We are now on the Question Hour, Madam Presiding Officer. This morning upon the instance of the
Honorable San Pablo we have invited the management or the representative of the DMPC Power
Corporation, Tugbo, Mobo, Masbate for this council to be apprised on the technical aspect affecting the
serious and frequent intermittent power interruptions and other related issues concerning power supplies
specifically in the City of Masbate. Madam Presiding Officer, this morning we have the Chief Superintendent
of the DMPC, Engr. Rogato O. Cos, Jr. also the Communications Relations Officer, Mr. Adolfo Badillo and Ms.
Grazel Garcia.
PRESIDING OFFICER:
Welcome people from the DMPC headed by Engr. Rogato Cos, Mr. Badillo and of course Ms. Garcia.

Thank you very much, Madam Chair. This representation moves for the suspension of the rules to
pave the way for the recognition of our guestspeakers from the DMPC Power Corporation.

Thank you, Madam Chair. Gusto lang namonmaaraman when was the thermal plant finally
commission?
ENGR. COS:
So, once again good morning to our honorable body. First in behalf of our Manager theEngr. Rodgie P.
Bandiez and representing in behalf of our office because he is busy now on our OpsCom and other matters
regarding the power plant.So, as to the question of the Honorable San Pablo, the thermal power plant was
recommissionedlast if I am not mistaken January of last year 2020 then it was commercialized just lately this
last year around June I think If I am not mistaken. So, we are now operating the fully operating thermal plant
kasabay po ang ating diesel plant so hindi lang po siya ang thermal plant naginagamitandiyanpa din po iyong
diesel plant na back up natin.
HON. SAN PABLO:
So, meaning Engr. Right after the recommission of the thermal plant, amo lang po ina an aton main
source of energy?
ENGR. COS:
Yes, exactly Sir. Ito po iyongating means that operating na 24/7 so ang atingdoesel plant naga back
up lang po inisiya at peak load so in the excess of 15-megawatt demand sakanapapasok ang ating diesel
power plant.
HON. SAN PABLO:

Very recently lang kasi Engr. Parang madalasyataiyong bug down ng ating thermal power plant.
Actually, gusto ko sanang mag invited from among the residents of barangay Tugbokasisilaiyong directly
affected pagnagrerestartiyong thermal plant kasimausokdaw and maingay but then I wasn’t able to invite
some.So, would you apprise us kung anobatalagaangnangyayariba’tnapapadalasiyongpag bugdown ng ating
thermal power plant?
ENGR. COS:
Actually, may I correct the term “bug down” of power plant because it was not totally shut down
iyong power plant thoughnagkaroon ng instances nagkaroontayo ng totally shutdown ang reason is a fault
coming from the outside kasisiyamagshushutdown lang talagakasisiya once nagkaroontayo ng fault,
nasesense ng ating protection. So, what I mean is that kaya nagkaroon ng ganoongingaysaTugbo because it is
an ubrupt changes of steam nagkaroontayo ng mga excess steam nakailanganniyangilabas once nagkaroon
ng abrupt, imagine 15-megawatt down to zero, 1-megawatt lang naiwansa thermal plan. Talagangiyong
excess ng steam natin is ilalabaskasihindiniyapuwedei-absorb lahatiyon. So, one of the reasons why
nagkakaroon ng ingaynaganoonsa planta kasiitongating thermal is just sumasalo lang siya doon sa reaction
of the load. On the matter of the load, ang scope niyanbaka is the MASELCO so
iyongnarasanasannatinsaTugbo is just a normal reaction once this load outage happened. So, hindisiya
totally nasinabina nag bug down ang ating thermal plant. Actually, it’s running 24/7.
HON. SAN PABLO:

So, line fault ang dahilan?
ENGR. COS:
Yes, Sir. Mostly ganoon ang nangyayari because magrereact lang ang planta natinpagnawalan ng load,
ang ating planta ng ganoonkalaki. Pag hindinaman, pag section section lang,
hindinamanganooniyongepektosaatinkasi sometimes nagloload outage tayosaiasang section, halimbawa,
itongRosero Area, nagtitripiyong recloser, nakayangi-absorb ng ating thermal plant iyong excess steam, mag
eexcessiyongating steam doon peroiingaysiya ng kontiperohindiiyongsinasabing karamihan ng
ganoondawsobrangingay.
HON. SAN PABLO:

