Council Communique

The main purpose of this communiqué is to keep staff, students and other relevant stakeholders
informed about matters of importance and general interest that emanate from the last Council
meeting held on Saturday, 16 September 2023.

1. Election of Vice-Chairperson

Council unanimously re-elected Ms BB Ntombela as the Vice-Chairperson of Council for a further


two-year term of office, effective from 17 September 2023 to the date of the third scheduled Council
meeting of 2025 or the date on which her term of office on Council terminates, whichever occurs
first.

2. Council welcomes new members

Council unanimously approved the election of Ms B Nzo as external Council appointee and noted
the appointment of Drs NH Mthombeni and Z Mbandlwa as internal members representing Senate
and Institutional Forum, respectively, to serve on Council for a four-year term.

3. 2023 Mid-Year Performance Report

Council approved the 2023 Mid-Year Performance Report.

4. Budget 2024 – 2026

Council approved the Budget 2024 and noted 2025 and 2026 Budgets.

5. Report on the appointment of Council external evaluator

Council approved the appointment of a Council external evaluator to assess the


performance of Council. The King IV Report (2016) affirms that it is good governance practice to
conduct such evaluations, as a part of an organisation’s expression of integrity and possessing the
quality of being honest and having strong moral principles.

6. Pension-Backed Home Loans available to NTRF Members through Standard Bank

Council approved the Pension Backed Home Loans available to NTRF members through
Standard bank. It is a provision of the pension backed home loan to staff who are members of the
National Tertiary Retirement Fund (NTRF)for purposes of acquiring land, building and/ renovating
their houses.

7. Appointment of an interim Deputy Vice-Chancellor: Teaching & Learning

Council ratified the appointment of Dr P Nevhutalu, a retired academic, as an interim Deputy Vice-
Chancellor: Teaching & Learning for a period of 6 months with effect from 1 August 2023 to 31 January
2024 or until a substantive DVC: Teaching &Learning is appointed.

8. Approval of policies

Council approved the following policies:

- Corporate Credit Card Policy


- Financial Delegation of Authority
- Travel Management Policy
- Financial Study Support Offered to DUT Staff and Dependents Policy
- Broad-Based Black Economic Empowerment (B-BBEE) Policy
