AFFIDAVIT OF TWO DIS-INTERESTED PERSONS

We, SOLEDAD B. CUANGEY, of legal age, Filipino Citizen, with residence
and postal address at Lot 7, Blk. 3, East Quirino Hill Extension, Baguio City,
and ISABEL D. OCDEN, of legal age, Filipino Citizen, with residence and postal
address at #58 East Quirino Hill, Baguio City, after having been duly sworn to
in accordance with law hereby depose and state under oath, that:

1. We personally know NORI HIGASHI QUILAN who was born on April 15,
1929 at Guisad, Baguio City and the daughter of Nihachi Higashi, a
Japanese Citizen, and Maria Luis Acroc, a Filipino Citizen, and she is a
pensioner of the Philippine Veterans Affairs Office (PVAO) and Armed
Forces of the Philippines Pension Gratuity Management Center
(AFPPGMC) under the name NORMA APLOD QUILAN;

2. Nori did not use her correct name NORI ACROC HIGASHI when she was
born until 1999 for the main reason that Japanese descendants were
highly discriminated by the Filipino Citizens because of what happened
during the Second World War. Not only discrimination the descendants
got during those times, but also some of them were killed for merely
being Japanese descendants;

3. For safety measures and inorder to be able to go to school, because at

that time you could not go to school bearing a Japanese name, instead of
using Nori Acroc Higashi, she used the name NORMA APLOD and this
same name she used when she got married to JOSE QUILAN;

4. Nori and Jose Quilan begot three children, namely: RUBEN APLOD
QUILAN, JOSE QUILAN JR. and MARJORIE APLOD QUILAN;

5. Decades passed by after the Second World War and the bitter
relationship between Japan and Philippines became friendly and strong,
and Japan became an ally of the Philippines, Nori Higashi Quilan filed a
Petition sometime in 2003 before the Regional Trial Court of La Trinidad,
Benguet for the correction/change of entries in the Marriage Contract
and Certificates of her children to be able to use again her correct name;

6. The Petition was granted and now became final, thus, the Marriage
Contract was corrected from NORMA APLOD to NORI ACROC HIGASHI.
In her Certificate of Death her name appearing is NORI HIGASHI
QUILAN. Likewise, the Certificates of Live Birth of her children were
corrected from RUBEN APLOD QUILAN, JOSE QUILAN JR. and
MARJORIE APLOD QUILAN to RUBEN HIGASHI QUILAN, JOSE
HIGASHI QUILAN, JR. and MARJORIE HIGASHI QUILAN, respectively;

7. With the foregoing circumstances, the name “NORI HIGASHI QUILAN”

and “NORMA APLOD QUILAN”, pertains to one and the same person
and pensioner of PVAO and AFPPGMC;

8. We are not in any way related to the above-mentioned person neither by

consanguinity nor affinity;

 9. We know the above facts and circumstances because we are long time
friends of the aforementioned person;

10. We are executing this affidavit to attest to the truth of our foregoing
statements and for all legal intents and purposes it may serve.

IN WITNESS WHEREOF, we have hereunto set our hands this 23RD day of
February, 2023 at Baguio City, Philippines.
