Years of service as a leader: 3 years
Name of the Community: Barangay

II. Describe your Community and its people

May ilang magugulong
purok pero ito ay naayos din naman. May ilang

pakisamahan.
III. What are your duties and
responsibilities as a leader of the
community?
My duties and responsibilities ay yung tulungan yung
supplies. Mag bigay ng motivation at mag bigay aral
sakanila upang matuto ng TAMA at MALI. Mag
7
pag-iisip.
IV. Briefly share your story on how you
became the leader of the community.

Yung nakalaban ko sa election noong 2018 is

kinukuha akong SK kagawad, pero napag
desisyonan ko kasi tumakbo nalang ng SK
01
Chairman kahit alam kong magiging malaking
responsibilidad yung nag hihintay saken. Ganun
lang yung kwento. Hanggang sa nanalo ako.

8
V. What are the challenges you have
faced and how you did resolved these?

Naranasan kong mabatikos at walang sawang

VI. How would you describe yourself as
the leader of the community?

INTERVIEW
TAKEAWAYS
- What we learned from the interview with SK Chairman
Rommela is that not everyone in politics or serving the people is
corrupt or interested in stealing other people's money. Maybe
there are only a few people who can truly steal people's money,
but we shouldn't take all of them. Because there are people who
are simply carrying out their responsibility to serve the people,
even if it is difficult work.

- Another thing we've learned is that even if you're not a

particularly bright person, if you're persistent in your goals, you
can achieve them if you trust yourself and don't give up.

Leandro S.
Cabasbas

PUBLIC
SERVANT
I. PROFILE AND BACKGROUND

Name: Leandro S. Cabasbas

Occupation: Public Servant

Years of service as a leader: 19 years
Name of the Community: Barangay
San Roque Antipolo City
PUNONG BARANGAY – SINCE 2013
BARANGAY KAGAWAD FROM 2002-2013
14
II. Describe your community and its
people.
Barangay San Roque, Antipolo City is a
populous barangay with constituents from
different walks of life. Our community
consists of urban poor areas, urban
residential areas, and even exclusive
subdivisions. San Roque is also one of the
barangays with the greatest number of
commercial investors/establishments.
15
III. What are your duties and responsibilities as
the leader of the community?

As the Punong Barangay, I am in-charge of ensuring

the delivery of the basic services of the barangay
government, and at the same time ensure
compliance to the other responsibilities set by the
National Government and higher LGUs. These
responsibilities include services in Peace and Order,
Environment Protection and Solid Waste
Management, Social Welfare, Health and Nutrition,
Education,16 and others.
IV. Briefly share your story on how you became
the leader of the community.
To be honest, being a Punong Barangay is something I
did not plan and expect. My journey started when I
served as a Sitio Coordinator in our small community,
then I eventually became a barangay employee. I was just
invited to run for Barangay Kagawad by the incumbent
Punong Barangay at that time without expecting
anything. With God’s grace, I became an elected public
servant. While serving as a Barangay Kagawad from
2002-2013, I just tried and gave my best. I believe I was
brought to this position by destiny. I only started since I
would like to be of service to
17 my fellowmen, and maybe
my dedication and passion to my job brought me here.
V. What are the challenges you have faced and how
did you resolve these?
One of the biggest challenges would be balancing my time between
personal life and public service. As anyone would know, public service
demands a lot, and at most times, your personal life gets affected. But I
understand that it is part of it, and I just face it with full enthusiasm and
dedication. I just make sure to make up to my loved ones when I get the
chance. Another challenge is my capability to perform the various
functions of a Punong Barangay. As previously mentioned, there is an
array of services or fields that fall under my responsibilities. To help me
cope or catch up, I make sure to consult with the experts, closely
coordinate with higher LGUs and government offices, and of course go
through several capacity building activities and programs to help me
gain the skills and knowledge needed to enable me and the entire
18
barangay government office to be functional and effective at our
VI. How would you describe yourself as the
leader of the community?
I’d like to describe myself as a man of action – a leader who is
hands-on and visible to the people. I always ensure to know the
current status of our barangay services. I am the type of leader
who is always willing to roll my sleeves and do the work,
especially when it comes to peace and order and emergency
response. I am also the type who knows what my strengths and
weaknesses are – this enables me to acknowledge what areas I
need improvement and help on. I acknowledge that the people
around me as well as the constituents also help make me a better
leader. Most importantly, I am a God-fearing person who always
seeks His guidance in all the
19
decisions I make as a leader.

TAKEAWAYS
- What we learned from the interview with Public Servant Mr.
Leandro is that being a public servant is not an easy job.
Responsibilities in peace and order, waste management,
protection of the environment, health and social welfare are
just the basic things that public servants needs to do for his
fellow people.
“Man of action” that is how Mr. Leandro describes himself as a
leader. Being a leader who always put the sake of others before
himself is the best trait I think a leader would have.
- Lastly, being a God-fearing person who seeks guidance in all
decisions can assist you in making the best decisions possible.
