‫• على الرغم من مرور ‪ 48‬عام على أقرار اتفاقية التراث العالمي في باريس عام ‪1972‬م‬

‫‪Although 48 years have passed since the adoption of the World Heritage Convention‬‬
‫‪in Paris in 1972, only 7 Egyptian heritage sites have been included in the UNESCO‬‬
‫‪World Heritage system (6 cultural heritage sites - and one natural site, the Whale‬‬
‫‪Valley in Fayoum) and one of these sites is an exhibition At stake is the Abu Mina‬‬
‫‪site at the northern edge of the Western Desert.‬‬

Research issued by the UNESCO World Heritage Center indicates that the registration of any heritage
site on the UNESCO World Heritage List is useful in:

It increases the rates of tourist visits to that site by up to 40%, and thus benefits the national economy of the country
that hosts the heritage site.

Definition of Outstanding Universal Value (OUV).

It is the characteristic necessary to transfer the heritage from its
local context to the global one, and it is the characteristic given to
( heritage site or building ) inscribed on the World Heritage List,
which represents a set of ideas or values that are universally
considered important or represent part of the heritage of
humankind in its entirety at a time or through time. Definition of
UNESCO experts 1976 AD).

Historic sequence:
Until the end of the year (2004):
there were only six criteria for
cultural heritage and four
criteria for natural heritage
In (2005):
These standards were modified
to become one set of ten cultural
and natural standard
Nominated sites must be of
Outstanding Universal Value
(OUV) and meet at least one of
these ten criteria.
UNESCO laws state that any
building over a hundred years
old is included in the World
Heritage List

‫‪Cultural Criteria :‬‬

‫‪ .1‬المعيار ( ‪: (i‬يمثل الممتلك تحفة من عبقرية اإلنسان اإلبداعي‪.‬‬

‫‪ .2‬المعيار (‪: (ii‬يظهر الممتلك تبادل مهم للقيم اإلنسانية‪ ،‬على مدى فترة زمنية‬
‫أو داخل منطقة ثقافية في العالم‪ ،‬بشأن التطورات في الهندسة المعمارية أو‬
‫التكنولوجيا أو الفنون األثرية أو تخطيط المدن أو تصميم المناظر الطبيعية‪.‬‬
‫‪ .3‬المعيار ( ‪: (iii‬يحمل الممتلك شهادة فريدة أو على األقل استثنائية لتقليد ثقافي‬
‫أو لحضارة تعيش أو اختفت‪.‬‬

‫البشري مع البيئة خاصةا عندما تصبح عرضة للتأثر تحت تأثير التغيير الذي‬
‫ًل رجعة فيه‪.‬‬
‫‪ .6‬المعيار (‪: (vi‬أن يكون الممتلك مرتبط بشكل مباشر أو ملموس باألحداث أو‬
‫التقاليد الحية‪ ،‬أو باألفكار‪ ،‬أو بالمعتقدات‪ ،‬باألعمال الفنية واألدبية ذات‬
‫األهمية العالمية البارزة‪( .‬ترى اللجنة أنه من األفضل استخدام هذا المعيار‬
‫باًلقتران مع معايير أخرى)‪.‬‬

‫المراحل الرئيسية من تاريخ األرض‪ ،‬بما في ذلك‬
‫سجل الحياة‪ ،‬والعمليات الجيولوجية الهامة الجارية في‬
‫تطوير األشكال األرضية‪ ،‬أو المعالم الجيومرفولوجية‬
‫أو الفسيولوجية الهامة‪.‬‬
‫المعيار (‪: (ix‬أن تكون الممتلكات أمثلة بارزة تمثل‬ ‫‪.2‬‬
‫عمليات إيكولوجية وبيولوجية مهمة مستمرة في‬
‫تطور وتطوير النظم اإليكولوجية األرضية والمياه‬
‫العذبة والساحلية والبحرية ومجتمعات النباتات‬

‫الظواهر الطبيعية الفائقة أو المناطق ذات الجمال‬

‫المعيار )‪ :(x‬يحتوى الممتلك على البيئات الطبيعية‬ ‫‪.4‬‬
‫األكثر أهمية واألهمية للحفظ في الموقع الطبيعي‬
‫للتنوع البيولوجي ‪ ،‬بما في ذلك تلك التي تحتوي على‬
‫أنواع مهددة ذات قيمة عالمية بارزة من وجهة نظر‬
‫العلم أو الحفظ‪..‬‬

There are 7 sites, consisting of (6 cultural sites + one natural

site), and they are:
1- Abu Mina site (1979 AD) 57 km west of Alexandria 2- Old
Thebes (1979 AD) in Luxor.3- Historic Cairo (1979 AD). 4- Nubia
Relics from Abu Simbel to Philae (1979 AD).5- Memphis and its
cemetery, the pyramids area from Giza to Dahshur (1979 AD) 6-
St. Catherine District (2002).7- Wadi Al-Hitan within the Wadi Al-
Rayan Protectorate in Fayoum (2005).

Documentation and registration of
heritage buildings:
- Documentation and registration is one of
the most important measures that
guarantee the preservation and protection
of heritage buildings. To preserve the
building, one must know its data and
history, because the documentation is an
identification card for its value and
condition.
- - Thus, the preservation process is based
on a comprehensive study and
understanding of the building’s conditions,
which results in defining the steps and
method of dealing with it without
compromising its value.
- - The documentation process is carried out
through the various stages of preservation
operations, i.e. before, during and after the
completion of the work in the building in
order to determine the amount and type of
intervention that took place during the
preservation and restoration works.

Committees for inventorying

and registering heritage
buildings:

- In each governorate, by a
decision of the governor, one or
more permanent committees
shall be formed in accordance
with Law No. 144 of 2006
(Article 4), to be concerned with
listing buildings and
establishments of outstanding
value and registering them in
their own lists and records that
include all information and data
related to the aforementioned
buildings and facilities.

The National Register of
Heritage Buildings:
- The National Register of Heritage
Buildings is a brochure or book
whose pages are building
registration cards that have been
approved for registration, where
there is a record for each heritage
area separately, such as the Zamalek
or Heliopolis area and so on.
- - The brochure or register is updated
and renewed every period of time
by the governorate (every ten
years).
- - The National Register of Heritage
Buildings is a reference for a
mechanism in the actions required
to be taken for heritage buildings,
such as protection and restoration
projects, and tourism and urban
development in general.
