS to the UE, which groups together
(SIB) the system information elements of the same nature. The broadcast
is repeated on a regular basis, and it includes information from both
the access stratum (AS) and non-access stratum (NAS).
UE context Data structure in the BTS to store all the information related to a
specific UE in the active state. The UE context includes, for example,
the UE state information, security information, UE capability
information, and the identities of the UE-associated logical S1-
connections.