Salamat, Engr. kasi mas magandaiyongnanggalingsaiyoiyong explanation because I from myself was
then connected with the power plant. Nabanggit ko namannoong una nanagtrabahonamanakosa powerplant.
Ganyangganyan din iyongnangyayarisa amin everytimena maynagtitripna feeder. Just like
iyongnagtripiyongganoongklaseng plant, malaking power outage iyon. Nag oover speed iyongmakinanamin,
napakaingay, ganoontalaga ang nangyayari. But then hindi ko mapaliwanagsamgakasama, mas
magandanaiyong galling sainyoiyong explanation. Ang second question ko is that, why does it take so long
para mare-store iyong power kasiako except for the City. Sabagaysa City, nagrereklamo din iyongiba because
minsan it took three (3) hours, four (4) hours to restore. Mas lalo doon sa amin sa upland barangays,
sigurominsan eight (8) hours, twelve (12) hours, minsan twenty-four (24) hours bagomabalikiyong power
supply. So, anongnangyaribakitganoonkahabaiyongatingnaeexperiencena brownout?
ENGR. COS:
On the matter of restoration of power, once the thermal plant, nag shut down hindi po siyakapareho
san the diesel plant napinaandarmo lang automatic na at rated speed. So, mayroonsiyang process
nakailanganmunangdahandahaniyongpagwrapped up ng speed ng ating turbine. Hindi ganoonkabilis ang
pag restore ng thermal plant compared to the diesel but in the advantage of the City because there still a
diesel plant what I’ve said earlier, ang advantage sa City is that our first priority to restore is City since this is
the upstream load. So, ibigsabihinonce na nag shut down tayokahitwala pang thermal plant, iyong City is
already under restoration through the use of diesel plant. So, that’s the advantage of the City. Doon naman po
samga downstream areas, samgamalalayo, ito po iyongkailanganmunanatinghintayinnamagstableiyong
thermal plant because we need additional capacity naiyongthermal plant natin. So iyonngaiyongsinasabi ko
na thatthe restoration of the thermal plant is hindi po madali. Technically, mabagaliyongpag restore ng ating
thermal plant. Why? Unang una is we have to build up pressure, steam pressure. Paanotayomagkakaroon ng
build up ng pressure? We have to go into the process of restarting the boiler, sa boiler pa lang tayokasi may
dalawang component ng thermal plant. Mayroongtayong boiler, mayroontayong turbine. On the side of the
turn out, boiler na which is iyon ang una natingirerestore. Kumbaga, magpapakulomunatayo ng
tubigkasiiyong steam nainilabas, walanaiyon. So, we have to go into the process ng burning of fuel and then
magcocoolingtayo ng tubig para ma attain natiniyong exact measure ng temperature para
namanmakapagfeedtayo doon saturbina. Now, ditonamansa side ng turbina, kasimayroon din siyang process
kaya sinasabi ko medyo may katagalaniyong process ng ating restoration ng ating thermal power plant.
HON. SAN PABLO:

Again, thank you, Engr. Kasi ganitoiyon, even before the commissioning of the thermal power plant
noongininvite kami ng technical people from DMCI before, we were given the assurance na we have enough
power supply even before the commissioning the thermal power plant. We were expecting
nahalimbawakagayangayon, due to fault line bigalnghumintoiyongating thermal power plant,
hindiganoonkadali ang pag synchronized doon saating diesel power engine. So, siguro given the assurance
naiyongatingmga diesel power engine are enough to supply the need energy needed by the mainland
Masbate and other satellite plants. Kami, knowing that we have sufficient power supply we were expecting
napagnagkaroon ng fault line kaya ibalik ang power, an hour or two baka less than pangakasimahirap not
only me patiiyongibang consumers nahalimbawagayasa upland barangays wherein which
malayosilasapoblacion.Iyongmga food suppliesnila, nagamerkadosindadamo para
dilinasindamagbalikbalikpa considering na‘yong pandemic, it will take them too much expenses One
Hundred Fifty Pesos (Php150.00)isangtaomakadi ka lang sa Masbate, mabakal ka na sin damodamo para dili
ka namagparabalikbaliksa Masbate.But, with the long brownouts we have been experiencing
nasasayang‘yongmga food naguina-store namonsa freezer, refrigerator, nasisira.And san
isadganikaadlawnagbatibatiakosadtongsa DOH regarding ASF nabanggitganididtonaiyongmga frozen
napagnilabasmodawsa ref kay frozen meat nasiyadilimonasiyakahinanglanibaliksa ref, you have to cook it.
So, ganoonnga because of the long brownout we are experiencing
pagnilabasmobisansobrasobrakailanganlutuonmo kay masisira man lang.
ENGR. COS:
We understand that situation, Sir but on the part of our company, we are really trying.Wala naman
po siguro may gusto namagbrownout, kami naman po sa planta we are trying very hard to restore as soon as
possible once nagkaroon ng ganoong scenario ng tripping. Doon naman po sasinasabi ko kaninanamaka
restore kaagad, anpinakamabilisniya is around three hours, pinakamabalisna po ‘yan.Pag nagstarttayo ng
turbine, inaabot po ‘yan ng six to seven hours pagnagstartlalosa cold start ng ating thermal plant.Kaya
ngasinasabi ko kaninaditosa City bakittayonakaexperiencenaumaabot ng isa o dalawangoras, mabilisna
poiyonkasi we are running the diesel plant.So that is the advantage of the City kaya nga lang po this diesel
plant is still not enough para i-power up lahat.So, we still need to restart the thermal power plant para ma
power up lahat. ‘Yong sinasabini Honorable San Pablo, iyong downstream ng load talagangnatatagalan at
apektadobecause of this situation. Because in the power up of the restoration of power kailangan po
munanatin mag simuladitosa upstream hanggangsa baba kaya lugitalagaiyongnandoonsadulo so advantage
tayoditomalapitsa planta because we are the first priority to power up lalonaiyong City with the distribution
line going to the City which is called Feeder-2.
HON. SAN PABLO:

Again, thank you very much, Engr.Ankatuyuan man lang san amonpagimbitar is that for DMPC to
apprise the council in order for us to answer questions coming from the outside. Pag may
nagahungasaamonwara kami maisabatkasiwara kami idea, parehosana it will take you six to seven hours
bagomagstabilize‘yong power plant. Maipaliwanagnamonsatawonairogsana an dahilan but then
sanamahimuanniyo san medyosguihaponna just in case nangyayariinana fault line which causes the tripping
of thermal power plant sana sufficient ang ating standby diesel power plant to supply the power
requirements of the entire City and the entire Province of Masbate. That’s all, Madam Presiding Officer.

Thank you, Madam Chair. Good morning, Engr. Cos. Taga Masbate, Mabini Street, ang hunga ko
manungodsa, dilisa brownout, it is already clear that we have this brownout. Lugi kami natagabukid,
kunnagabakalakoisda, hamakimokunihawonmo an dyes kilos naisda. This is with regard to the oil spill.
Gusto ko lang maarman nano kay an iyo oil spill nagadaloysasuba san Tugbo and that is not good for the
fisherfolks.They are complaining about that. Remember that there was a group from BFAR na nag imbestigar
so until now, ambotsanina DENR kunmaghatagdidi san kopya para ma follow up natonkun nano
annangyari.So, hasta niyanwara sin resultasigenbalikbalik ko, adto pa dawkunosa region. Niyan gusto ko
mabatisaimo, kun nano andahilan, nano kay an iyo oil spill nagadalaganpakadtosaluyo san
iyopadernagaawassasuba san Tugbona an suba san Tugbodamodamoina san mangrove so
aramnamannatonsa mangrove adanabubuhay an mgaisdadidto, pag hatch didto san
itlogpagdurudaragkomapakadtosalawodamoinanagkakadamo san isdasapatalibodsabuntod, so nano po an
iyomasasabimanungodsa oil spill?
ENGR. COS:
Actually,iyong oil spill case na ‘yansa diesel was already investigated by BFAR, that was I think
October, that was answered, nahimuanna po naton sin paaginamawaranapo idtona oil spill. Actually po, we
have a personnelnanaka standby 24/7 natalagangwarana po nagaawasna oil spill didto. It just happened
before when I think if I’m not mistaken doon sa waste during the PMES of Nigatta so hindisiya perpetual
nanangyayari. I think accident nanangyariiyong spill.And sakatagalanna diesel plant natinnagkakaroonsiya
ng tear and wear doon, so, I think that is one of the reasons nanagkaroontayo ng oil spill. But on our part, we
already did the remedy of that case.
HON. ABAYON:

members. From the Chair, Engr. Cos it is just but right for the public to know that what is now being used or
in commercial operation is the thermal power plant with the backup of the diesel plant.
ENGR. COS:
Yes po.
PRESIDING OFFICER:
The brownouts that happened from the past week, sunud-sunod, it is not from the DMPC, but from
the distribution part…
ENGR. COS:
That was February 6, ditosaRosero area, may nakita ang MASELCO nafault I think sa Boulevard ata,
hindi ko po masabiiyong specific kasi it is the scope of MASELCO, peroiyon‘yongbatonilasa amin kasi kami
namannanghihingi lang ng feedback sakanilakasi kung anongnangyayari, ba’tnagkaroon ng ganoon.
PRESIDING OFFICER:
Is there no mechanics bagomagkaroon ng fault ang distribution maaramanna san DMPC?
ENGR. COS:
Actually, the only indication nanasesensenaminis the magnitude of fault, magnitude fault of current.It
is a number so pag mas malakiibigsabihin mas malapit ang fault.So, doon naminnalalamannaiyong fault
along this area. Pagmababa, ibigsabihinmedyomalayo ang fault so depending on the fault magnitude.
PRESIDING OFFICER:
So, but still you have the communication with MASELCO as to there will be a cut off that would occur
for a week, for example for repair?
ENGR. COS:
Yes, Ma’am.Communication namin with the MASELCO is constant namaniyon. Everytime, we have a
24/7 on duty communicator, iyong radio operator nilasakaiyong control operator namin,orasorasiyon nag
uusap once there is something nanangyayari on the operation. So, as to the scheduling
mayroonsilangscheduled once they want to repair this area.Iyoniyongsinasabinating scheduled brownout.
But, iyongunscheduled,itoiyongmgaoccurrence ng fault. Minsannaman, is hindi ko namannilalahat fault ng
fault line niladiyan,nagkakaroondin ng mgaproblemaminsansa planta, mgaganoong scenarios. So, it is a dual
sometimes iyongnangyayari.
PRESIDING OFFICER:
Okay. Why I am bringing is this because according to your radio commercial ads for the campaign for
the thermal power plant, sa thermal pag coal fired power plant walang brownout.So, I think your
communication should do something about it, to inform us that it is not your fault, it’s on the distributionkasi
people already assumed nasa thermal coal fired power plant walang brownout, it seems naman di
naminnapansinnanaka coal fired napala‘yongoperations because we experience nanagbrownout pa rin so in
fact ngayon ko pa lang nalamannanagcommercializednapala ang operation. So, what is now being used is the
coal fired power plant. So, iyonbakahindi pa naniniwala ang mgataona coal fired power plant na.
ENGR. COS:
Siguro Madam kaya hindimakapaniwala ang mgataona coal fired power plant
nakasipagdumadaansilawalanamansilangnakikitangusok.So, that’s the CFB, the Circulating Fluidized Bed
doon sa chimney namin at 24/7 tumatakbo ‘yan. Kahit dumaanpo kayo ngayon, wala po
kayongmakikitangusok. That’s the thing that we’re advertising before we install the thermal power plant.
PRESIDING OFFICER:

Yes po, ang starting po talaga, pag nag release kami san steam, imagine iyongnagpakulo lang gani san
pakaladkadnatubigpagnagsingawnasiyatalagangmaingay, how much more iyongaming pressure
namasyadongmataas.

