I. What is Problem Tree Analysis/ Unsa kini?
❑ Usa ka pamaagi sa pagplano nga gibase sa panginahanglan ug sa
panglantaw, diin ang mga tawo mismo nga maapektohan sa maong
plano ang mohimo niini (participatory planning tool).

❑ Gitawag kini nga Problem Tree tungod kay ang porma niini sama sa
kahoy. Ang kinauyokan nga problema (core problem) anaa sa tunga,
isip punoan sa kahoy, ang mga hinungdan sa maong problema anaa
sa ubos niini, isip mga gamot, ug ang mga epekto sa problema anaa
ipahimutang sa taas, isip mga sanga. Apan sa paglabay sa panahon,
adunay kausaban sa hitsura sa problem tree, depende sa naggama.

1. Define the Subject – Klaroha kon mahitungod sa unsa ug para

2. Stakeholder Analysis – Sutaa kon kinsa ang maapektohan sa

sa basakan, irrigation project ang pagahimoon, ug uban pa.
Ang PA gilangkob niining mosunod nga mga lakang:
- Verification of the subject of analysis;
- Problem inventory;
- Establishment of cause-effect hierarchy between problems;
- Visualization of cause-effect relation in a diagram

- Translation of the negative situations in the problem tree into a realized
positive state (the objectives). Example, 'low rice production' is converted
into 'improved rice production’; ‘lack of income’ to ‘increased income’;

Mga Lakang:
- Clustering: Bahina ang Objective Tree sa pipila ka clusters. Usaha
paggrupo ang mga tumong nga managsama ang “focus/subject” ug
kalihokan.
- Scoping: Pilia ang cluster/s nga himoan ug interventions. Kadto lamang
kaya nga makab-ot nga “Objectives cluster” ang iapil sa interventions.
Sa sample diagram, adunay labing menos 3 ka interventions nga pagahimoon:
1) Improved service delivery of the Environment
Department and IEC; 2) Enactment of new legislation/ordinance by the
LGU; 3) Improved business planning and investment of the LGU in an efficient
sewerage system and wastewater treatment facility.
