MINUTES OF THE REGULAR SESSION OF THE SANGGUNIANG BARANGAY OF

SAN FERMIN, CAUAYAN CITY, ISABELA HELD ON May 25, 2017 AT THE
BARANGAY HALL.

Call to Order:
The Regular Session was called to order by the Honorable Victor H. Dy, Jr., presiding
officer at exactly 01:00 pm, opening prayer was delivered by SB member Julie C. Arcega
followed by the singing of the national anthem conducted by SB member Reynaldo F. Perez.

Roll Call:
With the majority of the Sangguniang Barangay members present, the barangay secretary
certified that the body will constitute a legislative quorum.

Business of the Day

Agenda:

1. Approval of Appointment

To fill-in the vacant position in the Office of the Barangay Hall of San Fermin, such as
Barangay Health Worker; Barangay Population Worker; and the Barangay Tanod; the
application of appointment has been done. The following names listed below are the appointed
individuals to fill- the said vacant position:

Mr. Sofronio S. Comia - Barangay Tanod - Committee on Peace and Order

During the regular session, SB Member Herbert C. Villegas, Committee Chairman on

Peace and Order, motion to the body as to the approval of appointment of Mr. Sofronio Comia as
barangay Tanod. It was seconded by SB Member Ronald S. Dagman, and unanimously approved
by the body.

Thereafter, Sb Member Eugenio C. Asirit, IV, Committee Chairman on Health motion to

the body as to approval of appointment of Ms. Amelia R. Tagaca as Barangay Population
Worker and Mrs. Marylyn P. Bermudez as Barangay Health Worker. It was seconded by SB
Member Julie C. Arcega, and unanimously approved by the body.
 2. COA Auditing Results of the Barangay Treasurer

During the regular session, the barangay Treasurer reported to the body as to the result of
recent COA overall audit which was started from the first week of May up to the present. Here
are the follows:
A. Itemized Resolution
As to drafting of resolution in every withdrawal from the barangay fund, for the
purchase or procurement of every project or activity, the COA now obligated all the
barangay treasurers to make an itemized resolution. Thus, the specific category must be
separated whether they’d be of the same withdrawal or purpose. This new rule stated rule
is purposes of transparency in the usage of public fund.

B. Accomplishment Report of Every Barangay Officials

To promote productivity in every barangay officials, the COA now is mandating
all the barangay officials to have their personal accomplishment report as to their day-to-
day transaction or their accomplishment during their days of duty. This newly presented
report is for purposes of transparency as to productivity of the Sanguniang Barangay.

C. Re-Implementation of SCD Report

The monthly SCD-SCRBT Report (Summary of Collection and Deposits –
Summary of Collections and Remittances), which was suspended back in year 2016 is
now being re-mandated to be submitted monthly including the RCD Report.

There are other rules and report that are being implemented by the COA. This is to achive
a full quality of public serving and effective discharge of duty among the Barangay Officials.

3. Honorary and 13th month pay of the Barangay Officials

SB Member Ronald S. Dagman, committee Chairman on Finance motioned to the body

as to the withdrawal of the 13th month pay of the Barangay Officials and Honorary of all the
Barangay Officials, Staff, and Personnel of San Fermin, Cauayan City, Isabela. It was seconded
by SB Member Herbert C. Villegas and unanimously approved by the body.

There was no further business to be taken up, SB member Ferdausi A. Palteng, motioned
for the adjournment, the presiding officer adjourned at 02:43 pm.
