1. Purpose
This procedure applies to all work involving the removal of earth for the
purpose of trenching, boreholes and creating any below grade area required
as a working place for civil activities by Contractor and Sub Contractors.
Scope of this procedure as follows:
Establish the requirements and minimum safety standards of
excavation works.
Outlines the required safety and prevention measures necessary in
the performance of an excavation work.
Ensure the safety of the public (where this is appropriate).

5. Excavation Procedure

In excavation work, it is required to assess the ground condition when
determining the type of shoring required as well as the identification of E&I
buried services. The supervisor in charge shall determines underground
installations, such as sewer, water, fuel, electric lines, telecommunication
lines, or plant service lines, will be encountered. If so, the approximate
locations are marked and employees involved in the work operation are
advised of the underground installations.

Excavations in which persons are working and into which a person is liable
to fall 2 meters or more, shall be protected from falling by means of
excavation barriers. Excavated material (spoils) at Site are hazardous if they
are set too close to the edge of a trench/excavation. The weight of the spoils
can cause a cave-in, or spoils and equipment can roll back on top of
workers, causing serious injuries or death. Set spoils and equipment at least
2 m back from the excavation. Before the commencement of the excavation
work:

No excavation work will take place below the level of the base of an adjacent
foundation, retaining wall, or other structure until it has been determined by
a qualified Competent person or until adequate safety measures have been
taken for the protection of workers. If the stability of adjoining buildings or
walls is endangered by excavations, either shoring, bracing, underpinning, or
some other method affording equivalent protection will be provided as
necessary. All systems must be inspected daily or more often, as conditions
warrant.
During the process of earth removal the following safe working procedures
will be followed:
Personnel will be kept clear of machinery whilst it is in operation,
minimum distance of 5 meters.
Barriers and signs will be erected to keep unauthorized personnel
clear; they will be placed at 1.5 m from the edge of the excavation
edge. If not possible the barriers will be provided of toe boards.
Trucks used for the removal of spoil will be controlled and sited by a
banks man and will be placed at least at 1.5 m from the excavation.
The ongoing provision of side supports shall be programmed into
the work to maintain the integrity of the excavation.

5.5. Support
The manner of side and structural support may be of the following types:
Sloped back to a safe angle of repose as required by the soil
conditions (refer to attachment for additional details);
Shored by timber or steel support piles/sheets, timbers should be
close boarded and braced, sheet piles should be interlocked. The
supports will be 30 cm higher of the excavation height.
Provision of trench or drag boxes for trenching activities which are
pulled along as the work progresses.
The site owner, Supervisors and HSE personnel shall monitor work under
PTW control on a daily basis, including spot checks of worksite, permit and
supporting documents. Inspection shall be carried out a predetermine
frequency by person independent of the worksite being inspected, e.g. by
line personnel another department or by HSE personnel. Audit of the PTW
system across a whole project or site must be carried out by qualified
auditors who are independent of the project or site and are experienced in
the ABG PTW system. This audit must be carried out as part of the HSE
audit program
5.6. Completion
The following general considerations will be applied for the purpose of this
procedure:
Dewatering equipment shall be sited in locations that avoid creating
trip hazards.
Electric pumps used for dewatering shall be covered by the
temporary electric procedure and shall only be worked on by
authorized persons.
Where numerous electric dewatering pumps are in use, a numbering
system shall be employed that identifies the panel and distribution
points.
Excavations shall be checked daily or before use by a competent
person, employed by the Subcontractor who is experienced in
recognizing signs of subsidence or other evidence of potential failure
of the support system.
Following any sudden rainfalls or other environmental conditions
that may affect the integrity of the excavation.
Subcontractors shall keep a register of all excavations, with details
and records of checks made including date of back filling and any
other pertinent points related to the history of the excavation. These
records will be kept in the office of the Subcontractor controlling the
work.
Adequate lighting will be provided to any work scheduled during the
hours of darkness. Consideration shall include glare factors, working
in shadow and sufficient illumination to cover the area worked. No
mechanical excavation shall be made within 1 meter of any
underground services.
Any excavation more than 1 meter deep shall be gas-tested prior to
the start of each day or shift where the presence of unexplained
moisture or salts is expected to be encountered. Excavations shall
be retested after breaks, e.g. lunch. The issuer of the work permit
may, if the conditions warrant, require more frequent testing or
continuous monitoring.
Excavated materials or mechanical equipment should not be placed
within 1.8 meter of the edge of any excavation. For excavations up
to 1.2 meters deep, equipment and other heavy objects must be
kept at least 2 meters from the edge of the excavation. For
excavations in excess of 1.2 meters, or when it is necessary to
operate heavy equipment from nearer than 2 meters from the edge,
sheet piling, shoring, and bracing shall be provided.
