MINUTES OF THE REGULAR SESSION OF THE SANGGUNIANG BARANGAY OF

SAN FERMIN, CAUAYAN CITY, ISABELA HELD ON July 12, 2017 AT THE
BARANGAY HALL.

Call to Order:
The Regular Session was called to order by the Honorable Victor H. Dy, Jr., presiding
officer at exactly 11:00 am, opening prayer was delivered by SB member Herbert C. Villegas,
followed by the singing of the national anthem conducted by SB member Ronald S. Dagman.

Roll Call:
With the majority of the Sangguniang Barangay members present, the barangay secretary
certified that the body will constitute a legislative quorum.

Business of the Day

Agenda:

1. Amendment of IRP (Internal Rules of Procedure)

Pursuant to the provisions of the Republic Act No. 7161, otherwise known as the Local
Government Code of 1991, and rule XVII Article 103, of its implementing rule, the Local
Sangguniang Bodies have inherit rights and obligation of adopting its own rules of procedure use
for the discharge of legislative functions.

During the regular session, SB Member Ronald S. Dagman, Committee Chairman on

Finance motion to the body as to the amendment of the above-said IRP (Internal Rules of
Procedure). SB Member Eugenio C. Asirit, Committee Chairman on Health and Sanitation then
added that the penalties and fines in violation of the rules and regulation of IRP must elevated to
strengthen its implementation. It was seconded by SB Member Julie C. Arcega, and unanimously
approved by the body.

2. Purchasing of Tent

SB Member Jonathan D. Adam, Committee Chairman on Clean and Green motion to the
body to purchase different sizes of “lona” (tent) in preparation to fortuitous event or future
activities for the barangay use as a means of protection from too much sun rays or heavy rains. It
was seconded by SB Member Ferdausi A. Palteng and unanimously approved by the body.

SB Member Herbert C. Villegas, Committee Chairman on Peace and Order then motion
to the body that the lona (tent) must use for the above-said purposes only. It case where the tent
will be borrowed, the borrower must be preferably a registered voter of this barangay and it
should not be used for personal purposes. It was seconded by SB Member Reynaldo F. Peres and
unanimously approved by the body.

3. Others

Regarding the barangay chairs, SB Member Julie C. Arcega, Committee on Agriculture

motion to the body that the borrower must be preferably a registered voter in this barangay to
avoid possible loss of the chairs and maintain the numbers of available chairs in this barangay. It
was seconded by SB member Eugenio C. Asirit, IV and unanimously approved by the body.

There was no further business to be taken up, SB member Herbert C. Villegas, motioned
for the adjournment, the presiding officer adjourned at 01:24 pm.
