Dear Honorable Mayor Erwin:

Good day.

Waste mismanagement has serious environmental effects like infectious diseases, land and water
pollution, obstruction of drains and loss of biodiversity to name a few which may threaten not just the
environment but the health of the students, teachers and the community in general and in reality, one of the
challenges faced schools like Tolosa National High School is Solid Waste Management.

Educational institution is an agent of change and solid waste management concepts are integrated
in the different subjects. As part of the core competencies in the K-12 Program, it has been put into
emphasis on the topics sustainable development and was integrated in the subject Introduction to the
Philosophy of the Human Person where students must show care and demonstrate the virtues of prudence
and frugality towards the environment.

As agents of change, the proponents are proposing the Project SAGWA (Students’ Advocacy for
Gainful Waste management Approach) through which the Senior High School Students to be led by the
Grade 12 will work on waste reduction initiatives that will start in the respective classrooms to the Senior
High School grounds. This project also adheres to the Republic Act (RA) 9003 or the Ecological Solid
Waste Management Act of 2000, an act providing for an Ecological Solid Waste Management Program
which states to ‘’Ensure the proper segregation, collection, transport, storage, treatment and disposal of
solid waste through the formulation and adoption of the best environmental practice in ecological waste
management excluding incineration”.

In line with this, the proponents would like to establish a Material Recovery Facility. Functional
MRFs can play a very important role in instilling environmental consciousness and responsibility among the
members of the school community, particularly on the ecological way of managing wastes by which
discards will be sorted into few categories and keeping them clean and segregated at the MRF, students
are taught about the value of practicing the 3Rs (reduce, reuse, recycle) to prevent and reduce waste and
conserve resources. The school can later sell the collected recyclables to junk shops, providing the school
with extra income that can be put to good use such as for school improvement projects. As for the
biodegradable wastes, we have compost pits by which compost mature will be used as fertilizers to be
utilized by the school in gardening projects. Hence, the non-biodegradable wastes need to be disposed
properly in the appropriate designated landfill. Therefore, the proponents would like to request that our non-
biodegradable wastes be collected every Friday or at any schedule of garbage collection in the vicinity
nearby the school.

In addition, as a launching activity of the Project SAGWA, the proponents will be organizing a
clean-up drive activity on October 28, 2022, Friday at the Tolosa National High School Senior High School
grounds at 6:30 AM which will be participated by the Senior High School students and teachers and your
support will be greatly appreciated because garbage truck/garbage collector will be in dire need so that the
said activity will be carried out successfully.

Furthermore, the proponents would like to seek any kind of donations from your generous and
benevolent hearts to be used in the creating and establishment of the MATERIAL RECOVERY FACILITY.
