25 Pinay, isang organisasyon: Ang

paghawan sa landas ng kababaihan

Kabilang sa 25 kababaihang pinarangalan sa ika-25 anibersaryo ng Gabriela: (mula kaliwa) Kinatawan ni Lydia

Kapag binanggit ang pangalang Gabriela, kadalasang unang naiisip ang isang
imahen ng palabang babae, mapagmatyag sa kanyang karapatan bilang babae at
mamamayan.
Bagamat pangalan din ito ng isang babaing lider-rebolusyonaryo noong panahon ng himagsikan
laban sa kolonyalismong Espanyol, mas tumatak ang imahen ng Gabriela na palabang babae
dahil sa organisasyong 25 taon nang namumuno sa paglaban ng kababaihan mula sa pang-
aabuso, karahasan at panunupil.

Sa isang pagtitipon noong Oktubre 28 sa Amoranto Theater, Quezon City, ginunita ang ika-25 na
anibersaryo ng Gabriela. Sa okasyong ito ipinagdiwang ang kasaysayan ng itinuturing nang
nangungunang kilusang kababaihan sa bansa.

Kinilala rin sa kauna-unahang pagkakataon ang 25 babaing tagapagtanggol sa kababaihan at


bayan. Sa iba’t ibang paraan at sa mahabang panahon, sila ang naghawan ng landas para
umusbong at dumami ang mga kagaya nila—mga babaing mulat at lumalaban, hindi lang para sa
kanilang sarili, kundi para sa lipunan.

Mga sandali sa kasaysayan

Matayog na noon pa man ang mithiin ng Gabriela, na itinayo noong Marso 11, 1984 o
kasagsagan ng batas militar. “Itinayo namin ito hindi bilang isang simpleng peministang
organisasyon, kundi sa konteksto ng komprehensibong pagpapalaya ng lipunan,” sabi sa Pinoy
Weekly ni Sr. Mary John Mananzan, lider-simbahan na naging tagapangulo ng grupo mula 1986
hanggang 2004.

Seryoso ang tungkulin noon na mapabagsak ang diktadurang Marcos, at kalampagin naman ang
sumunod na administrasyon para sa batayang mga reporma. Pero puno rin ito ng masasayang
sandali.

Kuwento ni Mananzan, naaalala niya ang isang kilos-protesta sa harap ng Mendiola, kung saan
inangat at itinabi nila ang iniharang na barbed wire ng pulisya. Hindi na niya maalala ang
ispesipikong isyung kanilang bitbit noon—marami silang tinututulan, mula sa baseng militar ng
US hanggang sa Bataan Nuclear Power Plant. “Basta’t ang naaalala ko, nakatutuwa ang
kagitingan ng kababaihan kapag nagsama-sama,” aniya.

Ginagamit din nila noon sa kanilang bentahe ang mga katangiang ikinakabit sa mga babae. Nang
harangin sila isang beses sa martsa patungo sa embahada ng US, sabi ni Mananzan sa pulisya,
“Let us pass or we will talk here forever.” Sa huli, hinayaan silang makaraan, aniya.

Ikinararangal ng naunang mga lider ng Gabriela ang umano’y mga “buhay-at-kamatayan” na


mga pakikibaka ng grupo. “Nag-iiyakan kami noon tuwing may nawawala sa aming hanay
pagkatapos ng isang rali,” sabi ni Petite Perredo, naging pangakalahatang kalihim ng Gabriela ng
12 taon. Laganap noong batas militar ang pagdukot sa mga aktibista sa lansangan.

“Kami noon ang darlings of the press, kasi laging nasa mga aktibidad sina Nelia Sancho at Maita
Gomez. Sikat na sikat noon ang aming street plays, ” sabi naman ni Fe Arriola, dati ring
pangkalahatang kalihim ng grupo.Kilalang mga beauty queen noong dekada ’80 sina Gomez at
Sancho na naging mga lider ng kilusang kababaihan.
Retirado na ngayon sina Arriola at Perredo, bagaman nananatiling masugid na tagasuporta pa rin
sila ng Gabriela.

