GENERAL

1.1. The Specification defines the requirements for the design, materials, fabrication, inspection,
testing, commissioning, documentation and preparation for shipment and supply of Packaged
Electrical Substation Buildings (PESB) to be installed for the NEF Onshore Project at Ras Laffan,
State of Qatar. The Manufacturer shall furnish the equipment and material specified herein
complete and operable. This substation to cater for all the loads of FOC Buildings and EPC
Contractor’s offices and other related facilities in the TSF area.

1.2. All standard accessories to the equipment specified shall be supplied even if not specifically
mentioned in this specification.

1.3. Material used in the fabrication of the specified equipment shall be new, unused, and of the
highest quality available.

1.4. The PESB shall be designed for a single lift package with all equipment and components
installed.

1.5. The PESB shall be leak proof and corrosion resistant, raised level, air-conditioned metal
structure suitable for outdoor, sea corrosive environment designed for an operational life of 10
years.

1.6. The PESB shall be designed to house Medium voltage (MV) and Low Voltage (LV) switchboards,
Motor Control Centers, battery system, LV Power Transformers, Bus-ducts, LV Distribution
Equipment, and various Control Panels.

1.7. The Manufacture shall be responsible for design and selection of the PESB equipment and the
installation and commissioning of that equipment. Manufacture shall be responsible for installing
components supplied by the Purchaser.

SCOPE

2.1 Work Included


2.1.1 Furnished assembly as detailed in Sections 3.0 through 9.0 of this specification.
Drawings and data sheets attached to the inquiry shall be considered part of this
specification.
2.1.2 Supply loading data for PESB’s and Transformers for the calculations and designs of
concrete foundation by others.
2.1.3 Provide production tests and inspections as detailed in this specification.
2.1.4 The Manufacturer shall prepare the PESB and the installed equipment for transportation to
the job site and monitor the load out of the PESB. This requirement shall extend to the
installation of temporary interior bracing and supports to prevent the shifting and
movement of equipment during lifting and transportation.

2.1.5 The Manufacturer shall furnish all equipment, material, connections, splices, links,
special tools, and information required to install and completely re-commission the
PESB at the job site in Ras Laffan, Qatar.
2.1.6 The Manufacture shall design and supply sun screen roof coverings over the transformers;
roof design shall include all structure supports. Sun screen roof coverings require
Purchaser’s approval.
2.1.7 The Manufacture shall design and supply bus duct structural supports. Bus Duct structural
supports requires Purchaser’s approval.
2.1.8 A bill Metering room shall be installed as a separate room in PESB. Manufacture shall
design PESB with a separate room accessible from outside. Bill metering room shall share
HVAC and electrical supplies with the PESB.
2.1.9 Manufacture shall supply all drawings, documentation, and information detailed in
Requisition.
2.1.10 Manufacturer shall install and connect into related systems or interface junction
boxes/panels the Purchaser furnished equipment listed in Appendix A, Scope Matrix.

3.2 It shall be the Manufacturer's responsibility to be knowledgeable of these standards and codes.

BASIC CONSTRUCTION

4.1 The PESB shall be of metal construction. Equipment installed inside the PESB shall be
securely attached using bolts, thread forming screws or welds. Self-supporting or free
standing equipment that is not attachable shall be secured during shipment. All metal work
shall be free from burrs and sharp edges.
4.2 The equipment shall be suitable for industrial and utility service.
4.3 The PESB base shall be constructed of structural members sized by design structural
calculations and reinforced to meet or exceed specified static and dynamic loads. Structural
members shall be located to coordinate with the enclosed equipment so as to properly support
equipment and allow maximum access to equipment floor openings for cable penetration.
4.4 The PESB shall be designed with base lifting lugs capable of lifting the fully equipped building
at the specified lifting points with deflection not to exceed L/240.
4.5 The steel floor plate shall be 6.0mm thickness steel stitch welded to the structural base
assembly.
4.6 The installed structure shall be capable of supporting a floor loading of 1,200kg per square
meter.
4.7 Structure walls shall consist of a formed, interlocked, self-framing outer wall of 2.3mm
thickness galvanized steel and an inner wall of 2.0mm thickness galvanized steel.
4.8 Structure walls shall be insulated between the inner and outer walls; materials such as
gypsum board insulation is not acceptable;

4.9 The maximum noise level within the PESB with all equipment in service shall not exceed 85
dBA.
4.10 Structure walls shall be able to withstand a wind loading of 200KM per hour.
4.11 The ceiling and roof structure shall consist of two layers of formed interlocked panels,
2.3mm thickness galvanized steel roof and an inner ceiling panel of 2.0mm thickness
galvanized steel. To facilitate water drainage the roof shall be sloped. The slop shall be to the
opposite PESB side from bus duct entry

