EXPLANATORY

Whereas, committee report no. _______ of the committee on laws and rules of this council
to which was referred a proposed Ordinance entitled ‘’ An Ordinance dividing/splitting Purok 2 into
Two Regular Puroks namely Purok 2A and Purok 2B respectively;

Whereas, committee hearing assembled last _________ on the committee on laws and
rules,after a thorough deliberations and discussions, acting on the study of the proposal, this council
hereby recommends for approval.

Whereas, it is a public knowledge that Purok 2 is biggest in population pertaining to

household residency.

Whereas, due to the above convincing premise, several purok officials and member wish to
divide the area into Two (2) regular Puroka, namely Purok 2A and Purok 2B respectively;

Wherefore, on motion of Kagawad Hon. Johnriel C. Ortizano, Committee Chairman on Health

and duly seconded by Hon. Resiliza L. Abaday, Committee on Solid Waste Management; of this
council it was;

‘’AN ORDINANCE DIVIDING/ SPLITTING PUROK 2 INTO 2 REGULAR PUROKS NAMELY PUROK2A AND
PUROK 2B RESPECTIVVELY’’

Section 1. Policy. All households of barangay Nicdao are hereby required to establish their compost
pit in their own backyards for individual to place their biodegradable garbage for composting.

Section 2. Standard small-scale composting facility.The size of the compost pit shall be at least 1
cubic meter and provided with signage label.

Section 3. Alternative small-scale facility. When the land area unavailable or insufficient,other
composting technology/facility shall be made available such as the following;
a. Tower Tires – Two piles of old car tires directly on the ground. If placed directly on
cemented ground, the bottom shall be filled with soil.
b. Bottomless composters – made of old drums, plastic water container bottoms off.
c. Compost Bins- can be constructed using chicken wire or any durable basket material.
Section 4. Penalty. Non-compliance to the above provisions shall be penalized with the following;
1st Offense – Php.
2nd Offense – Php.
3rd Offense – Php.

The Barangay Treasurer is hereby directed to collect the foregoing fines to form part of the
solid waste management fund.

Section 5. Effectivity. This Ordinance shall take effect in accordance with law.