Patuloy na nakikibaka

Nanay Mameng Deunida (KR Guda)

Samantala, nagpatuloy sa pakikibaka ang mga katulad ni Carmen “Nanay


Mameng” Deunida, na kinikilala at aktibo pa ring lider-maralita sa edad na 81.
Isang labandera na biktima ng pambubugbog ng asawa, itinayo ni Deunida ang Samakana o
Samahan ng Maralitang Kababaihang Lumalaban noong 1983. Isa ang Samakana sa mga
organisasyong nagtatag ng Gabriela.

Sinimulan ni Nanay Mameng ang grupo sa pagbabahay-bahay sa mga komunidad sa


Kamaynilaan. Siniyasat niya ang problemang kinahaharap ng kababaihan sa kanilang pamilya at
hanapbuhay. “Ang sabi ko sa kanila, meron tayong magagawa kung tayo’y magkakaisa,” aniya.

Nangingisi siya tuwing maaalala ang reaksiyon ng mga lalaki sa komunidad matapos maturuan
ang mga babae hinggil sa kanilang mga karapatan.“Sinasabihan nila ako, ‘Kung hindi dahil sayo,
hindi ako hihiwalayan ang asawa ko.’ Ang sagot ko naman, ‘Kung tinatrato mo ng maayos ang
asawa mo, hindi ka hihiwalayan,’” sabi ni Deunida, ngayo’y chair emeritus ng Kalipunan ng
Damayang Mahihirap o Kadamay.

Isang pampublikong guro naman ang 65-anyos na si Atel Hijos, kasalukuyang pangkalahatang
kalihim ng Gabriela sa rehiyon ng Caraga. Aniya, nagsimula ang organisasyon doon noong 1983
nang may pito lamang kasapi.

Laganap noon ang paglabag sa karapatang pantao na bumibiktima sa mga babae at bata.
“Naramdaman naming kailangan may gawin,” sabi ni Hijos sa Pinoy Weekly.
Bukod sa paglaban sa militarisasyon at karahasan laban sa kababaihan, malakas din ang pagtutol
ng kababaihan doon laban sa pagmimina at pagtotroso na sumisira sa kalikasan at kabuhayan ng
mga komunidad.

Saksi rin sa paglago ng Gabriela ang 52-anyos na si Lucy Francisco, na 23 taon nang organisador
ng kababaihan sa probinsiya ng Panay. Nagsimula lamang sila, aniya, sa hanay ng maralitang
lungsod. Ngayon, nakikisangkot na rin sa iba’t ibang isyung panlipunan ang mga babaing
manggagawa, kabataan, at propesyunal.

“Kami ang tumutol sa pagkakaroon noon ng mga bikini carwash. Kami rin ang tumulong sa mga
komunidad na bumangon mula sa salanta ng bagyong Frank,” pagmamalaki niya.

Bagong hamon at tagumpay

Pinarangalan ng Gabriela noong gabing iyon sina Mananzan, Deunida, Hijos, at Francisco, at iba
pang kababaihan na nag-ambag sa paglawak ng kilusang kababaihan sa bansa at patuloy na
nakikibaka sa iba’t ibang paraan.

Kabilang dito sina Lita Mariano at Zen Soriano, mga nagtatag ng Amihan o Pambansang
Pederasyon ng Kababaihang Magsasaka; Nitz Gonzaga, bise-presidente ng Women’s Affairs ng
sentrong unyong Kilusang Mayo Uno; Nerissa Guerrero ng Samakana; at Rechilda Extramadura
ng Lila Pilipina o organisasyon ng mga comfort women.

Gayundin ang mga lider ng Gabriela sa iba’t ibang rehiyon na sina Rina Amacio, Tess Pielago,
Vernie Diano, Grace Noval, at Lyda Canson; lider-simbahan na si Norma Dollaga; at
tagapagtaguyod ng mga karapatan ng bata na si Rosalinda Duque.

