Zarówno władze Żor jak i Rybnika od lat ubiegają o bezpośrednie połączenie drogi regionalnej z
autostradą A1 poprzez Rondo Raciborskie, które jest na granicy tych dwóch miast.
Bezskutecznie. Mówili o konieczności takiego rozwiązania jeszcze w roku 2019, tj. przed
otwarciem drogi. Poinformowano o tym wtedy w sierpniu Generalną Dyrekcję Dróg i Autostrad.
Ta odpowiedziała, że droga nie spełnia technicznych warunków do tego, aby została
bezpośrednio połączona z autostradą. W roku 2021 złożono w Ministerstwie Infrastruktury
propozycję budowy nowego zjazdu. Liczono wtedy na przekwalifikowanie RDPD w drogę
krajową, liczono na środki z Krajowego Planu Odbudowy. Samorządowcy wykorzystali rok
później wizytę wiceministra infrastruktury, który przyjechał podpisać umowę na dokończenie
budowy rybnickiej odcinka drogi regionalnej i przedstawili mu propozycję zmian. Niestety, Rafał
Weber, sekretarz stanu w Ministerstwie Infrastruktury przyznał, że nie wiadomo, jak problem
rozwiązać. Na ostatnim posiedzeniu sejmu w 2022 roku zostały odrzucone wszystkie poprawki
do noworocznego budżetu dotyczące inwestycji w Rybniku i okolicach, łącznie z budową zjazdu
na A1. Doprowadzono do patowej sytuacji, w której władze Żor argumentują, że tego nie
sfinansują, bo ta droga nie należy do nich, władze Rybnika tego nie sfinansują, bo znajduje się
poza jej granicami, zaś GDDKiA tego nie zrobi, bo możliwość dojazdu do A1 rzekomo już
istnieje i jest ono „optymalne”. Ponieważ sprawa wykracza poza kompetencje GDDKiA, kieruję
tę sprawę do Pana.
Odcinek od ulicy Wodzisławskiej w Rybniku do Żor pokonamy w kilka minut, by w Żorach...
utknąć w korku, bo nie ma dodatkowego zjazdu na autostradę.
Miasta lobbują za tym, by powstał dodatkowy zjazd na autostradę bezpośrednio z drogi
regionalnej.

Od ul. Piaskowej w kierunku Rybnika.
Pełnoprawną drogę szybkiego ruchu dostał tylko Rybnik, ale i ona kończy się bublem w postaci
obwodnicy Żor i węzła Rowień.
Do pełni szczęścia, brakuje nadal drugiej jezdni z dodatkowymi łącznicami z A1 w Żorach oraz
odcinka od ul Sportowej do pierwszego przecięcia z DW935. No ale lokalni posłowie,
senatorowie i inni historycy nadal mają tą inwestycję i potrzeby regionu gdzieś.
Obwodnica Rybnika i Żor kończy się w żorskiej dzielnicy Rowień, ale nie doczekała się dotąd
bezpośredniego połączenia z drogą szybkiego ruchu.
Z nieoficjalnych, ale wiarygodnych źródeł dowiedziałem się, że zarówno Żory jak i Rybnik mają
zamiar forsowac wykonanie połowicznego węzła zespolonego A1 - DW 935. Na razie brak
finansowania, jak wiadomo, ale koncepcja zakłada bezpośrednie skomunikowania pojazdów
jadących A1 od strony Gliwic w kierunku Rybnika. Kierunek Pszczyna - Żory obsłużyło by
rondo Raciborskie. Zakłada się też możliwość bezpośredniego zjazdu z nowej DW 935 z Rybnika
w kierunku Gorzyczek (z Żor przez rondo Raciborskie). Taki zabieg ma przede wszystkim
odblokować Rondo Gliwickie - wiecznie zakorkowane. Od strony wschodniej A1 na razie
pozostanie bez zmian.
2. Biorąc pod uwagę duży wysiłek finansowy samorządów Rybnika i Żor w zakresie
powstania tej drogi i jej wpływu na przyszły rozwój całego regionu czy Ministerstwo
Infrastruktury zobowiąże GDDKiA do poszukania koncepcji szybkiego skomunikowania drogi
Regionalnej Racibórz-Pszczyna z autostradą A1?
The long-awaited Racibórz-Pszczyna Regional Road has finally been operational for
four years, significantly improving travel times and bypassing Rybnik and Żory. This vital
infrastructure project represents a major success story in collaboration between local
governments, the Silesian Voivodeship, and the European Community.
However, a critical bottleneck remains: the lack of a direct exit from the Rybnik section to
the A1 motorway. This omission significantly undermines the project's original goal of
providing seamless access to the national highway network.
