Brief report on CD Breach dated 13.05.2022

Normal Operation Philosophy

› Daily Import Schedule is shared by Vedanta Power Sales Team in Day ahead basis or RTM
basis.
› How Much CD to be used, being told by Vedanta Power Sales and Vedanta Operation Head.
› To maintain CD and Import Schedule we Increase or decrease our Generation accordingly.
› Import schedule is being shared to all the Operation team member in their respective Shift
Groups By Whatsapp as Images/snapshot
› In Group 1 , Maintaining The Import schedule , responsibility is given to Phase 1 Unit 1
Turbine desk engineer and in Phase 2 Turbine 3 Desk Engineer.
› Both desk engineer maintain two different Log book and note down the block wise Import and
CD.
› UCE and SCE is following up the same or Load ramp up/ ramp down.
› Both Phase in charge ( SCE/UCE) communicate each other for Load ramp up and ramp down.
› During any deviation , same is informed to Operation head Vedanta and Steag.

Yester day Scenario ( 13.05.2022)

1 Unit 1 : 400 MW, Unit 3 494 MW and Unit 4 374 MW
2 We were maintaining CD 0f 140 MW as per instruction.
3 We had ramp up of 37 MW from 1700 hrs.
4 In previous block ( 16:45 to 17:00) , CD was 135 MW
5 We started increasing our generation by 17:06 hrs to maintain import
schedule with CD of 140 MW
6 Total we have increased 77 MW but we were lagging by 20 MW
7 We have taken oil gun in Unit 1 for Fast ramp up also but increasing
generation took time.
8 We had 2 min left and we were in short of generation
9 We had very very little time left to meet schedule, either we could have
reduced Smelter Load ( Needs Permission from higher Management)

10 We could have reduced smelter too but mere 1 min was not sufficient
to communicate Seniors and Smelter.
12 We tried but could not maintain CD under the limit of 160 MW.
13 In CILMS .calculation shows CD as 174 MW.
15 During report preparation by actual energy meter reading CD
calculated as 183 MW.
16 Some times CD calculated is lower or some times it is higher than
actual as shown in CILMS.
17 Yesterday CD calculated was higher ( CILMS : 174 MW , Calculated
CD 183 MW)

Could we have prevented this ?

Learning From Incidents

4 Alarm shall be used ( Personal Mobile) by SCE/UCE

6 No other work during ramp up/ramp down.
•Yesterday we were being told to prepare report ASAP due to reading problem in previous
night shift.
•UCE/SCE were involved in making reports.