Pinarangalan din ang matatagal na naging istap at opisyal ng Gabriela—sina Rina Anastacio,
Vicvic Calvo, Pining Tolentino.
Mga pinuno ng Gabriela na sina (mula kaliwa) Emmi de Jesus at Liza Maza, kasama ang isa sa mga tagasuporta ng

Gayundin ang beteranong mga aktibista na sina Judy Taguiwalo, dating


detenidong pulitikal, tagapagtatag ng Amihan, at ngayo’y Faculty Regent ng
Unibersidad ng Pilipinas; Elisa Tita Lubi, dati ring detenidong pulitikal,
humawak ng relasyong internasyunal ng Gabriela, at tagapagtatag ng Gabriela
Women’s Party (GWP); at Dr. Carol Pagaduan-Araullo, kasalukuyang
tagapangulo ng Bagong Alyansang Makabayan o Bayan.
(Maliban sa 25 kababaihan, kinilala rin para sa kanilang kontribusyon sa kampanya laban sa
karahasan sa kababaihan sina Atty. Evalyn Ursua, abogado ng Pinay na ginahasa ng sundalong
Amerkano na si ‘Nicole;’ Merle Jayme ng DM9JaymeSyfu na matagal nang tumutulong sa
paggawa ng campaign advertisements ng Gabriela (panoorin ang video  hinggil sa bagong
patalastas na gawa niya); ang makata at dramatistang si Joi Barrios; ang aktres na si Monique
Wilson; ang scriptwriter at direktor na si Bibeth Orteza; at ang artistang si Angel Locsin.)

Kabilang pa sa 25 kababaihan na ginawaran ng parangal sina Emmi de Jesus, pangkalahatang


kalihim ng Gabriela at isa sa mga nominado ngayon ng GWP sa halalang party-list sa 2010; at
ang dalawang representante ng GWP sa Kamara na sina Rep. Luzviminda Ilagan at Liza Maza.

Nominado rin si Ilagan bilang kinatawan ng GWP. Si Maza naman, na inihalal na bagong
tagapangulo ng Gabriela, ay tatakbo sa pagkasenador sa halalan na 2010, sa ilalim ng koalisyong
Makabayan.

Sa kanyang talumpati sa simula ng pagtitipon, inihayag ni Maza, “Hindi biro ang ating dinanas,
hindi matatatwa ang mga pagsubok. Kaya napakahalaga ng araw na ito, sapagkat magsisimula
muli tayo sa ating mga tagumpay. Isusulong natin sa mas mataas pang antas ang pakikibaka ng
sambayanang Pilipino.”

Dalawampu’t limang taon mula nang mag-umpisa, matayog pa rin ang mithiin ng mga babaing
nagtayo ng Gabriela.

GABRIELA's History  

 
Filipino women have a long struggle against HOME
oppression, foreign control and male domination.
They fought for better jobs and the rights to vote and HISTORY
go to school. One of them led a regional revolt against
Spanish colonizers. She was Gabriela Silang. PRINCIPLES

Primed by the anti-dictatorship campaign and the OUR TASKS


drive for economic and political change in the Marcos
years, women's organizations established the national STRUCTURE
women's coalition, GABRIELA the General
Assembly Binding Women for Reforms, Integrity, DEPARTMENTS
Equality, Leadership, and Action.
MEMBERS
Starting from 42 when we organized in April 1984,
we are today a center of over a hundred women
organizations, institutes, desks, and programs. Our  
ranks include women workers, peasants, urban poor,
housewives, professionals, religious and students
across the country.

We believe that the freedom women seek will be


brought about by the resolution of the problems of
foreign domination, landlessness and political
repression and in the changing of patriarchal value
systems and structures in Philippine society.