Fortunately, a solution exists. Analyses by Rybnik and Żory authorities suggest that
building a direct exit from Rybnik towards Gorzyczki (via the Żory-Raciborskie
roundabout) could significantly improve traffic flow. This "minimalist scenario" would
ensure a safe and efficient connection to the A1 motorway.
Considering the immense effort invested in the Racibórz-Pszczyna Road, addressing
this remaining obstacle seems crucial. I urge you to consider the proposal for a direct A1
motorway exit and provide your position on this critical matter.

Since its inception, the vision for this vital roadway has been etched in the aspirations of
Rybnik and neighboring regions, dating back to the urban plans of the 1970s. However,
it wasn't until recent years that tangible progress began to materialize. Amidst economic
uncertainties and logistical hurdles, the prospect of EU funding emerged as a beacon of
hope, underscoring the indispensable role of international cooperation in realizing
ambitious ventures of this scale.
Yet, the path towards completion was riddled with obstacles. From intricate design
conflicts with railway projects to unforeseen material shortages and logistical setbacks,
each challenge tested the resilience of our collective resolve. However, it was through
unwavering determination and collaborative effort that we surmounted these hurdles,
ensuring the timely realization of this critical infrastructure.
In light of this, I urge you, Minister Klimczak, to consider the proposal for a direct exit
from Rybnik towards Gorzyczki, as outlined by the authorities of Rybnik and Żory. This
pragmatic solution not only promises to alleviate traffic congestion but also ensures the
safety and efficiency of our road network, thus safeguarding the interests of our citizens.
Therefore, I respectfully request your esteemed response to the following inquiry: What
is the Ministry's stance regarding the proposed solution to alleviate congestion and
enhance connectivity along the Racibórz-Pszczyna Road?
Dear Minister,
I hope this message finds you well. I am writing to discuss an important matter that has
been on the minds of local government officials, politicians, entrepreneurs, and ordinary
residents of the region for decades. The construction of the Racibórz-Pszczyna Regional
Road has been a long-standing aspiration, with its inclusion in the city plans of Rybnik
dating back to the 1970s. Over the years, the project has faced various challenges and
setbacks, but with determination and support, it has finally become a reality.
The road construction project faced significant obstacles, particularly during the global
financial crisis when concerns were raised about its feasibility. It became clear that the
project's costs would be substantial and required financial assistance from the European
Community. However, further complications arose during the design phase when a
considerable portion of the EU subsidies was allocated to the development of railways
for environmental reasons. Additionally, conflicts between the road construction plan
and the projects for railway line 176 emerged. Some desperate individuals even resorted
to stealing a fragment of the openwork slabs.
Despite these challenges, the project persevered. The construction required the
demolition of houses, the cutting down of trees, and the adjustment of the cost estimate
to accommodate the changes. Selected streets were closed to traffic, and various
measures were implemented to ensure the safety of workers and the public. The
construction site attracted significant media attention, with numerous photo reports
documenting the progress. The collaboration and dedication of everyone involved
played a crucial role in minimizing the delay in completing the project.
Finally, after years of hard work, the Racibórz-Pszczyna Regional Road has been open to
the public for four years now. The road's construction has not only improved
transportation in the region but has also enhanced the picturesque landscape, making it
one of the most scenic routes in the area. The local government, communes, counties,
and the Silesian Voivodeship all played a part in the modernization of different sections
of the road. Importantly, the road serves as a bypass for the cities of Rybnik and Żory,
offering an alternative to other congested routes in the region. The travel time from
Rybnik to Żory has been significantly reduced, benefiting the residents of surrounding
towns such as Rudnik, Kornowiec, Lyski, Rydułty, and Gaszowice. This development has
greatly improved the quality of life for a considerable number of Silesians.
However, despite the success of the Racibórz-Pszczyna road, there is still an outstanding
issue that needs attention. The absence of a direct entrance to the A1 motorway from
Rybnik is a significant concern for the residents. This was one of the main reasons why
they welcomed the construction of the road in the first place. Currently, the Rybnik
section of the road ends with a roundabout in Żory, which has been causing traffic
problems even before the construction began. The complex, single-lane communication
system with a series of roundabouts leading to the motorway is the weakest point of the
entire road system.
To address this issue, I propose the construction of a direct exit from Rybnik towards
Gorzyczki, passing through the Raciborskie roundabout in Żory. According to analyses
conducted by the authorities of Rybnik and Żory, this solution would reduce the traffic
load on the Gliwicki Roundabout by 20%. Moreover, this direct exit would ensure safer
travel conditions for drivers.
I kindly request your response to the following question: What is your position on the
proposal mentioned above?