4.12 The ceiling and roof structure shall be insulated the same as the walls
4.13 The roof shall be able to withstand a minimum live load of 500kg per square meter.
4.14 It shall be the Manufacturer's responsibility to coordinate all alignment and
interconnection between equipment and structural sections. The entire PESB shall be
electrically and mechanically assembled into one single lineup.
4.15 The PESB shall be shipped complete, without missing components or "ship shorts".
Purchaser may waive this requirement upon request prior to shipment.
4.16 All circuit breakers shall have necessary protections (Earth fault, short circuit, overload
etc.)
4.17 All MCCB shall have over load and short circuit protection
4.18 Vendor is responsible for sizing of all electrical equipment inside the substation
4.19 The construction shall take into account wind loading and earth quake factor in to
consideration as per project design data
4.20 All external cable glands shall be shrouded.
4.21 All equipment shall have access from all sides to carry out maintenance and
replacement of parts
4.22 IP rating of the transformer marshalling cubicle, switchgear and junction boxes shall be
as per project document
4.23 A clearance of 1200mm shall be provided below the package substation for ease of
access and installing, bending and terminating cables form underneath.

DOORS

5.1 A minimum of two doors with automatic closure and panic exit device located at opposite ends of the
PESB, are required.
5.1.1 All doors shall be tight fitting with gaskets to provide a weather seal designed to prevent
water and dust entry.
5.1.2 All panic exit devices shall be designed to override all locks, key locks, door closers
and stay hinges.
5.1.3 Doors shall be sized to accommodate the removable and installation of the single
largest piece of equipment installed that cannot be disassembled into subcomponents
after PESB construction.
5.2 All doors shall be equipped with stainless steal hinges, latches and locks. Doors shall be
lockable to restrict entry, all door locks shall be able to open with one master key.
Quantity of keys shall be as follows:
• Master Keys : minimum of five (5)
• Individual door Keys : three (3) for each door

STAIRS, LANDING, WALKWAYS

6.1 Exterior stairways, landings and walkways with handrails shall be designed and fabricated by PESB
Manufacture and shipped loose for installation at site to avoid structural interference’s during
installation of PESB on the foundation.
6.2 Exterior stairways, landings and walkways with handrails shall be of galvanized standard structural
stringers and pipes.

ENVIRONMENTAL

7.1 The PESB shall be cooled using 2 X 100 percent redundant air conditioning equipment sized to
meet the conditions as specified as below. Air conditioning units shall be designed to
automatically cycle units every 24 hours provide the redundant unit is operational. If the
temperature within the PESB exceeds 40 degrees Celsius both units will operate and an alarm
will be raised.

The outdoor ambient conditions for shop design and material/equipment selection are as
follows:
 Annual Average Air Temperature (Dry bulb) : 27.0 deg.C
 Annual Average Air Temperature (Wet bulb) : 23.1 deg.C
 Maximum recorded (Dry bulb) : 52.3 deg.C
 Minimum recorded (Dry bulb) : 4.3 deg.C
 Extreme Dry Bulb Temperature : 50.0 deg.C
 Mean Daily Humidity : 59%
 Mean Daily Maximum : 77.1%
 Mean Daily Minimum : 49.1%

The indoor design maximum and minimum ambient air temperature is 40 deg.C and 10 deg.c
respectively. The maximum relative humidity is 90%.

7.2 Air conditioning units may be wall, or pad mounted; however, unitized wall mounted units are
referred.

MECHANICAL

8.1 Cable tray or wire ways shall be installed to facilitate external and internal connections cable
routing.
8.2 For loading and unloading permanent lifting lugs or eyes shall be incorporated into the design
of the PESB base.
8.3 Switchgear and other electrical equipment shall be installed within the PESB.

8.4 The equipment shall be electrically and mechanically functional after installation. Sufficient aisle
space shall be provided to withdraw removable elements and properly maintain and service the
equipment.

ELECTRICAL REQUIREMENT

9.1. General
Manufacturer shall design, procure, supply and install all electrical equipment, appliances, and
devices as per Section 3.0 Applicable Codes and Standards, required to provide a complete
electrical system in the PESB. The Purchaser shall “Free Issue" to the Manufacturer certain
electrical equipment shown on Appendix A, Scope Matrix to install within PESB. The
Manufacturer’s scope of work shall also include providing the interconnecting wiring between
the pieces of "Free Issue" equipment.
All Electrical panels to be provided clearance as per Electrical design criteria for ease of
maintenance.