We focus on issues that affect women: the effects of


militarization and women's landlessness; the
International Monetary Fund-World Bank and the
debt crisis; denial of women's reproductive rights and
gross neglect of health care for women; violence on
children, wife abuse and family life; development aid;
prostitution and trafficking of women.
Filipino women have a long history of struggle against
foreign domination and women oppression. They
fought for better jobs and the right to vote and go to
school. One of them led a regional revolt against the
Spanish colonizers. She was Gabriela Silang.

Primed by the anti-dictatorship struggles and the drive


for significant economic and political change in the
Marcos years, women from all walks of life banded
together and established a national women's coalition.
We called ourselves GABRIELA in honor of Gabriela
Silang. It was the call of the time and Filipino women,
like their predecessors in history, valiantly responded
to the challenge of struggling for liberation.

From being a coalition of only 42 organizations in


1984, we are, today, a grassroots-based national
alliance of 250 organizations, institutions, desks, and
programs.

We believe that the freedom women seek will be


brought about by the resolution of the problems of
foreign domination, landlessness and political
repression, and in the changing of patriarchal value
systems and structures in Philippine society.

We work against issues that adversely affect women:


landlessness, militarization, the foreign debt crisis and
the IMF-WB impositions, GATT-WTO, anti-people
development projects, the denial of women's health
rights, violence against women and children,
prostitution, trafficking in women and migration, and
many more.

Likewise, we work to promote a positive social


attitude toward women through cultural means and
consciousness-raising.

We seek to forge women's unity within and among  
classes and constituencies to wage a struggle for
the liberation of women and the rest of the Filipino HOME
people. This force will work for:

a self-reliant economy that is geared
primarily towards domestic
consumption and nationalist
industrialization, gives equal value to
the participation of women in
production and responds to specific
needs of women at work;
a quality educational system that is
nationalist, pro-people, non-sexist and
liberating;
a socio-cultural system that does not
demean women;
the development of basic sciences
and technology that serve Filipinos
and considers the particular needs of
women; and,
the strengthening of solidarity with
women's groups in other countries
against sexism, imperialism and
militarism in the world.

The Structure of GABRIELA  


reflects the dynamism of the alliance and the relation
 
of its national units to sectoral members and chapters
nationwide. HOME

The NATIONAL ASSEMBLY is the highest policy HISTORY


making body responsible for drawing up the
organization's general program of action, the election PRINCIPLES
of national officers and the amendments of
GABRIELA's Constitution and By-Laws. The OUR TASKS
national assembly is convened every two years and
participated in by representatives of member STRUCTURE
organizations.  
DEPARTMENTS
The NATIONAL COUNCIL is the next decision-
making body of the organization. It is convened in MEMBERS
between National Assembly meetings and is
responsible for particularizing the program of action
the Assembly draws up. It is composed of the national
coordinating committee members and regional
representatives, sectoral representatives and
commission coordinators.

The NATIONAL COORDINATING COMMITTEE


ensures and monitors the implementation of decisions/
resolutions arrived at by the National Assembly and
the National Council. It directly supervises the
National Secretariat and the commissions of
GABRIELA. The committee is composed of nine
elected officers of the organization.

The NATIONAL SECRETARIAT is directly


responsible for the day-to-day implementation and
coordination of the plan of actions. It is composed of
the Secretary-General, the coordinators and staff of
the different departments under the National Office:

Gabriela has regional chapters in Metro Manila,


Cordillera and Mindanao; sub-regional chapters in
Negros, Panay and Samar and provincial chapters in
Bicol and Cebu.

GABRIELA's Departments  

 
Campaigns Department coordinates campaigns
and all-women actions launched by GABRIELA HOME
members nationwide on various issues affecting
women and ensures support from other people's HISTORY
organizations. SINING-LILIA, the all-women
PRINCIPLES
performing group of the organization, is a vital
unit that uses popular, cultural methods in OUR TASKS
educating the public on women's issues.  
STRUCTURE
Public Information Department develops and
executes media strategies to raise public DEPARTMENTS
awareness and support for women's issues.
MEMBERS

