read without understanding. The result shows that out of 29

pupils there were 5 fast readers of the class. Seven (7) were

average readers and seventeen (17) slow readers. Pupils

obtained low in comprehension after answering five (5)

questions. The results revealed that seventeen (17) out of

twenty-nine (29) pupils were at a frustration comprehension

level, 24.14 % of the class were instructional readers and

17.24 % only were independent readers.

In support of DepEd Order 173, s. 2019 Hamon: Bawat

bata bumabasa wherein teachers implement the reading

intervention, and which considers the six elements: oral


language, phonological awareness, phonics, vocabulary,

fluency, and comprehension.

Project CARE can be a great help or effective

intervention to address the needs of pupils with difficulties in

reading comprehension level. The implementation of this

project also supports Project Dear (drop everything and read)

that helps build learners’ literacy skills and spend their time

learning about a topic.
