Feb. 28 oil spill off eastern Oriental Mindoro now amount close to P1 billion, the
Bureau of Fisheries and Aquatic Resources (BFAR) reported as President Ferdinand
Marcos Jr. visited the province on Saturday morning.

The president conducted an aerial inspection of the coastline in Oriental


Mindoro, which was affected by the oil spill after the MT Princess Empress sank in
waters off Naujan and Pola towns.

In a meeting with local and national officials in Pola, the president conceded
that the cleanup of the oil spill may take some time so the government is looking
for other long-term sources of livelihood for Oriental Mindoro residents.

Marcos ordered the Department of the Interior and Local Government to


discuss with local chief executives possible alternative fishing grounds where
fisherfolk from Oriental Mindoro could fish.

MANILA, Philippines — Twelve out of the 14 municipalities in Oriental Mindoro have


been affected by the oil spill caused by the sunken motor tanker MT Princess Empress, the
Department of Environment and Natural Resources (DENR) said on Saturday.
Based on the situational report of the DENR, the oil spill has reached the towns and cities
of Bansud, Bongabong, Bulalacao, Calapan, Gloria, Magsaysay, Mansalay, Naujan, Pinamalayan,
and Pola. The whole province was declared under a state of calamity.
Aside from municipalities in Oriental Mindoro, two towns were also affected in Palawan,
namely Agutaya and Taytay; Caluya town in Antique, which was declared under a state of
calamity; and Batangas City and Tingloy town in Batangas.
On February 28, the MT Princess Empress was reportedly half submerged in the vicinity
waters of Balingawan Point, Naujan, Oriental Mindoro, with 20 crew members onboard and
800,000 liters of fuel oil.
From Mindoro, DENR’s data showed that oil sightings were reported in Verde Island,
Batangas City, on March 20, which spurred the Philippine Coast Guard (PCG) to elevate its
response operations to Tier 3.
In response, the agency’s task force implemented cleanup operations, cash-for-work
programs, and donations for locals affected by the oil spill.
To date, the DENR aims to sustain coastal water and air monitoring, oil spill recovery,
cleanup, and proper collection, transport, and disposal of recovered wastes to TSD (treatment,
storage, and disposal) facilities.
Aside from these, the agency also revealed that it plans to “introduce contingency measures
to abate impacts on marine protected areas, mangroves, and other ecosystems.”

Son of Tricycle Driver Accepted into 30 Universities Abroad with Admission Scholarships

A son of a tricycle driver and vendor was accepted into thirty (30) universities abroad with
admission scholarships.
Julian Martir, a student, has obtained 30 university admission scholarships from
universities in the US and the UK. Julian Martir said that he graduated from Senior High School
and is now enrolled in the Alternative Learning System (ALS).
His father is a tricycle driver, and his mother is a soft drink vendor, according to his
account. His family was unaware that he had applied for university scholarships in over 40
countries, mostly the United States and the United Kingdom
Thirty people out of more than 40 have passed it, with the majority coming from the
University of the United States and one from the United Kingdom. According to him, he began
applying as an overseas student two years ago, and he began accumulating criteria in August 2022.
Explain that because the financial aid is merit-based, the amount is limited and cannot
cover the expense of studying abroad. So it appears to be choosing what has the best offer while
also attempting to obtain Outside Scholarships, based on the report.
Mathematics and Computer Science are the courses he enrolled in at the aforementioned
universities because he was drawn to math after elementary school. Martir chose to apply to
universities in the United States and the United Kingdom because he has a sustainable desire.
However, without his parents, it is extremely difficult for him to complete the
requirements, particularly the financial documentation such as the bank statement and proof of his
parents’ income. His family, on the other hand, only learned of his accomplishment after a
neighbor saw a news report about his receiving 30 university admission scholarships.
His parents were taken aback, but they were also overjoyed and delighted about the
prospect of their child attending school in another country. Martir is steadfast in his ambition since
he does not want to miss out on the opportunity, while also providing his parents with their own
home and the ability to eat anything they want in the future.

nagpapakita ng mga hamon at oportunidad para sa mga mamamahayag ng kinabukasan.

