PO No. 22000353-OQ-10120 (SAP PO No: 5200013593) dated 03/01/2023 was placed on M/s. Hariom
Builders towards Structural Shed Works at Vashi terminal with phase wise completion schedule as detailed
above. This PO was approved by MCC-P&P vide meeting No. MCC-P&P/21/2022-23 (e-Proposal ID:89498),
Meeting date:05.12.2022 (Annexure-I).

Scope of job includes,

Phase-I:

• Design, Approval, fabrication and erection of Tank truck gantry- I & II, Pump House – I & II, Gate
Complex, Trestle bridge for Electrical and automation cables, Pipe trestle, TT Checking Platform,
shifting of calibration shed and DU Shed with 7 months completion period

Phase -II:

• Completion of Tank Truck Gantry -III and associated Pipes and cable trestles, Dismantling of balance
existing TT Gantry with 17 months overall completion period

Current Status of Work:

Details of Proposal:

PO was issued on 03/01/2023 and vendor attended Kick-off meeting on 09/01/2023. Vendor has commenced
the design of various structures and supplied the Tank Truck Gantry structures and Pump House Structures by
March,2023, however, could not complete the Phase-I work as per PO scope before CDD due to following
reasons:

1. Vashi Terminal Revamping project includes construction of new facilities in the existing D-99 plot and
in the newly leased TT01 plot. In TT01 plot, there were approx. 501 tress which needs to be cut/
transplanted before commencement of the construction activities.
2. Tree felling permission for TT01 plot was received vide “Permission for felling and transplantation of
trees on plot no.TT01 (ref: No/MIDC/EE&SPA/Dn.II/FMS/I/13130/2023)” dated 14.08.2023 (
Annexure-II) with cooling period of 15 days.
3. Subsequently, after the cooling period, trees were cleared/ transplanted and Workfront for construction
of facilities was handed over to M/s Hariom Builders on 04.09.2024. Hence, effectively, vendor could
commence the construction works from 04.09.23.
4. The following are the facilities, which has to be completed in Phase-I and are located in the TT01 plot
area,
1. 8 Bay Tank Truck Filling Gantry -I
2. Pump House- I & II
3. Calibration Shed
4. Pipe Trestle between Tank truck filling Gantry-I and Pump House-I
 5. Connecting trestle between Tank Truck filling Gantry -I & II
6. Trestle bridge from administrative building to Tank Truck Filling Gantry Area
7. Grill Fencing around Tank truck filling gantry

Though M/s Hariom builders has completed design, fabrication and supply of structures of TT Gantry-I & II,
Pump House-I &II by March-2023, could not complete the civil foundation, structural erection and associated
works due to the reasons mentioned above. Hence, extension of CDD is requested basis the following,

1. Work front was handed over to M/s Hariom Builders in the TT01 plot on 04.09.2023 after tree cutting
and transplantation. Hence, as per PO’s Phase-I completion schedule, 7 months required to complete the
facilities of Phase-I from the date of hand over, i.e., till 03.04.2024.
2. However, hard rock strata were encountered in both Pump Houses- I & II, which is delaying the
excavation for structural footing, Pump foundation, Cable trench and associated civil works. Presently,
hard rock breaking, PCC and RCC for Pump House-II structural footing is completed. RCC works of
pump foundation is under progress.
3. Hard rock breaking of Pump House-I is in progress and it is estimated to get completed by 31.03.24.
Subsequently, it is estimated that 1 month is required to complete the structural civil foundation, pump
foundation and structural erection works, i.e., up to 30.04.2024.
4. Tentatively commissioning of Phase-I facilities are planned in the month of July’2024. Subsequently,
considering stabilization period of 2 months, it is estimated to hand over Phase-II front to vendor in the
1st week of September’2024. Subsequently, it is estimated that 4 months is required to complete the
facilities of Phase-II, i.e., up to 07.01.2025.

View above, this e-proposal is initiated for approval of extension of CDD as given below,

1. Schedule for completion of Phase-I facilities – Till 30.04.2024

2. Schedule for completion of Phase-II facilities including 2 months of stabilization period for Phase-I
facilities as per PO - Till 07.01.2025

Vendor has submitted request letter ‘TE/H/IND/HOBMH0018/23-24/0001’ dated 16/03/2024 (Annexure III)
for extension of completion period of Phase-I facilities till 30.04.24 and overall completion period till
07.01.2025.

Vendor has also agreed to execute the job in same rates, terms and conditions of the Purchase Order.

Approving Authority:

As per Clause 11.1.a. of Chapter VI of EAM, Authority of approval of extension of contract /PO beyond
delivery date, for reasons not attributable to contactor with withdrawal/ waiver of LD, after expiry date (of
deliver/ completion period), for the contacts/ POs approved by contracts committee and above lies with
Original Approving Authority (Max. EC) with financial Concurrence.

Approval Sought For :

till 30.04.2024 for Phase-I facilities and till 07.01.2025 for Phase-II facilities, as the delay is not attributable to
the party. Kindly approve.
