Background/ Rationale

In the challenges brought by different assessment results on the quality of


education in the country, there rises a dire need for the Department of Education
(DepEd) to optimistically push forward and continue with giving quality
education to its primary clienteles – the learners.

Teachers play a vital role in improving the quality of teaching learning


process even in the midst of pandemic. As an institution of learning, DUPAX DEL
SUR DISTRICT recognizes that the quality of education and learning is greatly
influenced by the quality of teaching. Therefore, it is imperative for the school to
support their development in the teaching profession as well as to boost and
uplift their morale as they carry out their calling, vocation and mission. Retooling
and upskilling of teachers are hence necessary to keep with the demands that
the pandemic has brought on both administrators and teachers’ duties and
responsibilities.

Thus, the program, entitled Capability Building on Competency-Based


Learning and Pedagogical Theories: Responding to the Challenges and
Needs of the 21st Century Teaching and Learning and Aligning
Curriculum, Instruction and Assessment (CIA) Projects to Basic Education
Development Plan (BEDP) and United Nations Sustainable Development
Goals (SDG), is aimed at developing and strengthening teachers’ competencies
and skills to fully maximize their potential and resources to survive, thrive and
battle through the rigors of teaching as they cope with the challenges.

The overarching aim of the Division Education Development Plan


represents the clear consensus from internal and external stakeholders to raise

standards in the Schools and Community Learning Centers. It configures the link
between the long terms goals of the Department of Education service in
conjunction with the long term national and regional goals expressed in the
National and Regional Education Development Plan and Sustainable
Development Goals.

Educational success and progress is, however, not limited only to the
attainment, as important as this is. It is also represented by the values,
attitudes, attributes and behaviors that are essential for young people, the
learners as the main client of the Department of Education, when they exit the
education system, to become effective citizens and to make a contribution to the
society as well as to ensure their own economic well-being.

Its main goal is centered on equipping teachers on the pedagogical


approaches underscoring theories such as inquiry-based learning, collaborative
learning, project-based learning, and problem-based learning and how these
pedagogical approaches be utilized in the new normal of the teaching and
learning process and how to integrate and use these approaches in the different
learning modalities. Furthermore, said program aims to improve the approaches,
methodologies, and strategies they employ as they teach in the new normal using
the available platforms and resources at hand in order to advance their teaching
and learning process.

On the other hand, the revisiting of the Result-Based Performance System


(RPMS) aims to re-orient teachers as they align their performance targets and
accomplishment and manifest Key Result Areas (KRAs) which are expected of
them, thus improving teacher quality in the long run. It targets employees’
growth and progress to better teaching performance to achieve productive
learning outcomes.

Objectives

After the set learning and development activity entitled Capability Building
on Competency-Based Learning and Pedagogical Theories: Responding to the
Challenges and Needs of the 21st Century Teaching and Learning and Aligning
Curriculum, Instruction and Assessment (CIA) Projects to Basic Education
Development Plan (BEDP) and United Nations Sustainable Development Goals
(SDG, the participants are expected to:

1. Equip and capacitate teachers on the different pedagogical practices


and different teaching methods and as well as with research practices
and methodologies necessary in the new normal education;

2. Enable teachers and staff to support each other to continuously


improve their content and pedagogical knowledge, practice, skills and
attitudes to qualify them for professional growth and promotion;

3. Update teachers’ knowledge and skills in the new trends of educational


supervision and management processes in the new normal with
integration of information and communication skills; and

4. Inspire teachers to pursue and continue their mission as ambassadors


of quality education through sharing of experiences and inspiring
stories.