Sa pangkalahatan, ang pamamahayag ay isang malaking bahagi ng ating buhay, mula sa paaralan
hanggang sa tunay na mundo. Ito ay patuloy na nagbabago at nagpapalawak upang mas
mapagsilbihan ang mga mambabasa sa kanilang pangangailangan ng mga totoong balita at
impormasyon.
Sa panahon ngayon, mahalaga ang papel ng pamamahayag sa pagpapalawak at
pagpapalalim ng kaalaman ng mga tao sa mga pangyayari at isyu sa lipunan. Hindi lamang ito
limitado sa mga propesyunal na mamamahayag, dahil sa Campus Journalism Act of 1991,
naisakatuparan ang paghubog ng kakayahan ng mga mag-aaral sa pamamahayag sa loob ng
paaralan.

Ang Campus Journalism Act of 1991 ay isang batas sa Pilipinas na naglalayong magbigay
ng oportunidad para sa mga mag-aaral na maipakita ang kanilang kakayahan sa pagpapahayag ng
mga balita at opinyon sa pamamagitan ng pagbuo ng mga pahayagan, magasin at iba pang public
at school publications. Ito rin ay naglalayong magbigay ng proteksyon sa mga mag-aaral na
kumikilos bilang mga mamamahayag upang hindi sila mapatahimik o maparusahan ng paaralan o
ng mga otoridad.

Bilang isang estudyante, ang pagsali sa campus journalism ay isa sa mga oportunidad na
magagamit upang maipakita ang kakayahan sa pagsulat, pagbabalita at pagpapahayag ng opinyon.
Ito ay nakatutulong din sa pagbuo ng kritikal na pag-iisip at kamalayan sa mga pangyayari sa
lipunan.

Sa kasalukuyang panahon, mayroon tayong nakikita na paglaganap ng fake news at


disinformation sa mga social media platforms. Dahil dito, mahalaga ang papel ng mga
mamamahayag sa pagbibigay ng tamang impormasyon at pagsusuri ng mga pangyayari sa lipunan.
Kailangan ng mga mamamahayag na maging mapanuri at masigasig sa paghahanap ng
katotohanan upang maihatid nila sa kanilang mga mambabasa ang mga impormasyon na totoo at
makatotohanan.

Sa isang panayam sa isang mamamahayag, siya ay nagbigay ng kanyang pananaw sa


kahalagahan ng pagkakaroon ng maayos na sistema ng campus journalism. Ayon sa kanya, hindi
lamang ito nakatutulong sa pagbuo ng kritikal na pag-iisip ng mga mag-aaral, kundi nakatutulong
rin sa pagpapakalat ng kultura ng pagpapahayag ng totoo at makatotohanan.

Sa kabuuan, ang campus journalism ay nagbibigay ng malaking oportunidad para sa mga


mag-aaral na maipakita ang kanilang kakayahan sa pagsulat at pagbabalita, at magkaroon ng mas
malawak na kamalayan sa mga pangyayari sa lipunan. Mahalaga rin ang papel ng mga
mamamahayag sa pagbibigay ng totoong balita at impormasyon upang maihatid sa mga
mambabasa ang mga pangyayari sa lipunan sa tamang paraan.

ang campus journalism sa pagbuo ng kritikal na pag-iisip ng mga mag-aaral, kundi
nakatutulong rin sa pagpapakalat ng kultura ng pagpapahayag ng totoo at makatotohanan.”
 Ang Campus Journalism 1991 ay isang batas sa Pilipinas na nagbibigay ng pagsulong at
pagpapaunlad ng pamamahayag sa mga paaralan at pamantasan. Layunin nito na
panatilihin at protektahan ang karapatang-konstitusyonal sa malayang pahayag at kalayaan
ng pamamahayag ng mga mag-aaral at mga pahayagan ng paaralan, at kinikilala ang papel
ng pamamahayag sa pagtataguyod ng responsableng at tamang pag-uulat.
 Sa kasalukuyang panahon, mayroon tayong nakikita na paglaganap ng fake news at
disinformation sa mga social media platforms. Dahil dito, mahalaga ang papel ng mga
mamamahayag sa pagbibigay ng tamang impormasyon at pagsusuri ng mga pangyayari sa
lipunan.