Engr, considering nairogsanakasensitibo ang inyong thermal power plant just a simple fault line
nagatrip-off dayontapos it took you six to seven hours bagomarestore,dilibainamahimuan sin paagi san
atonmga technical engineersnamashorteninanasix to seven hours napagarestore san aton thermal power
plant?Kasi masyadongsensitibo, dyutayna fault line, ma trip-off siya so kunirogsananapirmisiyamaga trip- off
kagirog man sanakalaba an iyapagarestore san power supply talagangsakripisyadosana an end user.
ENGR. COS:
As to the sensitivity of the protection, every protection point ng mga recloser natin it is set by
MASELCO, silaiyongnagsesetnitokasisilaiyongnasa distribution.Now as to the restart using the thermal plant
I think,itotalagaiyong OEM standard, napakamahal ng turbine natinhindipuwedengi-shortcut iyong process
para lang mashorteniyong time.Anyway, kunggaganuninnatin, mapapadaliiyongbuhay ng atingmakina mas
problemapagnagkaroontayo ng ganoongproblema in the future kasihindi po basta
bastamakakapagpapalitlalonapagnasiraiyongturbinanatin. It cost million of money kaya ganoon po
talagasinusunodnaminiyong OEM standard.So,‘yong remedy natin is ‘yong diesel plant natin instead
pagnagstarttayo para mapower up agadnatinlalonaditosa City.
HON. SAN PABLO:

Siguro, mas maayosaniMadam Chair, just in case magkaroontayo ng ganitongproblema, we both
invite DMCI and MASELCO.Kagaya noon,datinoongininvitenatiniyongMASELCO, sabinila ang fault adasa
DMCI, kagsa DMCI naman ansabi, ansala ang MASELCO.So,an mas magandasanian
magkaatubangsindanaduwa, magpabatobato san salakunhainbatalaganagahali an problemakagkun may
solusyon man ‘yong synchronization ng atongmga energy suppliersgaya ng diesel plant so mas mapapadali
an aton brownout. Kasi saamonsadtomortal sin paglumagpas kami san one minute anbrownoutkasimamatay
an tawosa underground because of the loss of power supply samga blowerssa underground kaya an amon
plant superintendenttalagangguinmumuda kami pag nag titrip-off an makinabecause of
somethingnaunexpected kahinanglanpagpadalaganmo san mga engines ma synchronizedayonsiya
immediately para dilimaapektuhan an mgatawosa underground. So, just the same although dili man ini
industrial plant an aton is saatonmgatawo commercial and household amo man

Last word, with regards to the coming of both parties like the MASELCO.Before, if you invite
MASELCO, they will invite the DMCI, that’s the time of Sir Badillo, pagnagkadi an tagaMASELCO, bitbitna an

Veterinarian and the Officer in Charge of theSlaughterhouse, Mr. Rosero. This is upon the instance of the
Honorable Meden Diez for her letter to the Presiding Officer to invite the following personnel purposely for
the Council to be apprised as to the reports of the ASF specifically in the Municipality of Aroroy and the
immediate actions taken by the concerned offices. Also, the City Veterinarian, and the slaughterhouse on
their contingency plan to prevent the contamination and spread of the disease. Madam Presiding Officer,
present with us this morning the representative of our City Vet. Mr. Amiel Almonte and Mr. John Sese and
our City Agriculturist, Mr. Tito Velza.

our traders and buyers are going to Mactan where our livestock auction market is. And the rest coming from
our neighboringmunicipality like Aroroy. Aroroy also supplies a bigger amount especially there is a medium
commercial farm, which also supplies here. Now regarding the supplyof pork, the prices, di
natinitomaanokasi it is dictated by demand and supply. Ifyou remember ‘yongkainitan ng ASF bago
magCovid, medyobumama‘yongpresyo because sa Cebu most of the supply going to Cebu ini-stop, may
barkonanagdeliverpapuntang Cebu pinabalik‘yongbarko because the province of Cebu nag strict sa
quarantine protocol and also ini-stop mananpag supply ng baboy going to Luzon because of ASF. There is a
