The Highland Lakes Condominium Association has tentatively scheduled to begin the
2024 Shrub Trimming Program on June 6, 2024, which will continue for two weeks,
weather permitting. Our maintenance staff will trim all of the shrubs in the complex.
We can maintain the attractive overall appearance of Highland Lakes by having the
shrubs trimmed in a timely manner. All of your shrubs are trimmed, or none are
trimmed; partial requests cannot be accepted.
For those Co-Owners who wish to be excluded from the program, we will make every
effort to accommodate your request.
If you do not want your shrubs trimmed this year, the following form must be
submitted to the Clubhouse by May 13, 2024.

I want my name on the list requesting that my bushes not be included in the Shrub
Trimming Program. I understand the Association makes every effort to accommodate
my request. I also understand that with a shrub trimming program that is so extensive,
sometimes, inadvertently, shrubs are trimmed by the Association; however, this does
not happen very often.
This section of the Herald contains minutes of the Board of Directors’ meetings
and management information. This section is the official medium of communica-
tions of the Association as prescribed by Board Resolution R-6, March 22, 1976.
We recommend that you not only read but save this section of the Herald for future
reference. Resolutions and Regulations approved by the Board become part of
your Association By-Laws.

SUBJECTS DISCUSSED:
1. We have received a copy of the letter for liaisons to deliver to new residents. One court does not wish to
participate. Another court captain will take up that responsibility.
2. Twelve garbage carts were stolen in the last three weeks. A cart costs $200.
3. We have posted new fluorescent-colored garbage signs on enclosures to remind everyone to break down their
cardboard boxes and dispose of them in the clubhouse recycle bin.

1. Norwood Court and Eddington Place are presently without court liaisons.

5. Community Garage Sale May 17, 18 & 19, at clubhouse or at residence, each participating co-owners choice.

COMMITTEE: Herald Committee MEETING DATE: April 2, 2024
SUBJECTS DISCUSSED:
1. Rewording of By-Laws, objectives, Mission Statement, and committee information on the website: Items
were reviewed, but due to a lack of quorum, the vote was tabled until the next meeting.
2. Letter to Editor: Guy Balok, Board Treasurer, wrote a letter to the editor that was brought to the group and
accepted for the next Herald submission.
3. Eight Mile Road Construction: The Committee received a document from Terry Marecki, Wayne County
Commissioner, regarding the proposed road work on Eight Mile. This document will be printed in the next Her-
ald.
4. Suggestions to increase readership: A guest resident approached the committee with ideas to increase the
readership of our Herald. ANYONE who has an idea to share with this committee is invited to attend at anytime.
We welcome new ideas.

SUBJECTS DISCUSSED:
1.Housekeeping: The Committee came together and discussed what needs to be added to regular cleaning. Joe
has been given a list of minor problems in hopes of getting them taken care of. Thank you in advance to Joe, our
Property Manager, for ensuring we look our best.
2. Book Re-shelving: The committee will re-shelve books on Thursday, April 25th at 10:30 am.
3. Committee Membership: To encourage new membership, we invite the community to join us next month as we
look at new ideas for future projects.

COMMITTEE: Grounds Committee MEETING DATE: April 8, 2024
SUBJECTS DISCUSSED:
OLD BUSINESS:
1. Clubhouse landscaping update:
• The boulders have been placed.
• M&D will check the lighting next week.
• M&D will turn on the sprinkler system for the season and add the hose hook up next week.
• M&D will bring the plaque for the bench by the north entrance.
• Yvonne will inquire about a recommendation for a planter that blends with the new pavers at the front entrance. This is to replace
the small pot that blocks vehicles from driving on the pavers .
2. Mulch: The mulch project around the property trees is in process. Mulch is still needed for the Boy Scout path.
3. Tennis courts: The backer boards for the tennis court are in the shop and are being repaired and painted. There is also money in
this year's budget to fill the cracks and paint the court. Joe has asked for bids.
4. Marking dead trees: Sharon and Richard will mark the dead, diseased trees next week for future removal.
5. Hayes court: Hayes court retaining wall replacement should start soon.
6. Trash bins: Discussion was held about a trial of trail cameras or equivalent at some of the trash bins to monitor misuse. A recom-
mendation to try cameras at some of the worst offenders was made.
7. Clear culverts on the lakes and streams: Culverts were cleaned. A recommendation to replace missing boards that control the
water level on the culvert on Crystal Lake was made.
8. Clean up at the corners of the lakes is on the April Board of Directors’ agenda.
NEW BUSINESS:
1. Garlic mustard pull: Garlic mustard pull is scheduled for Sunday, May 5 from noon to two pm. It will be announced in the May
Herald and a request will be put in for announcement on the sandwich boards.
2.Paint numbers and lines in parking lots: Joe will get an inventory of courts that need numbers and lines. Our crew does the num-
bers and lines are hired out.
3. Roping along Crystal Lake: It was pointed out that there is roping missing from some of the posts around Crystal Lake. A recom-
mendation to have the roping replaced was made.
4. Silver Springs Lake Beach clean up: A recommendation that this beach be dragged to clean up encroaching weeds and stir up the
sand was made.
RECOMMENDATIONS TO THE BOARD:
1. Start a trial of trail cameras or equivalent on trash corrals starting with the ones that are most abused.
2. Obtain mulch for the Boy Scout pathway.
3. Replace the missing boards that control the water level on Crystal Lake.
4. Drag and clean up Silver Springs Lake Beach due to encroaching weeds.