Mga isda sa Oriental Mindoro, hindi na maibenta dahil sa pangamba sa epekto ng oil spill

Sa pagbebenta muna ng karneng manok nakatutok si Llyod Napeñas.
Simula nang magka-oil spill dulot ng paglubog ng oil tanker na M/T Princess Empress, naging matumal
na ang bentahan ng isda.
"Ngayon halos wala na po maintindang isda gawa ng langis sa oil spill. Yung iba po halos hindi na
nabili na gawa ng natatakot sa langis baka daw po makasama sa kanila," daing ni Napeñas na taga-Calapan
City.
Umiiral ang fishing ban sa Calapan City at mga bayan ng Naujan, Pola, Pinamalayan, Gloria, Bansud,
Bongabong, Mansalay, Roxas at Bulalacao dahil sa oil spill matapos lumabas sa pagsusuri ng Bureau of
Fisheries and Aquatic Resources (BFAR) na hindi pa ligtas ang tubig sa dagat na sakop ng mga nasabing
lugar.
Kahit wala namang oil spill at walang umiiral na fishing ban sa bayan ng Baco, ramdam ng mga
mangingisda ang epekto nito sa kanilang kabuhayan.
Wala na ring bumibili sa mga isdang huli nila.
“Hindi gaya noong dati na basta ganitong tag-isda, medyo maganda pakiramdam, medyo maganda
bentahan eh ngayon po talagang walang nabili,” kwento ng mangingisdang si Arnel Matira.
Si Nita Sol naman, wala pang bumibili sa kaniyang 24 na kilo ng galungong kahit na ibinaba na niya sa
140 pesos pero kilo mula sa 220 hanggang 250 pesos.
“Dati dati po pangagawan naku pagpondo nyo pa laang daming buyer na kung taga-tagasaan eh ngayon
wala nag-aantay ka pa rin," aniya.
At para hindi masayang ang mga isda, marami sa mga taga Barangay Pulang Tubig sa Baco ang
ginagawa na lamang “tuyo” ang kanilang mga isda.
"Murang mura na po dahil wala po nabili takot na po ang tao gawa ng oil spill, eh di ginagawa namin
tinutuyo na lang namin para hindi naman masayang yung laot ng aming mga asawa. Wala na po kami
magagawa dahil wala na po nabili," hinaing ni Remy Cueto.
Sa pagbisita ni Defense Officer In charge, Senior Undersecretary Carlito Galvez, Jr., isa ang kawalan ng
mga hanapbuhay ang idinaing sa kaniya ng mga mangingisda.
Nanawagan si Galvez sa BFAR na pag-aralan ang tukuyin ang mga lugar na hindi apektado ng oil spill
para unti-unti nang mapayagan ang mga mangingisda makabalik sa kanilang hanapbuhay.
Sinabi naman ni Oil Spill Response Mindoro Incident Commander, Commodore Geronimo Tuvilla na
nasa 16.8 kilometers na lamang ng shoreline ng Pola ang kanilang lilinisin mula sa mahigit 30 kilometers.
Sinabi naman ni Oriental Mindoro 1st District Congressman Arnan Panaligan na naghain na sila ng
resolusyon sa kamara para imbestigahan ang nangyaring oil spill.
Ilan sa nais nilang malaman ay kung sino ang may ari ng langis na lulan ng MT Princess Empress.
"Yung tanker yung may ari yung RDC Marine Services pero ang ating pagkakaalam natin sya ay isang
commercial vessel, nagtatransport siya ng mga kargamento katulad ng langis, most likely hindi sya ang may
ari noong industrial oil or industrial fuel, so kailangan malaman din natin kung sino yung may ari ng
industrial fuel or industrial oil para rin mapanagot natin kasi may liability marami kasing aspect ito,” sabi ni
Panaligan.
Ayon sa Philippine Coast Guard, nasa 1,009,904 litro ang kabuuang langis na karga ng MT Princess
Empress.
Mula rito, 991,984 litro ang industrial fuel taliwas sa unang report na 800,000 liters lamang ito.
Kinumpirma rin ni Tuvilla na ubos na ang marine diesel oil o yung kinukonsumo ng MT Princess
Empress base sa ginawang pag-analisa ng ROV.
