Abstract
The spread of political awareness has led to interest in the political
aspects of societies and work to develop them, and then the emergence
of what is called “political development.” This concept was in
circulation in the fifties of the last century, but it became more popular
in the early sixties. The Comparative Policies of the American Social
Science Research Council "SSRC" chaired by "Gabriel Almond") held
a conference on the subject of political modernization and during this
conference the committee formulated its first program on "Political
Development.
This concept has received great importance and numerous and diverse
studies, especially because of its connection to the state of
underdevelopment that prevailed in the newly independent countries
after World War II, which later formed the Third World or the
developing countries, where economists and politicians got the task of
developing these countries and working on their growth. Therefore,
many theories and studies appeared on the subject of political
development and differed according to its scholars, but most of them
were aimed at creating an orderly transition process from traditional to
more modern systems, and from authoritarian regimes to democratic