9.2. Scope of Work


 Following Electrical Equipment Supply and installation in the PESB shall be responsibility
by the Manufacturer;

 All required tools for insertion and withdrawal of the circuit breakers and
maintenance of equipment such as lifting trolley shall be provided
 All necessary safety kit to be provided inside the substation.
 Electrical protection of transformer, circuit breakers and bus bar and cable shall
be provided.
 Transformer shall be mounted on a pedestal on concrete floor and fenced with
locking provision.
 Manufacture shall supply, install and terminate all required interconnecting wiring and
cables including installing wire markers/tags.
 Internal wiring and cables shall be installed using a Manufacture design cable tray or wire
way system.
 Manufacture shall prepare control schematic wiring diagrams including relay three line
diagrams. These diagrams shall be submitted for Purchaser’s approval.
 Manufacture shall supply rubber floor mats, in front of all electrical switchgear and MCC

9.3. Bottom Plates


Purchaser’s cable entry to the PESB shall be from below. Manufacture shall supply pre-drilled
non ferrous bottom plates for Purchaser to terminate cables using cable glands.

9.4. Grounding System/ Lightning Protection


The electrical equipment installed within PESB shall comply with the Grounding and Lightning
Protection requirements as specified in the codes and standards found in section 3.0 of this
specification.
The PESB shall be equipped with four (4) Grounding (Earthing) pads with bolt/nut and washer
connectors supported on insulators; one each at each corner of the base frame. All equipment
grounding and structure bonding including power transformers and neutrals shall be bonded to
the Earth pads. Transformer grounding shall be installed at site during installation of the PESB
and transformers.
Manufacturer shall provide lightning protection system as required to protect the PESB as per
the IEC standards. Lightning protection shall be separate earthed from the equipment grounding
described above.

9.5. Distribution Panels Board (PDB)


Power Distribution panels (PDB) shall be of 415VAC, 3 Phase, 4 wires, 50 Hz. The breakers on
PDB shall be capable of being individually isolated and locked in the open position.

9.6. Lighting
The Manufacture shall supply lighting inside PESB, the installed illumination levels shall be
170Lux (Initial) / 110Lux (In-Service) measured one meter from floor level. HPS (150W) exterior
lighting fixtures (IP-56) shall be located on the PESB exterior walls at each corner of the building
and two additional lighting fixtures on the wall facing the transformers. Interior lighting shall be
rapid start fluorescent fixtures supplied from more than one circuit breaker and controlled by

three way switch located at each entry door. Exterior lighting fixtures shall be photo cell
controlled.
In addition to normal interior lighting, an emergency lighting system shall be supplied. The
emergency lighting fixtures shall be fluorescent fixtures with self contained battery packs and
shall operate immediately upon failure of normal power supply source. The emergency light
shall provide 53Lux (Initial) / 32Lux (In-Service) ; battery backup time shall be 60minutes. Each
doors shall have illuminated (with battery backup) exit signs in Arabic and English on or above
each door.

9.7. Fire and Smoke Detection System


a) The fire and smoke detection system shall be as below;
• Potable type fire extinguishers
• Smoke and heat detectors
• Manual actuation devices
• Local Control panel installed in the PESB
b) Potable type fire extinguishers shall be provided as per NFPA 10 and fixed on wall by
proper fasteners.
c) When operation of detection devices, the alarm and beacon light shall be energized and
PESB HVAC system shall shutdown and de-energizes the power supply system.

9.8. PESB Annunciator and Beacon-light Controller


Manufacturer shall provide an Annunciator panel and Beacon-light Controller and Beacon lights
over the top of each entrance doors on each PESB. The following signal List shall be finalized
by PESB Manufacturer and submitted for approval.
The Annunciator shall be capable of connection to a Purchaser Security and Fire monitoring
system.

The Beacon-lights shall be initiated from the signals as below;

INSPECTION AND TESTING

10.1 Manufacturer shall have in place a system of recording, correcting, and verifying resolution of
discrepancies dicovered during the inspection and testing porcess. The Manufacturer shall be
ISO 9001-2000 certified.
10.2 Certified production test reports indicating satisfactory completion of all inspection and test
procedures shall be submitted to Purchaser for approval.
10.3 Manufacture shall notify Purchaser at least 10 working days prior to the testing date to allow
Purchaser to witness the testing. When manufacture fails to provide Purchaser with 10 days
advance notice.
Purchaser may require a delay in the testing or a repeat of the test. Inspection will not be made
on incoplete or incoperable equipment. The PESB shall not be shipped until released by the
inspector.
10.4 All equipment installed in the PESB shall have approval from an internationally recognized
testing agency; when such certification is not available that equipment shall be type tested.
10.5 All equipment shall be tested as per IEC requirement. In addition the PESB shall be tested at
the Manufacture’s works to confirm the functionality of the complete assemble. All testing shall
be recorded and witnessed by PURCHASER. All the test records shall also be submitted to
Purchaser prior to shipment.
10.6 Visual Inspection