2. Discussion of past successful and not-so successful events. We brainstormed ideas of what to repeat for next

August 31st, and September 7th.

HIGHLAND LAKES COMMITTEE REPORT
COMMITTEE: Finance Committee MEETING DATE: March 18, 2024
SUBJECTS DISCUSSED:
1. The February Financial Reports were reviewed.
2. The committee recommended closing all Chase accounts and moving all operating monies to Citizens Bank.
They also recommended transferring the money into a sweep-to-invest account. No objections were made.
3. Many residents have questions about Home Owner’s Insurance. The committee proposed hosting a seminar
to address these questions regarding HO6 coverage. With no objections from the Board, available dates will be
checked.
RECOMMENDATIONS TO THE BOARD: Approval of the proposed date of Wednesday, June 19th at 7 pm for a
community seminar hosted by the committee to help residents understand their HO6 coverage and the importance of
being accurately insured. The event will take place in the Highland Room.

Finance Committee, and our Agency, we will provide you with some important information about your condominium unit
owner’s policy on June 19th at 7 p.m. This event will take place in the Highland Room of your clubhouse. When
obtaining a condominium unit owner’s policy, it is important that you reference your association’s unique bylaws. These
bylaws outline exactly what your association is responsible for in the event of a loss. There are important coverages that
need to be appropriately set up in your personal policy, for example:
Dwelling – provides coverage for furnishings, equipment & trim within the unit, or the value of building additions
or alterations made by you, at your expense.
Personal property – provides coverage for your household contents and personal belongings.
Personal liability – provides liability coverage for injuries, should they occur on or in your “Limited Common
Element”.
Loss of use – covers costs incurred when an insured is required to move temporarily due to a covered loss.
Loss assessment – provides coverage for assessments arising from a covered claim that exceeds the association’s
limits.
Endorsements, for instance, water damage arising from the backing up of sewers or sump pump failure.
If you are unsure if your current policy includes these coverages, we encourage you to contact our office to schedule a free,
comprehensive insurance policy evaluation to ensure that your current policy provides adequate coverage and is appropriate
for your association’s specific bylaws. As an agency that insures hundreds of condominiums in the state of Michigan, we
know that not all condominium assocations bylaws are the same, which is why we are making our consultation services
available to you.
Oftentimes, mortgage companies will require proof of your association’s insurance coverage. In the event that your

In the past eight years I have represented HLCA Co-Owners and Residents. Along with the other
Board Members, I have worked to keep our Association fiscally responsible, addressed the
concerns presented to us, and supported the different committees and their activities. As our
complex ages, we need to become more proactive in the needs and upkeep of Highland Lakes. If
re-elected, I will continue to work on improving the quality of life and activities for all residents of
Highland Lakes.

Thank you to the Highland Lakes Condominiums for extending an invitation for my office to provide an up-
date for your monthly newsletter!
Wayne County is responsible for Baseline Road from Farmington Road west to the county line, Napier Road.
As we know, this road is in need of some major repairs, and I am pleased to announce that Wayne County's
Department of Public Services finally has a repair plan in place.
Wayne County will be making improvements to Base Line Road (8 Mile Road) in three separate segments.
Below is the information that has been shared with our office by Wayne County’s Department of Public Ser-
vices, outlining the projects:
1. Base Line Road (8 Mile Road) from Haggerty Road west to Meadowbrook
This will be a full width replacement of the concrete roadway, including the curbs. The county ap-
proved a $4.5 million contract. This project is nearing the completion of the procurement process. The
project is expected to begin Spring 2024. We expect the project to be complete by late 2024 or early
2025.
2. Base Line Road (8 Mile Road) from Meadowbrook to the CSX Railroad Bridge
This segment of Base Line Road (8 Mile Road) will be resurfaced. The start date is to be determined, but
will occur in the summer or fall of 2024. The project is expected to take 2-3 weeks to complete. Cost for
this repair is anticipated to be around $1 million.

Wayne County is finalizing the design of the Base Line bridge. We expect all utility lines to be relocated
by July 2024. Upon the completion of the utility relocation MDOT will proceed with the letting process.
The construction is expected to start at the end of 2024 or early 2025. The bridge project will include
deck replacement, steel beam painting, bearing replacement, and substructure patching. $1.5 million
has been allocated by Wayne County so far for this project.
This bridge is down to one lane in each direction to limit the weight load and was done a few years back
in order to extend the life of the bridge until repairs could be made, rather than closing the bridge all
together.
Please note that anyone can contact Wayne County's Department of Public Services at 1-888-ROAD-CREW
(1-888-762-3273) to make paving/pothole/road hazard requests. Road crews have been working to stay on
top of the potholes on Baseline Road until the construction projects take place, and it helps when potholes
are reported so they know when and where to send resources.

Thank you to the co-owners of Highland Lakes Community for allowing me to
represent you for the last 4 years as a director on the HLCA Board. I am humbled by
your confidence in me to assist the other Board members in continuing HLCA to
remain a viable community with continued growth and success.
After thoughtful reflection and consideration, I have made the decision to not run for
re-election as a HLCA Board member. My personal priorities have changed and I can
no longer dedicate the necessary time to fulfill the responsibilities as a Board member
and Liaison. I hope to remain as a Finance Committee member so that I can continue
to serve Highland Lakes.