It currently addresses issues of prostitution, rape,


sexual harassment, domestic violence,
pornography and other issues related to violence
on women. It seeks to propagate a perspective
that liberate women from violence, empower
women to speak out and act on violence
committed against them through education,
campaigns, organizing of survivors and their
families, and provide support services to victims
or their relatives. Our activities include:

Community-based education sessions;


Publication of education and information materials
on violence against women;
Street campaigns against various issues on violence
against women;
Counselling sessions with survivors of violence
(rape, incest, wife-beating, sexual harassment, etc.)
and referrals to medical practitioners and lawyers;
Organizing of prostituted women, survivors of
violence and their families as well as advocates
against violence on women; and
Organizing network of lawyers and medical
practitioners to provide services to women victims.
Women's Rights and Services
Department aims to promote and protect
women's political rights and advocate against
state violence committed on women, responds to
and carries out sustained actions on women's
complaints regarding human rights violation.

Its direct beneficiaries are women political


prisoners, internal refugees and other women in
highly militarized areas who are victims and
survivors of civil and political rights violation.
Our activities include:

Direct services to women political prisoners (WPPs)


and women internal refugees (WIRs) and other
women in highly militarized areas such as:

camp visitations
Food
medical aid
legal and psychological aid
transportation aid
temporary shelter
Research, documentation and fact finding missions
on state violence against women;
Publication of fact finding missions results,
researches, and case studies;
Campaigns on WPPs and WIRs;
Networking with local and international human
rights organizations; and
Community-based education and trainings on Basic
Human Rights.
Women's Health and Welfare
Department seeks to promote and protect
women's health and reproductive rights by
raising public consciousness regarding women's
health issues and organizing small scale
alternative health care systems responsive to
women's needs. Our activities include:

Advocacy and campaigns on health and


reproductive rights of women;
Awareness raising through education, fora,
meetings, and media;
Direct services such as counselling, medical
services for women and children, and referrals to
other helath institutions; and
Support services such as health training, researches
on women's health issues, publication and
dissemination of information on women's
reproductive and basic health care methods.
International Relations Department develops
links and solidarity relations with women's
organizations worldwide and facilitates the
beinnal Women's Solidarity Affair in the
Philippines (WISAP). Our activities include:

Development education through hosting of


study/exposure visits, international exchanges, and
sponsoring lectures, fora, film showings on urgent
issues affecting women on an international level,
etc.
Organizing and sponsoring special projects and
solidarity conferences such as the Women's
International Solidarity Affair in the Philippines
(WISAP);
Publication of GABRIELA International Update;
and
Linkaging with GABRIELA solidarity
organizations, support groups, migrant Filipinas,
and other women's groups and international
networks abroad.
Administration and Finance
Department ensures the smooth flow of the
National Office's day-to-day operation.

GABRIELA's MEMBERS  
From being a coalition of middle class women,
 
Gabriela now finds its base among grassroots women,
the peasants, workers and urban poor, the most HOME
oppressed and marginalized. Together, 250 women's

a movement uniting women workers in their
struggle for wages and other issues such as
discrimination and wiolations of women's rights
  in the workplace. KMK initiates the formation of
women's committees in trade unions and workers'
federations and links up with the Kiulusang Mayo
Uno (KMU) or the May First Movement.
Samahan ng Malayang Kababaihan
(SAMAKANA) - Association of United and Free
Women
A nationwide federation of women from urban
poor communities struggling against the adverse
consequences of national economic policies on
women, focusing on poverty, inflation,
homelessness, unemployment and the lack of
 
social services confronting urban poor
communities.
SAMAKANA also conducts education on various
issues confronting urban poor women and leads
community actions against domestic violence.

INNABUYOG
An alliance of indigenous women's organizations
in the Cordilleras, Northern Philippines. It was
formed to unite and forward the struggle for the
rights of indigenous women to their ancestral
domain and against development aggression.
 
Membership is open primarily to groups,
organizations, institutions or their program desks.
Individuals will also be accepted provided they
join a committee or network of coalition.