Purchaser shall make the following visual inspections;


• Ensure that the physical arrangement of components is as shown on drawings
and is per this specification.
• Ensure that provisions for incoming and outgoing cable connections are as shown
on drawings and is per this specification.
• Verification of components and materials as shown on drawings and called for in
this specification.
• Verification of the proper operation of moving parts including breaker operating
mechanisms, racking mechanisms, auxiliary switches, shutter mechanisms,
mechanical safety devices and interlocks, etc.
• Proper fit of doors, safety barriers cover plates, etc.
• Proper alignment of breaker power stabs within breaker cells.
• Proper alignment and operation of voltage transformers.
• Proper tightness of electrical power and control connections.
• Proper tightness of bolts used to mount components.
• Proper nameplate labelling of components.
• Proper labelling of wiring.
10.7 Electrical Testing

• A dielectric test of control wiring on the switchboard in accordance with IEC


standards Test voltage of 1000 VAC, a period of one (1) minute shall be applied to
control wiring.
• A dielectric test of bus work on the switchboard and bus-ducts in accordance with
IEC standards. A hi-pot test voltage, a period of one (1) minute shall be applied to
bus-work.
• Operational test to ensure continuity of control wiring and functionality of breaker
control circuits in accordance with the equipment schematics or elementary
diagrams. Current sensing protective relays shall be operated by the injection of
primary current through current transformers to which they are connected.
• Functional testing according to Specification for Secondary Selective Substations
with Residual Voltage Based Automatic Transfer (NFE-ESW-FOC-044)
• Actual breakers being supplied in the switchgear shall be used during factory
testing of the switchgear.
• Certified test and quality control reports shall be supplied to the Purchaser at time
of shipment.

APPLICABLE CODES AND STANDARDS

11.1. Drawings
11.1.1 Prior to fabrication, the following drawings shall be submitted by the Manufacturer for
Purchaser’s approval.
 Internal equipment layout diagram.
 Side elevation view.
 Base plan including mounting details, cable entry area, and door swing
requirements.
 Enclosure services electrical diagram.
 Component bill of material indicating quantity, description, and part number.
 Detailed electrical interconnection diagram for all equipment installed within the
PESB.
11.1.2 Diagrams shall be based upon data sheets, interconnection documents, and system
design requirements attached to this specification.
11.1.3 After the return of approval drawings or after any change made to previously approved
drawings, the Manufacturer shall submit a record copy of any and all drawings that
contained revisions.
11.1.4 After completion of the inspection and testing procedures the Manufacturer shall
submit a complete set of “as built” drawings. These drawings shall function as a record
of the final construction of the equipment at the time the PESB leave the factory.
11.1.5 Drawings shall provide as required by the Purchaser’s requisition.
11.1.6 Each drawing prepared by Manufacturer shall show the name, jobsite location,
purchase order or contract number, and equipment identification number in addition to
any information required by Manufacturer.

11.2. Operating and Maintenance Manuals


11.2.1 At time of shipment, the Manufacturer shall provide three (3) copies of the operating and
maintenance instructions for all major components contained in the PESB. This does not
include equipment provided “free issue” by the Purchaser for installation within the PESB.
11.2.2 Manuals shall contain a table of contents to allow for easy reference.

11.3. Spare Parts List


11.3.1 As part of the inquiry Manufacture shall prepare and submit a quotation for one (1) year’s
recommended operation spare parts

SPARE PARTS, TOOLS AND ACCESSORIES

Manufacturer shall include in the supply scope of the PESB;


• Spares required for start-up and commissioning
• Special tools required to install, commission and maintain the PESB and
equipment therein.
• Identification tags shall be provided on all spares and tools.

Additionally, the following shall be furnished as construction/pre-commissioning spare


• Control fuse (each size) : 100%
• Indication lamp (each type) : 100%

The following switchgear accessories shall be furnished with each switchgear assembly.
• Test cabinet for testing breakers, or an approved equivalent means of testing the
beakers
• Hand crane for moving the breaker into the CONNECT, TEST, or
DISCONNECTED position
• Breaker Maintenance Closing Device
• Transport truck (Fifth wheel)
• Devices for manually charging the operating mechanism.
